Chairman Chandler called the joint meeting of the Districts’ Boards to order at ~:OO p.m. The roll was called and the Secretary reported a quorum of the Board to be present. Report of the Mr.Nelson reported he and Mr. General Manag~r Nisson had been compiling data on maintenance and operation ordinances and would have a report to submit to the Mainteri-. ance and Operation Committee in the near future;that the Chairman of this Committee,Director Roy Seabridge had recently ‘i~dergone an operation and is at the present time in the hospitaL Report of the Mr.Harrison repcrted work on Engineers the ocean outfall is now contin uing and that the other jobs were progro~sing in accordance with the report given the Boards on November 12,1953. Report of the Director Warners Chairman of the Finance Committee Finance Committee,reported he. had reviewed and analyzed the bills appearing on the Agenda and recommended payment. Lee Russell,Health Officer of Orange County,in which it was stated he had reviewed the report of Harrison &Wool].ey and Headman,Ferguson &Carollo; that he had investigated the territory and existing sewage disposal facilities within District No.7 in accordance with Section 4.748 of the Health and Safety Code;and recommended acquisition of property and doing of work set forth in the report as a necessary health measure. Second:That one consolidated election precinct is hereby established for the purpose of conducting said election within the boundaries of the above described territory seeking to withdraw from said Sanitation District No.7,which said consolidated election precinct shall include those portions of the following Orange County election precincts within the exterior boundaries of the territory seeking to withdraw as said precincts existed on the 1st day of November,1953,and the following polling place located within the consolidated precinct and the following officers for said election each of whom is a qualified elector of the territory seeking to withdraw and of said.consolidated precinct are hereby designated,established and named for said precinct as follows:to—wit: Consolidated Election Precinct No.1 Shall consist of those portions of Irvine,El Toro,Trabuco, San Juan No.1,Paularino and Costa Mesa No.2,lying within the exterior boundaries of the property seeking to withdraw and described above in this resolution,and the officers to conduct said election are: Office Name Address Inspector W.H.McConnell Box 75,Irvine,Calif. Fourth That the proposition to be submitted at said election shall be: PROPOSITION Shall the unincorporated territory within County Sanitation District No.7 of Orange County,California,described in the Petition for Election on Withdrawal of Unincorporated Territory filed with the Board of Directors of said District on the 24th day of November,1953, and on file in the office of the Secretary thereof,reference to which is hereby made for further particulars,be withdrawn from said District. That opposite such statement of the proposition the words “Yes”and “No”shall be printed on separate lines with voting squares; that if an elector shall stamp a cross Cx)in the voting square after the printed word “Yes”,his vote shall be counted in favor of the• adoption of such proposition and if he shall stamp a cross “X”after the printed word “No”,his vote shall be counted against the adoption of same. Seventh That the Secretary of the Board of Directors shall cause this resolution to be published once a week for three (3) consecutive weeks prior to the date of said election in the Tustin S News,a weekly newspaper having a general circulation in the territory seeking to withdraw hereinabove described and hereby designated for such publication.No other notice of said election need be given. Eighth A certified copy of this resolution shall be filed with the Clerk of the Board of Supervisors of Orange County, California,within 15 days after its adoption. The Board of Directors of County Sanitation District No.7 of Orang.e County,California,resolves as follows: WHEREAS,the Board of Directors of County Sanitation District No.7 of Oranr~e County,California,did by minute order at a regular meeting on the 12th day of November,1953,set the date of December 9,1953 at ~:OO p.m.at the regular meeting place of the directors as the date and ~lace for a public hearing on the report submitted by Harrison &Woolley and Headman,Ferguson &Carollo, and ordered said report received and ordered filed;and WHEREAS,the Board of Directors of County Sanitation District No.7 adopted Resolution No.333—7 on November 25,1953,calling an election to be held on the 22nd day of December,1953,pursuant to a Petition for Election on Withdrawal of Unincorporated Territory filed with said Board on the 24th day of November,1953; NOW,THEREFORE,BE IT RESOLVED: That said minute order of the Board of Directors of County Sanitation District No.7 of Orange County,California,of November 25,1953,be and it is hereby rescinded insofar as it pertains to the setting of a time and place for the hearing of objections to and the doing of work proposed in said Engineers’ report.at the hour of ~:OO p.m.,December 9,1953 at 1104 West Eighth Street,Santa Aria,California.
