HomeMy WebLinkAboutMinutes 1965-04-2614_26-65 DISTRICT NO.5 MINUTES OF ADJOURNED 1€ETING 10:00 a.m.,April 26,1965 City Hall,Newport Beach,California An adjourned regular meeting of the Board of Directors of County Sanitation District No.5 was held at 10:00 a.m.,April 26,1965, in the Council Chambers,City Hall,Newport Beach,California. The Chairman called the meeting to order at 10:00 a.m.The roll was called and the Secretary reported a quorum present. DIRECTORS PRESENT:James B.Stoddard (Chairman), and Paul J.Gruber DIRECTORS ABSENT:William H.Hirstein Others present:Lee M.Nelson,Paul G.Brown,Frank Hughes,Ben Nolan,Joe Devlin,C. Arthur Nisson,Donald Simpson,Edwin A.Wells,and Fred A.Harper,Secretary ************* Actions regarding report The Chair recognized Mr.Edwin of Bartle Wells Associates A.Wells of Bartle Wells Municipal Financing Con Associates,Financing Consultants, sultants who reviewed a report submitted by said firm and entitled, “Connection Charges to Finance Sewerage Improvements”in Sanitation District No.5.The report contained the following specific recommendations: 1.Residential connection charge A residential sewer connection charge of ~l20 per dwelling unit,payable at the time of application for a building permit.This charge would apply to all new residential construction within the district,including single-and multiple-family dwellings,trailer spaces,and motel units with kitchen facilities. 2.Nonresidential connection charge A sewer connection charge for any occupancy other than residential,including commercial,industrial,schools,and motels or hotels without kitchen facilities,at the rate of one dwelling- unit charge for each 1,500 square feet of floor area or portion thereof,payable at the time of application for a building permit. 3.Connection charge escalation The dwelling-unit charge is to increase annually at a rate of $5 each July 1 unless the district Board of Directors takes specific action prior to May 31 of any year to defer the increase for the next ensuing fiscal year.Funds from this source would compensate the district for interest charged on advances, for increasing construction costs,and would provide a -—~.1 14._26-65 #5 0 small Incentive for early payment of these charges to the district. 14~Annexation charge A charge established initially at ~25O per acre for all territory annexed to the district, payable at the time annexation becomes effective.Funds derived from this source would be used as needed to purchase additional capacity in the joint works. 5.Quantity char~:A charge of 50 cents pe~r 1,000 cubic feet for all nonresidential sewage in excess Qf 7,500 cubic feet per acre per month.This charge will compen sate the district for capacity used by large industrial users. The Chair then recognized Mr.Frank Hughes of The Irvine Company ~tho questioned the equity between the’proposed residential connection charge and the proposed commercial connection charge.He requested that the Boa:rd delay any action on the report until it could be studied more fully. Following further discussion,it was moved,seconded and duly carried: That the report submitted by Bartle Wells Associates be received and ordered filed,and that said report be taken under submission for further.study. Ordering preparation of Moved,seconded and duly carried:c~j amendment to District’s ordinance That the General Counsel be directed to prepare an ordinance for the Board’s consideration relative to connections to the District’s trunks,and annexation fees,in accordance with the recommendation of Bartle Wells Associatesç dated April 20,1965. Report of the The.Chair recognized Mr.Donald Engineers Simpson,of Simpson&Stevlingson, District’s engineers,who reviewed briefly for the Directors the plans and specifications for the proposed Coast Highway Trunk Sewer and Bay Bridge Pumping Station,Contract No.5-12. Following a brief discussion concerning the acquisition of temporary rights of way and work areas in conjunction with the construction of the Bay Bridge Pumping Station and Force Main,it was moved,seconded and duly carried: That the District’s engineers,Simpson &Stevlingson,be authorized and directed to negotiate with the property owners and lessees for acquisition of temporary rights of way and work areas for the aforementioned project; and, . FURTHER MOVED:That payment for said services is hereby authorized to be made In accordance with the per diem rates set forth in Paragraph C of the agreement with said engineers,dated January 13,1965,as follows: -2- ~4.-26-65 #5 Principals $20.00 per hour Project Engineers $15.00 per hour Design Engineers and Draftsmen $7.50 to $12.50 per hour Field Inspector $10.00 to $12.50 per hour Approval of Moved,seconded and duly warrants carried: That the District’s Accumulated Capital Outlay warrant book be approved for signature of the Chairman,and that the County Auditor be authorized and directed to pay the following: #1985 Simpson &Stevlingson $7,677.L~.o Adjournment Moved,seconded and duly carried: That this meeting of the Board of Directors of County Sanita tion District No.5 be adjourned. The Chairman then declared the meeting so adjourned at 11:32 a.m.,April 26,1965.
