Pursuant to adjournment of the x~’egular meeting on October 10, 1962,.the Board of Directors of County Sanitation Distric.t No.11 of Orange County,California met in an adjourned regular meeting at L~:OO p.m.,October .18,1962..in the Council Chambers,City Hall, Huntington Beach,California . The Chairman called the meeting to orderiat ~:OO p.m.The ro1l was called and a quorum was present. D1r~eotors pre:sent:Robert Lambert (Chairman),Jake Stewart and C.M.Feather].y Directors absent:None Others present:Lee M.Nelson,Paul 0.Brown,Sidney Lowry,Milo Keith,Harry Billings, Doyle Miller,George Sheridan,Henry Eartge Appointment of Secre Moved,seconded and duly tary pro tern carried: That Paul a.Brown be appointed Secretary pro tern. Sewerage of Sunset Harbor The staff reported that it had Aquatic Park been approached by the representa tives of the Orange County Harbor District regarding the methods of sewering the new County Aquatic Park which is partly in Seal Beach and partly in un incorporated territory outside the District but at its north west boundary-.No definite proposal has yet been made and the matter of possibly sewering the park through the District’s system was one of several alternatives.Director Stewart inquired if annexation of the area was proposed and Mr.Nelson stated that this was not the case and that if the park is sewered through the District’s facilities it will be on a contractural basis between the County Harbor Department,the City of Huntington Beach and District No.11.Mr.N3lson also pointed out that any such contract will require the approval of all of the Sanitation Districts,under the provisions of the Joint Ownership,Operation and Construction Agreement. After further discussion the Board of Directors indicated that it would be willing to entertain a proposal from the Harbor District concerning thIs matter. Use of District facilities The staff reported on the by Talbert Drainage District current problem of the Talbert Drainage District which is constructing a pumping station at Cannery and Banning Streets to pump water from the Drainage District’s system into the Orange County Flood Control Channel between Cannery and Bushard Streets.Discharge of this water to this channel is being complicated by the fact that It contains dairy arid oil —1— 10/18/62 field wastes and.the Flood Contro~.District,Health Depart men~and the Water Pollution Control-Board are questioning this method of disposal.One solution proposed to avoid discharge to the channel would be to lift the water into the Sanitation Di~triot’s inactive 15”sewer In Banning Avenue and discha±’ge it to the Drainage Districts system at the corner of BuehaX’d and Banning Streets. The staff further reported that no definite request has yet been made by the Drainage District and that this matter was brought up only for the Board’s information.It~.was the consensus of the Board that no action di’thdicat~.on of the Bøard’s attitude Would$taken u~t1l a mo±’e concrete proposal and data are prethented in writing by the Drainage blstl’ict. Report on the sç~erag~me report dát~d October,1962, facilities rpgtiIre~en~s entitled “Preliminary Engineer’s Report of SeWerage Pa.ciiity~Re quirements”which was previously distributed and.studied by the Board was opened for discussion.It was the consensus of the Board and those In attendance,including Mr.Sheridan of the Huntington Land Company,that the report was a full and complete picture of the ultimate sewerage needs àf the District. After further brief discussion It was moved,seconded and duly carried;That the District adopt the report as an interim or preliminary report to be used as a basis for future reports to be submitted from time to time’when pur chase or construction of the facilities herein récormnended~ are required In the development of the District sewerage system.. ~i.nce the report is of far reaching importance tO the District it was suggested by the Chairman that a roll call vote on•the above motion be made •Whereupon the Secretary pro tenl called the roll with the following resu.lt: A~1ES~Dlrectàra Lambert,Stewart and Peatherly. NOES:NONE ABSENT:NONE Adjournment There being no other business or communications,it was duly moved, seconded and.carried:That this meeting,be adjourned. Whereupon the Chairman declared the meeting so adjourned at 5:15 p.m.,October 18,1962.
