Pursuant to adjournment of the regular meeting on January 11,
1961,the Board of Directors of County Sanitation District No.7 of
Orange County,Ca1ifornia~,met in sit adjourned regular meeting at
~4:OO p.m.,January 20,1961 in Room 239 at 1lO~l.West Eighth Street,
Santa Aria,California.
The Chairman called the meeting,to order at 11~:OO p.m.
The roll was called and the Secretary reported a quorum present.

Verbal report of Stone &Mr.Edwin Wells,representing
Youngberg,Municipal Financing Stone &Youngberg,Municipal
Consultants,and Sidney Lowry Financing Consultants,reported
of Boyle and Lowry,~gineers the following tentative findings
•••based in part on aerial photographs
taken in 1959:The estimated number of homes in District No.7
tota1ed~,300.The area to the south of the Marine Corps Air
Facility comprises approximately 14.7%of the District,while the
area to the north includes approximately 53%of the District.
Ninety-three percent of the homes are located in the area to
the north,while 7%are in:the area to the south.Eighty—two
percent of the assessed valuation of District No.7 lies north
of the Air’Facility while.the remaining eighteen percent lies
south of the Air Facility.The area to the north is presently
developed to the extent of approximately 30%while the area to
the.south is developed about 3%.Mr.Wells said their firm
questioned the wisdom of another bond election which offered
only the trunk sewers as presently proposed.In their opinion
an area that is 30%developed must have sewers brought closer to
the developed areas;therefore they recommend that the Directors
consider constructing sub trunks that would not be more than
one half mile distant from any property in the area.Mr.Wells
suggested that the sub trunks could be developed by another
agency such as a

Sanitary Board or other agency would mean a duplication of
effort and probably three elections before the residents
would have sewer facilities available.He requ~sted.an
expression from the Directors as to what~further studies
Stone &Youngberg should make with reference to1 the financing
and costs involved in the const~uotion of a sub trunk system.
Mr.Sidney L.Lowry of Boyle and Lowry,~ngineek~s,presented
cost estimates in the amount of $1,187,296.00 for a system
of sub trunks and branches in District Ne.7 in’the area
north of the Marine Corps Air Facility.
The General Counsel discussed the mechanics of financing
sub trunks.He suggested that at the next election one
proposition be submitted for general ob1igation~bonds for
the main trunks through the entire system and another
proposition for the voters residing nort1~i of the Marine
Corps Air Facility to construct sub trun1~sewers.

That the firm of Stone &Yourigberg,Municipal Financing
Consultants,be instructed to continue their stüd~y of sub
trunks and include in the report their findings 1 regarding
same for the Boardta consideration.

and determining the outstanding indebtedness oft the District
as of January 20,1961,and determining the effect on the
sewerage system of the District of propoáed withdrawal of
territory therefrom..Certified copy of this resolution is
attached hereto and made a part of these ‘minutes.

Sanitation District No.7 are hereby authorized to enter into
a Stipulation for Judgment in favor of the District providing
easements required by,.the District (Contract No.7-1B)and
containing the following terms arid conditions:
1.That the District shall acquire a permanent easement
described in Resolution No.646—7 and designated as
Parcel C in that certain action in eminent domain
No.83070 now pending in the Superior Court of the
State of California in and for the County of Orange,
together with an additional easement which shall be
designated by stipulation amending plaintiff’s Complaint
in said action by adding an additional easement re
quired by the District to be known and designated as
Parcel C—i described as follows:
A strip of land 20 feet wide measured at right angles
in the County of Orange,State of California,the
Easterly line of said 20—foot strip being described as
the Westerly line of State Highway VII-ORA-i84-A
(MacArthur Boulevard).Said 20—foot strip extends
southerly from the Easterly prolongation of the South
line of Township 5 South,Range 10 West,S.B.B.&N.to
the Northerly line of that certain parcel of land
described in a deed to Lockheed Aircraft Corporation
recorded October 2].,1959,in Book 4936,page 267,
R~ccrds of said Orange County.
ELCEPTING THEREFROM that portion of said 20-foot strip
lying within Paularino Avenue (60 feet wide),Acacia
Street (60 feet wide),and the Orange County Airport
as shown in a deed to the County of Orange,recorded
•in Book 1032,Page 509,Records of said Orange County.

to be paid from the Accumulated Capital Outlay Fi~nd Of

2.That said sum of money shall be paid by the Auditor of
the District upon entry of the preliminary order in
condemnation in said lawsuit in form approved by the
General Counsel for the interest of said defendants in
the real property indicated by said Parcels C and C-i
as designated in the complaint in eminent domain filed
in the lawsuit hereinabove described as amended.
3.That C.Arthur Nisson,Jr.,,as General Counsel for
the District,is hereby authorized and directed to
sign warrant register and warrant demand for payment
of the above amount upon entry of the preliminary
order in form approved by the General Counsel.
