Pursuant to adjournments of the adjourned regular meeting on
November 30,1962,the Boards of Directors of County SanitatiOn
Districts Nos.I and 7 of Orange County,California met in an
adjourned regular meeting at.Lt.:OO p.m.,De~ember 7,1962 in Room

adopt Resolution No.62_1L~3-7,
to receive and file bid tabulation and’recommendation of the
Engineers and the General Manager and awa~ding contract for
construction of’Contract No.7-3B Sub-Trunks to Howard Sewer
Company,Contractor in the amount of $307,616.50.Certified
copy of this resolution i.e attached hereto and made a part of
these minutes.
DISTRICT 7 ‘Moved,seconded and duly carried:
Establishing a standard
charge for laterals con That in the construction of
structed by District’s Contract No ~7-3B Sub-Trunks,a
Contractor ‘‘.standard charge to the property
owner of $150.00 is hereby
established for a 4”house lateral constructed by the District’s
Contractor;and,
That a standard charge of ~7.50 per foot ($225.00 minimum)is
hereby established-for a 6 commercial lateral constructed by
the District’s Contractor;and.
That funds received from.these charges shall be deposited into
the District’s Facilities Revolving Fund and.shah,be dis
bursed from time to time in accordance with the terms of the
construction agreements’as construction progress payments.
DISTRICT 7 Moved,seconded and duly carried:
Declaring intention to
include in the Master That in accordance with the recom
Plan of Sewers a sub mendation of~’the Engineers and the
trunk at Newport Blvd General Manager the Board of
and Skyline Drive Directors declares Its Intention
to include in the Master Plan of
Sewers for District No •7 a’sub-trunk sewer extending from the
northeasterly terminus of the District sewer at Newport Boulevard
and Skyline Drive easterly along Skyline.Drive.and.Cowan Heights
Drive a distance of’approximately three tliousand five hundred
(3,500)feet and’a connecting sewer extended northerly from
Skyline Drive’to connect to the westerly ~nd Of.the existing
sewer in Newport Boulevard North.
DISTRICT 7 The written request dated
Written request of Jack H November 30,1962,of Jack H.
MacDonald Company,received MacDonald,Contractor on Contract
filed and denied (7-2 No.7-2 (Gisler-Réd Hill Trunk
Sewer)was’‘reviewed by’the
General Counsel and the Board was advised that’the request was
for a time extension as well as a request for reconsideration of
Change Order No.1 which the Board had previously granted the
Contractor.’Upon advice of the General Counsel,it was moved,
seconded and duly carried:
That the claim of Jack H.MacDonald,Contractor on Contract
No.7-2,in the’amount of $3,164.40 for additional work and the
request of said Contractor for a thirty day extension of time,
be received and ordered filed and denied without ‘prejudice-.

DISTRICT 7 Following the reading of a
communication from Jack H communication dated November 30,
MacDonald referred to the 1962,from the Jack H.MacDonald
Engineers Company,Inc.,Contractor on
Contract No.7-2 (Gisler-Red Hill
Trunk Sewer)with reference to a low manhole at Station 13M+28,
it was moved,seconded and duly carried:
That the communication be received and filed and referred to
the Engineers to advise the Contractor relative to proceeding
with work on Item #1 or #2 as outlined in said cormnunication,
and that the method of correcting the low manhole described in
Item #3 of said communication be denied.
DISTRICT 7 Following the reading of a letter
Letter from Staler,Inc dated November 6,1962,from
requesting time extension Staler,Inc.,Contractor on
on Contract 7-3,received Contract No.7-3,(Lemon Heights
filed and denied Trunk Sewer)it was moved,seconded
and duly carried:
That the request for a 30-day extension of time be received and
ordered filed and denied as a shortage of material is not a
valid reason for granting an extension of time under the con
tract specifications.
DISTRICT 7 Following a discussion by the
Actions regarding the District’s Directors relative to the
sponsorship of Sewer Assessment Board sponsoring the con-
Districts within the unincorpor struction of local sewers under
ated territories of the Distr~~the Improvement Act of 1911,it
was moved,seconded and duly
carried:
That County Sanitation District No •7 will sponsor the formation
of Sewer Assessment Districts within the unincorporated terri
tories of the District for the purpose of constructing local
sewers;and
FURTHER MOVED:That attorneys C.Arthur Nisson,Jr.,and Jack
Rimel and the engineering firms of Boyle and Lowry be autho
rized to prepare the necessary petitions and accompanying maps
for circulation in the respective areas in accordance with the
letter dated December 5,1962 submitted to the Board of
Supervisors,County of Orange,by the engineering firms of
Boyle and Lowry;and
FURTHER MOVED:That said letter be received and ordered filed.

Adjournment
That this meeting of the Board of
Directors of County Sanitation Districts Nos.1 and 7 of Orange
County,California be adjourned.
Whereupon the Chairman declared the meeting so adjourned at
