HomeMy WebLinkAboutMinutes 1970-06-30 BDISTRICT NO.2 MINUTES OF ThE ADJOUB~REGUlAR MEETING June 30 1970 -6:00 p.m Ellis Avenue Fountain Valley,California Pursuant to adjournment of the regular meeting held June 10,1970,the Board of Directors of County Sanitation District No.2,of Orange County,California,met in an adjourned regular meeting at the above hour and date,in the Districts’offices. The Chairman called the meetingto order at 6:00 p.m.The roll was called and the Secretary reported a quorum present. DIRECTORS PRESENT:Edward Just (Chairman),Robert Clark,Donald Winn,Norman E. Culver,Robert Finnell,Wade Herrin,Hal Sims,Don Smith, Henry W.Wedaa,and Alton E. Allen D~RECT0RS ABSENT:Jerry Christie,Jack C.Dutton OTHERS PRESENT:Fred A.fiarper,General Manager, Paul G.Brown,Assistant General Manager,Sidney L.Lowry,Don Martinson,and J.Wayne Sylvester C Report and discussion of Mr.Don Martinson,of Preliminary Engineer’s Lowry and Associates, •Report dated June 30,1970 Civil Ertgineers,reviewed •on deficiencies in the the engineers’preliminary District’s present trunk report on deficiencies in and subtrunk sewer system the District’s existing trunk and subtrunk sewer system.Mr.Martinson explained that the major trunk sewer serving the easterly portion of District No.2 is the Newhope Placentia Trunk.Numerous subtrunk sewers feed into the Newhope Placentia Trunk.The flow in this trunk is rapidly reaching capacity,and as lands continue to develop in these areas,additional trunk sewer capacity is obviously needed. In addition to the overloading of the Newhope Placentia Trunk,new developments (residential,commercial,and industrial)in the northeasterly portion of the District are creating capacity problems in the existing subtrunk sewer system.A re-evaluation of the subtrunk sewer system is also needed. Mr.Martinson further reported that planning for the con struction of the District’s trunk sewer facilities has been delayed by the proposed joint construction of the Santa Ana River Interceptor Sewer with Riverside County. In accordance with the cooperative agreement,Riverside County has until December 1,1970,to arrange for financing 6-30-70 #2 its share of the costs of the joint project.However, the timing requirements for relief of the Newhope Placentia Trunk are so critical that preliminary design of the Santa Ana River Interceptor Sewer should start as Soon as possible.If it Is not possible for Riverside County to participatein the project,District No.2 must move ahead with its own project.Further,the sub- trunk system needs Present re—evaluation to provide the required service as previously outlined.Therefore,the engineers recommend that the District: (1)Authorize the preparation of a preliminary design study for the Santa Ana River Inter ceptor Sewer,including determination of alignment and route,utility relocation re quirements,right of way requirements and/or cooperative agreements with other agencies, but not including the sizing of the sewer until the extent of the participation of Riverside County is determined. (2)Authorize the preparation of a Master Plan of Trunk and Subtrunk Sewers whichwillpro vide for the newly developing areas and for the diversion of existing flows to the Santa Ana River Interceptor Sewer. It was then moved,seconded and duly carried:That the written report submitted by Lowry and Associates,Civil Engineers,dated June 30,1970,be received and ordered filed. Schedule C,without participation by Riverside County, anticipates a six-cent increase in the property tax. It was moved,seconded and duly carried:That the written statements submitted by the Director of Finance be received and ordered filed;and that the staff be directed to pre pare additional tentative budget material providing for three schedules anticipating a three-cent,four-cent,and a six-cent increase in property taxes for the 1970-71 fiscal year,subject to receipt of the final assessed valuation figures for the District.This budget material is to be submitted to the Board for consideration at its August meeting.
