HomeMy WebLinkAboutMinutes 1969-10-28 Dists. 1 and 7ho DISTRICTS NOS.1 AND 7 ML~UTES OF THE ADJOURNED REGULAR MEETING October 28,1969 -4:30 p.m 1O~4’-l-Ellis Avenue Fountain Valley,California 10/28/69 l&7 Pursuant to adjournments of the regular meeting held October 8,1969,the Boards of Directors of County Sanitation Districts Nos.1 and 7,of Orange County,California,met in an adjourned regular meeting at the above hour and date. The Chairman called the meeting to order at ~4:3O p.m.The roll was called and the Secretary reported a quorum present for each District’s Board. DISTRICT NO,1 Directors present:Lorin Griset (Chairman), Clifton C.Miller,Ellis N. Porter,and Win.Hirstein Directors absent:None Clifton C.Miller (Chairman), Lorin Griset,Ellis N.Porter, Howard Rogers,Don E.Smith,and Win.Hirstein Paul C.Brown,Carl Carison,Wm. Eppinger,Conrad Hohener,Walt Howard,Sid Lowry,Don Martinson, Arthur Nisson,Jay Panchal,John Sigler,Wayne Sylvester,Norman Tremblay,Ed Wells,and Fred A. Harper,Secretary The General Manager reported briefly on negotiations to date with Irvine Ranch Water District regarding possible joint participation with County Sanitation Districts Nos.1 and 7 in the construction of a jointly owned trunk sewer to Treatment Plant No.1 and purchase of capacity rights in the Sani tation Districts’treatment facilities.The Chair then reco~-iized Mr.William Eppinger,General Manager of the Irvine Ranch Water District,who presented a letter to the Directors from the District dated October 28,1969,relative to the proposed jointly planned trunk sewer fac~.llties. The letter stated that the Water District’s Board of Directors has determined that advanced technolo~r will possibly permit complete re-use of reclaimed effluent at a reasonable price in the future,and therefore has decided not to participate in the construction of the joint interceptor DISTRICT NO.7 Directors present: C)Directors absent: OTHERS PRESENT None ******* DISTRICTS 1 Receive and letter from Ranch Water AND 7 file Irvine District sewer or in the purchase of capacity rights in the treatment facilities at this time.It was then moved, seconded and duly carried:That the letter from the Irvine Ranch Water District,dated October 28,1969, be received and ordered filed. DISTRICTS 1 AND 7 Directing engineers to submit reports That the engineers be directed to submit ~igineer’s Reports by November 18th,as previously authorized by actions of the two districts (Resolutions Nos,69-69-1 and 69-68-7)at the September 10th meeting. same election date as tentatively scheduled by the District.Director Smith will report back relative to the date of Orange Unified School District’s proposed bond issue.It was then moved,seconded and duly carried:That the revised “Schedule of Procedural Steps for a General Obligation Bond Election”be received and ordered taken under submission for study. DISTRICT 7 Mr.Carl Carlson,of.Boyle ~igineering, Progress report by reported to the Directors on the engineers regarding progress of the plans and specifications Assessment District for the installation of sewers in No.d Assessment District No.8.He advised that the Resolution of Intention is being finalized for the Board’s consideration.He stated that because of the present bond market conditions for assessment district bonds,the bond interest rate will be set at seven per cent. DISTRICT 1 Moved,seconded and duly carried: Adjournment That this meeting of the Board of Directors of County Sanitation District No.1,be adjourned. The Chairman then declared the meeting so adjourned at 4:55 p.m.,October 28,1969.
