HomeMy WebLinkAboutMinutes 1969-09-22 District 59-22-69 DISTRICT NO.5 MINUTES OF THE ADJOURNED REGULAR MEETING September 22,1969 -14:00 p.m City Council Chambers •Newport Beach,California Pursuant to adjournment of the regular meeting held September 10,1969,the Board of Directors of County Sanitation District No.5,of Orange County,California, met in an adjourned regular meeting at the above hour and date. The Chairman called the meeting to order at 4:00 p.m. The roll was called and the Secretary reported a quorum present: Directors present:~inds2a~us__~-Cha-i.i’~i), Directors absent:None Others present:Other Newport Beach City Council members -Paul J.Gruber,Robert Shelton,Howard Rogers,Edgar Hirth, and Don Mclnnis;City of Newport Beach Staff -Harvey Huriburt,City Manager,Ben Nolan,City Engineer C’and Joseph Deviin,Director of Public Works;Irvine Company representatives - Jay Panchal and Gordon Jones;Irvine Ranch Water District representatives — William Eppinger and Ray Stoyer; Shuirman-Simoson representatives - Donald C.Simpson and Jim Witcher; County Sanitation District No.5 staff -Paul G.Brov~n,Assistant 7 General Manager and Fred A.Harper, Secretary. •Verbal progress report Mr.Simpson of Shuirman-Simpson,Con— of District1s engineers suiting Engineers,made a verbal updating the October progress report on the updating of l9bL~Sewerage Systems the October 1964 Sewerage Systems Study and Report Study and Report for County Sanitation •District (CSD)No.5.He stated that the scope of the assignment was expanded to include a deliniation of areas now outside the District which could logically be annexed to,and be serviced by,the District depending on which sewerage plan is recommended for adoption, and consideration of which areas should be deleted from the District depending upon the ultimate plan foi~sewerage of the present undeveloped portion of the Dishrict. Mr.Simpson reviewed the present sewerage system and the anticipated needs for the future.He stated that the population projection figures appearing in the 1964 report 9-22-69 #5 are still valid. Mr.Simpson advised that,in view of the recent Irvine Ranch Water District (IRWD)sewerage survey report which recommended the construction of an independent sewerage system to serve that portion of the Irvine Ranch within the Water District,his firm considered two alternative sewerage schemes for that portion of District No.5 which lies easterly of the Bay Bridge Pumping Station. Plan A -involves joint participation with the Irvine Ranch Water District in a coastal treatment plant and ocean outfall sewer located in the vicinity of Pelican Point easterly of the present city limits of Newport Beach. Plan B -contemplates the construction of a 2~-I-”to 30” force main in Coast Highway from the Bay Bridge Pumping Station to CSD Plant No.2,near the mouth of the Santa Ana River. Mr.Simpson advised that presently they are unable to finish the assignment in accordance with their proposal dated April 2~4,1969,because IRWD had not yet determined that the proposed facility at Pelican Point would be con structed~therefore,he recommended that his firm be permitted to submit,at this point,a written interim report setting forth the proposed alternatives to handle the contemplated sewage flows from the District. Following a question and answer period,it was moved, seconded and duly carried:That the General Manager be authorized to instruct the engineers to prepare an interim report setting forth proposed alternative methods whereby the District could economically and satisfactorily convey, treat and dispose of the District’s ultimate sewage flows; and, FURTHER MOVED:That the General Manager be directed to renegotiate the terms of the Engineer’s assignment to that of an interim report as set forth in the motion. Adjournment Moved,seconded and duly carried: That this meeting of the Board of Directors of County Sanitation District No.5 be adjourned.The Chairman then declared the meeting so adjourned at 5:02 p.m., September 22,1969.
