Room 239,1104.West Eighth Street Santa Ana,California The Board of Directors met in regular session at the hour of ~:00 p.m.,Janusry 2~,1953 in Room 239 at 1104 West Eighth Street,Santa Ana,California. Chaix~an Finch called the joint meeting of the Districts’ Boards to order at E~:0O p.m. The roll was called and the Secretary reported a quorum of the Board to be present. Directors present:Braden Finch (Chairman) Heinz Kaiser Norman H.Miller Directors absent: Others present:Lee N.Nelson K.J.Harrison J.A.~Joo11ey Robert M.Brereton Herman Hiltscher Robert Barietta C.Arthur Nisson,Jr. Harry Ashton Walter Chaff ee T•’Iintford L.Tadlock Grady Travis Ora Mae Merritt,Secretary Report of Harris~~Mr.Harrison submitted and read the Woolley,and Headi~an ~Funding and Sizing Report No.2 - Ferguson &Carollo — Treatment Plant and Certain Trunk Sewers,Modification Plan —January 2~,l953,~ordered by the Boards on Janu~ry 21,1953. There followed a discussion and analysis of the report. The Boards of Directors took the following action: -1-. 16 Moved by Director Roy Seabridge,seconded by Director J.L.McBride and duly carried by the Boards of Directors of County •5anitation iiistricts Nos,1,2,3,5,~,7 .~nd 11: That the ~Funding and Sizing Report No.2 Treatment Plant and Certain Trunk Sewers,Modification Plan —January 2~,1953”be received and ordered.filed;and th~t the fee for this report intho aaiount of 4,500,00 be paid to H~rrison &Woolloy,and Headrnnn,~‘erguson &~Carollo thmu~h Sanitation Districts Nos,1,2,3,5,6,7 and 11 in the following percentages: District No.1 29.12% District No.2 2l.6~% District No.3 17,20% District No.5 ~.77% District N~.6 iO.OLf% District No.7 ~.l2% District No.11 5.07% 100.0~ Instructions to the After considerati~n of legal questions Design Engineers and length of time for redesign under the modification plan,the Boards of Directors took the follo~nj~action: Moved by Director Courtney R.Chandler,seconded by Director Robert H.Boncy: That the design engineers,Harrison &Woolley,and Headman,Ferguson &Carollo.be instructed to proceed with’ plans and specifications for the Ellis Avenue Trunk Sower, Bushard Street Trunk Sewer,Trcat~nent Plant Trunk Sewer and Treatment Plant in accordance with the Vinton W,Bacon HEngineor~s Report —December 22,194~”in reduced sizes pursuant to the design engineer~s ‘1Funding &Sizing~Report - Tre~tmont Plan’&Certain Trunk Sewers -January l1~,1953.” The vote was polled by Districts and the Secretary announced the motion carried by majority vote of each of the Boards~of Directors of County Sanitation Districts Nos, 1,2,3,5,6,7,arid 11. Referral re:Consideration Director McBride led a discussion of Sewer Line on West sid~upon the feasibility and possible of l3ushard Street advantages of securing a right of way on the west side of Bushard Street,stating that he had discussed the mattcr with Mr. Sprengor of the County Highway Department;that parallel in~the east side of Bushard Streit would necessitate damage to about half of the pavem~nt and that the cost of right of way would probably not exceed the cost of d~niages to the pavenient and would keep Bushard Street open during the construction period.Director I’icBride reported Mr, Sprongor had indicated the County ~uld probably widen Bushard Street at some future date and had assured him of cooperation in any measures which mighty be to the mutual interests of the Districts and the Highway Depart ment. The Boards of Directors took the followin~action: Moved by Director J.L.McBride,seconded by Director Nelson M.Launer and duly carried by the 3o’rds of ~irectors of County Sanitation Districts Nos.1,2,3,5,6,7 and 11: —2— Y7 That the Chief Engineer and General Man~ger and the Design i~ngineers discuss all details with Mr.Sprenger re1~tive to the Districts’and the Highway Department’s mutual interest in securing right of way along the west side of Bushard Street f or the trunk sawer. Report of the Mr.Nelson reported upon: Chief ~ngineer ~.nd General Man~gor 1.Contractor’s request for payment of 15% __________________— withh~1d at the completion of one section of contract with District No,6;that the attorney had ruled th~t payment should be withheld until coii’lction of all work called for uncL~r th~contract, 2.Mr.Gislur had dec1in~d settlement f’or d~magcs to bean,crop on District No.1 right of way based upon 20 sacks to the acr~..at ~ii.6o per sack. 3.Necessity for appraisers in COnneCtion with the land necessary for rights of way for the Land Section of the Oce~’n Outfall Sewer.
