HomeMy WebLinkAboutMinutes 1963-09-17.~DISTRICT NO.11 9—17—6 3 SEPTEMB~17,1963 AT k:30 p.m MINUTES OF THE ADJOURNED REGULAR MEETING Council Chambers,City Hall,Huntington Beach,California Pursuant to adjournment of the regular meeting on September 11,1963,the Board of Directors of County Sanitation District No.11 of Orange County,California met in an adjourned regular meeting on September 17,1963. The Chairman called the meeting to order at 4:30 p.m.The roll.was called and the Secretary reported a quorum present. C.M.Featherly That said letter be received and ordered filed and referred to the District’s engineers for study and report at the next regular meeting of the Board. Actions regarding establish The General Counsel advised ing policy with regard to areas the Board that the staff and seeking to annex to the District the engineers met with the General Counsel and Mr. Wheeler,Huntington Beach City Engineer,to discuss the report submitted by the District’s engineers dated August 28, 1963,recommending annexation fees for the Sunset Beach area and the Bolsa Chica area.It was the general consensus among those present that the annexation charges for the Sunset Beach area should consist of back taxes,plus the costs of obtaining said information,and the District should require dissolution of the sanitary district prior to annexation to the District.The group also suggested that the City of Huntington Beach buy the assets of the Sunset Beach Sanitary District prior to annexing this area to District No.11. Harper,Secretary ___________________________ Following the reading of a __________________________ letter dated September 13, _________________ 1963,from Heinly,Hewett, _____________________________ Rickles &Heinly,attorneys representing Holland Homes,Inc., the owner of the land contained within tentative ~act Map #3898 at the corner of Benning Avenue and Cannery Street in the City of Huntington Beach,requesting re-routing of the sewer line running across the corner of the property,it was moved,seconded and duly carried: ~-__%• 9—17-63 . Following a general discussion by the Directors of the report of the General Counsel,staff,and engineers,it was moved,seconded and duly carried: That the oral report of the C~enera1 Counsel,staff,and engineers,recommending annexation fees,be approved. It was then moved,seconded and duly carried:That the Board of Directors adopt Resolution No.63—138—li,estab lishing policy with regard to areas seeking to annex to County Sanitation District No.11,as follows: ANNEXATION POLICY 1.Receipt by the District of back taxes,~and all costs including determination of said back taxes. 2.Dissolution of any public agency primarily for oro— vision of sewerage,prior to annexation to District No.11. 3.Said annexation policy shall apply to any annexation applications filed with the Orange County Boundary Commission subsequent to October 1,1963. Certified copy of this resolution is attached hereto and made a part of these minutes. FURTHER MOVED:That the General Manager be directed to forward a cooy of said resolution to the City Council of the City of Huntington Beach informing them of~the policy of the Board ~Directors of County Sanitation ‘District No.11. Adjournment Moved,seconded and duly carried: That this meeting of the Board of Directors of County Sanitation District No,11 be adjourned. Whereupon the Chairman declared the meeting so adjourned at 5:50 p.m.,September 17,1963.
