City Hall Fullerton,California Pursuant to adjournment of the regular meeting on June 12, 1963,the Board of Directors of County Sanitation District No.2 ó~Orange County,California met in an ad4ourned regular meeting at 7:00 p.m.,June 2k,1963 in the Council Chamber’s,City Flail, Fullerton,California. The Chairman called the meeting to order at 7:00 p.m.The roll was called and the Secretary reported a quorum present. Directors present:Rex A.Parks (Chairman),Joseph Callens, Howard Cornwell,James Workman,Royal Thibbard,James Hock,Dean Shull and C.M.Featherly Directors absent:Rector Coons,Norman Culver and Lloyd Reese Others present:Lee M.Nelson,Paul G.~own,~ Galloway,Forrest Yaberg,E.H. Finster,Harold Bousman,Thornton Piersall and Fred A.Harper,Secretary Report of the Engineers The General Manager reviewed the and General Manager on historical background on the the proposed repair or construction and re-construction the Euclid Avenue Truriic of portions of the Euclid Avenue Trunk.The section of thé~sewer presently under consideration for repair isa 24”concrete pipe which was installed approximately thirty-nine years ago •in Euclid Avenue between La Palma and Orangethorpe in the Cities of Anaheim and Fullerton.All other sections of the Euclid Avenue Trunk Sewer have been replaced with vitrified clay line pipe through the years by the J.O.S. The Chair then recognized Mr..Conrad Hohener,representing •J.R..Lester Boyle and Sidney L.Lewry,a joint venture, District’s Engineers,,who presented two plans for the Directors •to consider. Plan #1 proposes to divert the major portion of the sewage flow from the Euclid Avenue Trunk Sewer by means of a diversion manhole at Euclid and Orarigethorpe westerly to the Magnolia Trunk Sewer.This will require the purchase of capacity rights In a sewer located in Orangethorpe ~hich is presently owned by the City of Fullerton and build±nj a •paralleling 18”sewer line In Orangethorpe Avenue when the sewage flow surpasses the capacity rights acquired in the City- owned Orangethorpe Avenue. —1— 6-24-63 0 This plan also provides for the replacement of the existing Euclid Avenue Trunk Sewer between Orangethbrpe and La Pa].ma with a smaller vitrified clay pipe sewer to serve the local area in that the heavy sewage flows,from the northern part of the District would be diverted to the Magnolia Trunk Sewer.The engineers estimate that this project couldbe accomplished for $336,000 plus the cost of acquiring capacity rights in the existing City of Fullerton Orangethorpe Avenue Sewer. Plan #2 involves the re—construction of the Euclid Avenue Trunk Sewer from Plant #1 to Orangethorpe Avenue at an estimated expenditure by the District of $1,655,000.The engineers advise that this project should,if undertaken, be begun at Plant #1 and be constructed northerly. Following a general discussion by the Directors it was concurred that the Board should follow Plan #1 as outlined by the engineers. (1)To line the existing 24”concrete sewer pipe with 3/41 concrete lining the estimate is $77,000.00 ~ -~‘~:c’~(2)To replace the existing cement sewer between Orange- thorpe and La Palma at the existing elevation and \\~‘grade with 21”and 18”Vitrified Clay Pipe the eStimate is $104,000.00 (3)To replace the existing facility between Orangethorpe \~‘-..••-~and La Pa]~na with 24”vitrified clay pipe at the same grade and elevation the engineers’estimate i~.~$l22,000.00~ Following a discussion of the pros and cons of the concrete lining versus the installation of new vitrified clay pipe, the General Manager recommended to the Directors that the existing 24”concrete sewer be replaced with a 24”vitrified clay pipe sewer. It was then moved,seconded and duly carried:That the General Manager be directed to instruct the engineers to prepare plans and specifications for construction of the 24” vitrified clay pipe sewer to replace that portion of th’e—/ Euclid Avenue Trunk Sewer between Orangethorpe anc~La Palma. Adoption of l963.~l9614 Following a review of the budget presented to the Directors by the staff,it was moved,seconded 0 1’ L 1’ Ii and carried by roll call vote That the 1963-1964 fiscal year budgets for funds of County Sanitation District No.2 and 2A of Orange County,California, recommended by the District’s member of the B~cecutive Committee and submitted to this Board of Directors this 2~th day of Ju~ie,1963,be and they are hereby approved and adopted in the following total amounts,and said budgets are hereby ordered filed in the office of the Secretary of the District: 0 -2- 6-24-63 DISTRICT NO.2 Operating Fund Budget $934,912. 1958 Bond,Interest &Sinking Fund Budget 1,038,412. Construction Fund Budget 943. Accumulated Capital Outlay Fund Budget 2,351,842. DISTRICT NO.2 AI~TJ)2A 1951 Bond,Interest &Sinking Fund Budget $129,319. Fixed Obligations Fund Budget 26,83]. The Chairman or Chairman pro tern of the Board of Directors is hereby authorized and directed to sign said budgets;and The required copies of said approved and signed budgets are hereby ordered transmitted to the County Auditor. Adjournment Moved,seconded and duly carried: That this meeting of the Board of Directors of County Sanitation District No.2 be adjourned. Whereupon the Chairman declared the meeting so adjourned at 9:00 p.m.,June 24,1963.
