MINUTES OF T~SPECIAL ?~ETING
August 28,1968 -4:30 p.m

Huntington Beach,California
A special meeting of the Board of Directors of County Sanitation
District No.11,of Orange County,California,was held at the above
hour and date at the request of the Chairman of said Board.
The Chairman called the meeting to order at 4:30 p.m.The
roll was called and the Secretary reported a quorum present.

and C.M.Featherly

Request of the City of The General Manager reported that
Huntington Beach for an the Public Works Department of the
Agreement with the District City of Huntington Beach,at the
to serve appro~imately l5~direction of the City Council,
acres within the Sunset has been negotiating with the
Beach Sanitary District Board of Directors of the Sunset
which is now ~ütside the Beach Sanitary District in an
District No.11 Boundary effort to reach an agreement
whereby the Sunset Beach Sanitary
District’s treatment plant could be abandoned,and wastes from
the Sanitary District could be transported through Cit~r-owned
sewers and those owned by Sanitation District No.11 to one of
our treatment facilities.
A letter from the City of Huntington Beach to District No.11
was received and filed by the Board on July 10th,and taken
under submission for study.
During the past year or so,the staff has been meeting with
personnel of the Huntington Beach Public Works Department for
the purpose of assisting them in their negotiations with the
Sanitary District Board,and the staff has suggested that any
arrangements with the Sanitary District be made by the City of
Huntington Beach,and if the negotiations are successful,an
agreement would then be made between District No.11 and the
City.Since the area proposed to be served does not lie within
the Sanitation District,the Boards of Directors of the other
six sanitation districts must authorize the acceptance of waste
water from this area,under the provisions of the Joint Owner
ship,Operation and Construction Agreement.

The following are the recommendations submitted by the staff
with regard to an agreement between the District and the City
of Huntington Beach,to provide sewer service:
(1)That the property owners within this service
area will not receive the benefit of the
District’s facilities for less than the cost
to property owners now in the District.
(2)That an escalation clause dramatically in
creasing the charge for providing this service
be included in the agreement,which would in
sure that at some future time,this area will
annex to the Sanitation District.
(3)That the maximum volume of wastewater which
would be accepted from this area by the
Sanitation District will be equal to the
present capacity of the Sanitary District
Treatment Facility.
Following a lengthy ~scussion by the Directors concerning the
matter it was moved,seconded and duly carried:That the
General Manager be directed to request the Executive Officer
of the Santa Aria Regional Water Quality Control Board to
attempt to make arrangements for a joint meeting of the
District No.11 Board and the Sunset Beach Sanitary District
Board,for the purpose of exploring a means whereby the
Sunset Beach Sanitary District Treatment Plant could be
abandoned and wastes from the Sanitary District could be
discharged and treated through the facilities owned by
District No.11.
Adjournment Moved,seconded and duly carried:
That this meeting of the Board of Directors of County Sanitation
District No.11 be adjourned.
The Chairman declared the meeting so adjourned at 5:45 p.m.,
August 28,1968.
