The Board of Directors met in regular session at the hour
of ~:O0 p.m.,January 2~,1953 in Room 239 at 1104 West Eighth
Street,Santa Ana,California.
Chaix~an Finch called the joint meeting of the Districts’
Boards to order at ~:OO p,rn.
The roll was called and the Secretary reported a quorum of
the Board to be present.

There followed a discussion and analysis of the report.
The Boards of’Directors took the following action:

J.,L.I’~cBricle and duly carried by the Boards of Directors
of County Sanitation Districts Nos,1,2,3,5,6,7 and 11:
That the ~Funding and Sizing Report No.2 -Treatment
Plant and.Certain Tmnlc Sewers,P~odification Plan —January
2E~,l953~be received and ordered filed;and th~t the fee
for this report in~the amount of ,~l,5OO.OO be paid to
Hr~rrison &~ioolley,and Headman,Ferguson ~Carollo through
Sanitation Districts Nos,1,2,3,5,6,7 and 11 in tbe
following percentages:

Instructions to the After consideration of legal questions

the modification plan,the Boards of
Directors took the fol1o~ng action:
Moved by Director Courtney IL Chandler,seconded by
Director Robert H.Bonoy:
Th~t the design engineers,Harrison &Wooiley~and
Headman,Ferguson &Carollo be instructed to proceed with’
plans and specifications for the Ellis Avenue Trunk Sewer,
Bushctrd Street Trunk Sewer,Treatment Plant Trunk Sewer
and Treatment Plant in accordance with the Vinton W,Bacon

pursuant to the design engineer’s ~Funding &Sizing~Report -

The vote was polled by Districts and the Secretary
announced the motion carried by majority vote of each of
the Boards’of Directors of County Sanitation Districts Nos,
1,2,3~5,6,7,and 11.
Referral re:Consideration Director McBride led a discussion
5f Sewer Line on West sid.e upon the feasibility and possible
of Bushard Street advantages of securing a right of
way on the west side of Bushcird
Street,statin~that he had discussed the matter with Mr.
Sprengur oJ the County Highway Department;that parallel
ing the east side of Bushard Stre~~t would necessitate
damage to about half of th~pavement and that the cost of
right of way would probably not exceed the cost of danages
to the pavement and would keep Bushard Street open during
the construction period.Director McBride reported Mr.
~prongor had indicated the County would probably widen
Busharcl Street at some future date and had assured him
of cooperation in any measures which might be to the
mutual interests of the Districts and th~Highway Depart
ment.

That the Chief Engineer and General an~ger and the
Design ~ngincers discuss all details with Mr.Sprenger
relative to the Districts’and the Highway Department’s
mutual interest in securing right of way along the west
side of Bushard Street for the trunk sawer.

the attorney had ruled th~t payment should
be withheld until coir~l~tion of all work
called for under th~contract.
2.Mr.Gisler had declinc~d settlement for
d’~mages to bean.crop on District No.1
right of way based upon 20 sacks to the
acr~at ~ii.6o per sack.
3.Necessity for appraisers in connection
with the land necessary for rights of
way for the Land Section of the
Oce’n Outfall Sewer.
