ALL DISTRICTS Chairman Culver presented a ten-year Report of the Joint:Chairman service award to Edward Francis.the Districts~Mechanical Supervisor. The Joint Chairman called an Executive Committee meeting for 5:30 p.m.,Thursday,January 28th and invited Directors Stephenson and Christie to attend and to participa’~e in the discussions. ~.LL DISTRICTS . The General Manager introduced Harvey Report of’the General Hunt of John’Carollo Engineers w.ho Manager - gave a brief status report on the construction of Ocean Outfall No.2 scheduled for:completion in March.. The.General Manager reported on proposed State .regulations for administerIng state and federal construction grants. These regulations will provide procedures for processing and certifying projects for both federal grants,and state grants recently.authorized by the.Clean Water Bond Act. Mr..Harper apprised the Board.of the staff’s concern over the s.tate’s.definition’of interceptor sewers and a proposed section requiring sewer service charges..He pointed out that.the proposed definition for interceptors is~inconsistent.with~that adopted by the.federal government. The.proposed regulations further provide that a sewer service charge be instituted by.alI recipients of stategrants.This section is contrary to .fed.eral guidelines which provide that charges be established for industrial dischargers to er~sure an equitable system of cost recovery.The Board was advised that the Districts new uniform connection and use ordinance currently complies with this provision of the federal guidelin~s.. the regular mailed...
