MINUTES OF THE ADJOURNED REGULAR MEETING

Pursuant to adjournment of the regular meeting held November 13,
! 1968, the Board of Directors of County Sanitation District No. 11,
of Orange County, California, met in an adjourned regular meeting
at the above hour and date.
The Chairman called the meeting to order at 5:00 p.m. The roll
was called and the Secretary reported a quorum present.
DIRECTORS PRESENT: Jerry Matney (Chairman), Alvin Coen,
and C. M. Featherly
DIRECTORS ABSENT: None
OTHERS PRESENT: Board Members of the Sunset Beach Sanitary
District, William Hartge, City Engineer,
City of Huntington Beach, Fire Chief Picard,
City of Huntington Beach, Paul G. Brown,
and Fred A. Harper, Secretary
• Further consideration of This ,joint meeting of the Boards
request of the City of of Directors of County Sanitation
Huntington Beach for an District No. 11 and the Sunset
•agreement with the District Beach Sanitary District, was held
which is now outside the in an effort to reach an agreement
District No. 11 boundary whereby the Sunset Beach Sanitary
District' s treatment plant could
be abandoned and wastes from the Sanitary District could be
transported through Huntington Beach city-owned sewers and
those owned by Sanitation District No. 11 to one of the
Sanitation Districts' treatment facilities.
A communication from the City of Huntington Beach, requesting
an agreement with District No. 11 to serve this area outside
of the District' s boundary, was received, ordered filed, and
taken under submission for study.by the Board on July loth.
The District No. 11 staff has recommended to the Board that
consideration be given to accepting sewage from this area on
a contractual basis with the City of Huntington Beach for
a five-year period during which a permanent solution could
be worked out, for an annual sum equal to the taxes which
would be enerated from this area if it were now in the
District kapproximately $20,000 per year).
On October 15th, the Board directed the staff to explore the
feasibility of entering into the recommended five-year contract
with the City of Huntington Beach. In addition, the staff was
instructed to hold discussions with personnel of the Huntington
Beach Public Works Department and the Sunset Beach Sanitary
District Board to explore the possibility of annexing this area
• to District No. 11.

Mr. Hartge, Huntington Beach City Engineer, submitted to the
Boards for discussion a draft agreement between the City and
the Sanitary District, whereby, if approved, the Sanitary
District could abandon their sewagetreatment facilities. The
'1 agreement contained certain conditions whereby the City would
accept the wastes from the Sanitary District and obtain a
fire station site from that District. The spokesman for the
Sanitary District Board stated that the sewer service costs
i to their taxpayers would increase sharply, and requested
that a less costly means of providing this service be devised.
Following a lengthy discussion, the General Manager was in-
structed to study the matter further with the city staff and
report back to the Sanitation District Board.
Adjournment Moved, seconded and duly carried:
That this meeting of the Board of Directors of County Sanitation
District No. 11 be adjourned.
The Chairman declared the meeting so adjourned at 6:40 p.m. ,
November 19, 1968.
