HomeMy WebLinkAboutMinutes 1967-02-232-23-67 #3 DISTRICT NO.3 MINUTES OF THE SPECIAL MEETING February 23,1967 at 6:00 p.m 10~k~Ellis Avenue Fountain Valley,California A special meeting,called by the District’s Chairman,was held at the above hour and date for the purpose of considering the repair and/or replacement of the District’s Westside Force Main Sewer. The Chairman called the meeting to order at 6:00 p.m.The roll was called and the Secretary reported a quorum present. DIRECTORS PRESENT:Thomas 0.Speer (Chairman),Lowell Amo,Harold Bousman,Richard Bowen, Leonard Crapo,Norman Culver,Paul C.Furman,Lloyd Gummere,Harry H. Harvey,Charles Long,Harry L.Miller, Robert Schwerdtfeger,Jake R.Stewart, Glenn G.Walters,and David L.Baker DIRECTORS ABSENT:A.J’.S~hutte OTHERS PRESENT:Paul G.Brown,C.Arthur N~sson, Mrs.Leonard Crapo,H.N.Galloway, N.R.Tremblay,Sidney L.Lowry, William Clarke,Conrad Hohener,and Fred A.Harper,Secretary Report of the staff The General Manager reported that re:Westside Force since the Febrtzary Joint Board Main meeting another rupture had occurred in the Westside Force Main,which required another repair job.This third repair wasaccoinplished by the Districts’forces for an estimated cost of,$3,000.The staff then showed slides taken of the facility during the repair. The Chair then recognized Mr.Conrad Hohener,representing J.R.Lester Boyle and Sidney L.Lowry,District’s engineers, who presented for the Directors’consideration six plans, each varying in degree of repair or replacement of the force main.The plans considered are as follows: PLAN A Estimated Construction Cost $252,000 Replace existing 20-inch Westside Force Main between io4+oo+& llLk.50+,approximately 1150 feet.This is area of — first rupture and is located on the west side of’ Garden Grove-San Diego Freeway interchange complex. Construct new 39-inch gravity sewer from Garden Grove- San Diego Freeway interchange along Garden Grove Boulevard to Miller-Holder Trunk at Seneca Drive, approximately 5700 feet in length. This plan would provide the required capacity for the next three to five years. 2-23-67 #3 PLAN B Estimated Construction Cost,$536,000 Replace existing 20-inch Westside Force Main from Westside Pumping Station to Garden Grove-San Diego Freeway interchange area with new 24-inch force main, approximately 12,300 feet in length.Construct 39- inch gravity sewer from interchange area along Garden Grove Boulevard to Miller-Holder Trunk at Seneca Drive, approximately 5700 feet in length. This plan would provide the required capacity for the next six to ten years. PLAN C Estimated Construction Cost,$458,000 Replace existing 20-inch Westside Force Main between.. Westside Pumping Station and Miller-Holder Trunk at Seneca Drive with new 27-inch force main.New force main to parallel existing force main alignment, approximately 18,000 feet in length. This plan would provide the required capacity for the next six to ten years. PLAN 0 Estimated Construction Cost,$391,300 Replace~~xisting 20-inch Westside F~rce Main between Westside Punipihg,Station and Miller-Holder Trunk via Lampson Avenue with new 27-inch force main.Miller- Holder Trunk to operate under submerged conditions at maximum flow between Lamp son Avenue and Garden Grove (Jj) Boulevard. This plan would provide the required capacity for the next six to ten years. PLAN E Estimated Construction Cost,$481,000 Construct a.new 26-inch force main from Westslde Pumping Station to Blackmer Street via Lampson Avenue,approximately 14,500 feet and 39-inch gravity sewer from Blackmer Street to Miller- Holder Trunk via Lampsori Avenue,approximately 4700 feet in length.Miller-Holder Trunk to flow submerged from Lampson to Garden Grove Boulevard. Thisplan would provide the required capacity for the next six to ten years. PLAN F Estimated Construction Cost,$47,500 Make permanent repairs to existing 20-inch Westside Force Main between 104+00+and l1~4+50+(1150 feet), and between 136+00±and l~5+00±(900 feet).Install air release line at 127+40. This plan would provide the required capacity for the next two years. After a lengthy discussion by the Directors,the following actions were taken: -2-. r n 2-23-67 #3 Moved,seconded and duly carried:That the General Manager be authorized and directed to proceed with the repair of the existing Westside Force Main in accordance with Plan ?tFU, by use of the Districts’forces and rental equipmertt~as expeditiously as possible and without regard to the ~2,OOO limitation set forth in the Districts’purchasing procedures (Resolution No.886);and, FURTHER MOVED:That the staff be authorized to take informal bids on the necessary replacement pipe,and to purchase said pipe immediately without regard to the $2,000 limitation set forth in Resolution No.886;and, FURTHER MOVED:That the General Manager be authorized to direct the engineers to prepare a preliminary engineering report evaluating various alternates for ultimate sewerage of the District. Action establishing Moved,seconded and duly carried: reserve fund,deferred to next regular meeting That consideration of action regarding the establishment of a reserve fund In the 1967-68 Capital Outlay Budget,for facilities shown by engineering studies to be needed In the next five years,be deferred to the next regular meeting of the Board;and that the staff be directed to submit a report and recommendation on the matter at the next regular meeting. Adjournment Moved,seconded and duly carried: That this meeting of the Board of Directors of County Sanitation District No.3 be adjourned. The Chairman declared the meeting so adjourned at 7:03 p.m., February 23,1967.
