Room 239,iiO4 West Eighth Street Santa Aim,California Pursuant to adjournment of the regular meeting on February l~, 1962,the Board of Directors of County Sanitation District No.7 of Orange County,California,met in an adjourned regular meeting at 7:00 p.m.,February 28,1962 in Room 239 at iiOL~West Eighth Street, Santa Aria,.California. The Chairman called the meeting to order at 7:00 p.m.The roll was called and the Secretary reported a quorum present. Directors present:Jerome ICidd (Chairman),Dee Cook, A.Allen Hall,A.H.Meyers,Rex A. Parks and C.M.Featherly Directors absent:None - Others present:Lee M.Nelson,Paul 0.Brown,W.R.Mason, E.H.Finster,C.Arthur Nisson,Jr., Jack Boettner,Maxine ~‘otter,George Weimer,3.C..Harper,Conrad Hohener, Sidney Lowry,~i1illiam Harmon,Henry Segeratrom and Fred A.Harper,Secretary Adoption of Ordinance The General Manager reviewed the No.105,providing rules actions of the Residents Advisory and regulations re1atin~ . Committee relative to the proposed to connections to District sewer connection charges.The sewerage raci].ities Committee was in accord on the residential connection charge of $50.00 and a direct connection charge of $250.00 as designated in the proposed.ordinance;hd~iever,the Committee did not agree on industrial and commercial öonnection charges.Because of the fact that.the Committee had not agreed on industrial and commercial connection charges,the-..staff~~and the engineers recommended those charges set forthin the proposed ordinance. The General Counsel advi:sed that an ordinance setting forth connection charges must cover the entire District,therefore commercial and industrial charges must be included.The Directors were advised that this ordinance was an emergency ordinance to assist the staff in future planning and to establIsh a basis by which connections to the sewer system could be made. Following a further discuBsion of the matter,M~.Mason and Mr.Segerstrom,members of the Residents Advisory Committee, informed the Directors that the industrial and commercial charges proposed in the ordinance would not be fair unless a master plan of subtrunks for the southern portion of the District was adopted by the Board of Directors. Following this discussion,it was moved,seconded and duly carried: -1— That the Board of Directors adopt Resolution No.62—21-7, employing Boyle and Lowry,Consulting &~gineera,and directing said engineers to prepare a.master plan of subt~unks for the southern portion of the District.Certified copy of this resolution is attached hereto and made a part of these,minutes. It was then moved that the Board adopt Ordinanc~No.705,pro viding rules and regulations relating to connections tO District sewerage facilities.,There.was.no second to the motion and the Chairman declared the moUon lost for lack of a!second, Following a discussion regarding the fact that this was emergency ordinance and th8t it could be revised if the posed connection charges resulted in inequitiea~itw~5 aeconded..and duly-carried:.~. That the Board re consider~Ordinance No.705.It was then moved,seconded and carried by roll call vote:That the Board adop~Ordinance No.705,providing rules and regulations.relating to connections to District sewerage facilities.Copy of this ordinance is attached hereto and made a part of these minutes. That the Residents Advisory Committee be retained and that the General Counsel be directed to.revise the ordinance establishing said Committee to provide compensation for the members,for the Boardt.s consideration. Consideration of proposal of Boyle and Lowry,~onsu1ting — Engineers,for design and pre— paratlon or plans for sub-. trunk system That the proposal~of Bo~le.and Lowry,ConsuIting~~gineers,for design and preparation of plans.for the subtrunk system of the~. ~.strict,be held over to the next meeting to allow the General Manager a further review,of said proposal..
