Pursuant to adjournment of the regular meeting on February 8,
1961,the Board of Directors of County Sanitation District No.7 of
Orange County,California,met in an adjourned regular meeting at
4:00 p.m.,March .3,1961 in Room 239 at 110~4 West Eighth Street,
Santa Ana,California.
The Chairman called the meeting to order at 4:00 p.m.
The roll was called and the Secretary reported a quorum present.

septed a report on financing major sewerage facilities for
County Sanitation District No.7.The report had the following

conclusions:Construction of the proposed system of trunk
and sub—trunk sewers will provide the District with a sewerage
system capable of sewering most of the dev~loped area within
the District;the District’s assessed.valuation has more than
doubled in the last five years and it’s cohtinued growth
appears Inevitable;the estimated assessed valua~Ion by 1970—71
will total at least:$96,0oo~0o0,twice the ;~present assessed
value;it Is reeomménded~thai~the most economical~and
equitable method of ~inañcing the proposedj trunk sewer project
of $3,700,000 is by the issuance of genera].obligation bonds;
the tax rates required to pay the bond interest and principle
on the proposed bondissue will range from~an In.lJtia].rate of
$.301 per $].00 assessed valuation to an average o~f about
$.2k9 per $100;a sewer connection charge of appr~oxImately
$50.per dwelling will provide revenue for~the construction
of main sewers to connect the tract developments ~1th the
District’s,sub—trunks and for retirement of bonded debt;it
was suggested that in addition to the Sanitation District two
other public agencies,a Sanitary Distr±ct~and/or~a Sewer
Maintenance District,may be suitable for the administration
of construction and operation of main col1~ction sewers;con
struction of local sewers may be best financed through assess
ment proceedings,such as the Improvement Act of 1911,and the
ne.in ~~.c~.lection sewez’~financed by sewer c~Snnectibn charges;
a total bond authorization of $3,700,000 w~xid bc~required to
construct the proposed facilities,but the actual~sale of the
bonds should be timed to coincide with the constr~iction schedule
to avoid unnecessary interest costs0
Following the submission of the report of Stbne &Youngberg,
Municipal Financing Consultants,it was moved,seconded and
duly carried:
That the report,Financing Major Sewerage Facilities,
submitted by Stone &‘Youngberg March 1,1961,be received and
ordered filed0 Q
The Chaixman declared that questions would be accepted
from the audience regarding the report subr~Itted and there
followed a period of discussion regarding the Stohe &Youngberg
report and some discussion related to the availability of
integration funds received or due the Dist*ict from other
Sanitation Districts.Moved,seconded and duly carried:
That a petition dated March 3,1961 signed by a group of
residents living in District No.7,requesting the construction
of sewers in the Thstin area,be received ~.nd ord~red filed.

That a tentative meeting date ~of March9,1961 ata:00 p.m.
be set to continue a discussion of the report,Financing Major
Sewerage Facilities,submitted by Stone &Yourigberg,Municipal
Financing Consultants.
