The Board of Directors of County Sanitation District No.6
of Orange County,California,met Monday afternoon,June 23,
1952 at the hour of 1:00 p.m.in the Council Chambers of the City
Rail,Newport Beach,California,pursuant to the adjournment of
the meeting held on June l~,1952.
Chairman Nelson called the meeting to order at 1:00 p.m.
The roil was called and the.Secretary reported a quorum of
the Board to be present.

Report of the Mr.Ribal presented plans and specifi
Chief Engineer cations prepared by the consulting
Engineer Mr.Francis H.Bulot for the
Newport Boulevard Trunk Sewer,17th Street Trunk Sewer and
Old Santa Ana Road Trunk Sewer,with the reco~i~mendation
that these plans and spcifications be approved and accepted
and that notice be published inviting bids for the constr
uction.
Mr.Buiot’.s estimated construction costs were submitted
to the Directors.
~ceptance of The Board adopted a resolution proposed
by the Chief Engineer and General Mar~ger
Specifications and as amended by the Board approving,
accepting and ordering filed plans and
specifications submitted by Mr.Francis H.Bulot,and author
izing the Secretary to advertise for bids.This resolution
has been numbered l~2-6,certified copy of which is attached
hereto and made a part of these minutes.
Employment of A discussion was held upon the need of
Special Le~g~i special legal counsel for the district.
Counsel The Board of Directors took the follow
ing action:
Moved by Director ~Iillis H.Warner,seconded by
Director Andrew W.Smith and duly carried:

That Harry Ashton be retained as special legal counsel
for the District and that con~ensation for his services
and attendance at meetings be continued for a period of
six months at his present rate of compensation;at the
end of the six-month period,the need for special legal
counsel again be reviewed by the Board.
Adjournment The Board of Directors took the following
action:

That this meeting be adjourned to 7:00 p.m.,July 9,
1952 at the hour of 7:00 p.m.,in room 239 at 1104 West
Eighth Street,Santa Ana,California.
Whereupon,the Chairman declared the meeting so adjourned
at 1:30 p.m.

A RESOLUTION OF THE BOARD OF DIRECTORS OF COUNTY
SANITATION DISTRICT NO,6 OF ORANGE COUNTY,
CALIFORNIA,APPROVING AND ADOPTING PLANS AND
SPECIFICATIONS FOR TBE NEWPORT BOULEVARD,17TH
STREET AND OLD SANTA ANA ROAD TRUNK SEWERS AND
ORDERING $AID PLANS AND SPECIFICATIONS FILED IN
THE OFFICE OF THE SECRET4RY,AND DIRECTING THE
SECRETARY TO ADVERTISE FOR BIlE FOR SAID TRUNK
SEWERS.
WHEREAS,the Design Engineer,Francis H~Bulot,has pre~
sented and the Chief Engineer and General Manager has recoin-
mended approval of detailed plans and specifications for
construction of the Newport Boulevard,17th Street and Old
Santa Ana Road Tn.mk Sewers,a],i within the County of Orange,
California;and
WHEREAS,there are incorporated therein and recommended
by the Chief Engineer and General Manager certain changes in
the alignment,size of pipe and grade of said pipe for that
portion of the work included in the Engineer’s Report dated
December 22,19Lj8 and shown on Exhibits 14.E and L~F of said Eng
ineer’s Report;and
WHEREAS,such changes and modifications are necessary be
cause of the change of conditions since the original report was
filed and best serve the public interest,NOW THEREFORE,BE IT
RESOLVED:
1.That the Board of Directors of County Sanitation Diet-
riot No,6 of Orange County hereby finds and declares that the
public interest requires the changes of the general plans and
the work of the District by changing the alignment,size of
pipe and grade of said pipe for the Newport Boulevard,17th
Street and Old Santa Ana Road Trunk Sewers,all within the County
or Orange,California,as shown on detailed plans for such work
submitted and recommended this day by the Chief Engineer and
General Manager,
2,That said detailed plans recommended by the Chief Eng.~
theer and General Manager,prepared by Francis H,Bulot,Eng
4z~ee~s’y dated June 18,1952,fcr the construction of the Newport
Boulevard,17th Street and Old S~inta Ana Road Trunk Sewers,~as
shown oW~the said plans therefor,be and the same are hereby
~approved,adopted and ordered filed in the office of the Sec

i~That the Secretary of the Board of Directc~is hereby
~ithor~zed and instructed to advertise for bids to be received
th~tii 7:30 p.m.,July 9,1952 for construction of tht3 Newport
Botilevard,.17th Street and Old Santa Aria Road Tr’~,nk Sewers and
in accordance with the plans and specificatiors heretofore
approved and filed with the Secretary of this Board on June 18,
1952,and the Secretary is further instructed to publish the
notices as required by law.A copy of said notice,Marked Ex
hibit A is attached hereto and made a part hereof as though
fully set forth herein.Said notice is specificaly approved
and the contents thereof adopted.
The forogoing resolution was passed and adopted at a reg
ular meeting of the Board of Directors of County Sanitation Dist-~
riot No~6 on June 23.1952.

LEGAL NOTICE TO RUN JUNE 25 AND JULY 1
NOTICE INVITING BIDS
FOR CONSTRUCTION OF TRUNK SEWERS
Notice is hereby given that sealed bids will be received by the
Secretaryof County Sanitation District No.6 of Orange County,Calif—
ornia,at the office of said District,1104 West Eighth Street,Santa
Ana,California,up to the hour of 7:00 P.M.,July 9,1952,for the
construction of District No,6 Newport Boulevard Trunk Sewer,17th
Street Trunk Sewer,and Old Santa Ana Road Trunk Sewer,within the
County of Orange,California,
The construction of approxiTnately 19,310 linear feet of 12-inch,
15-inch,la-inch,and 21—inch Vitrified Clay Pipe sanitary sewers and
appurtenant structures.
All in accordance with the plans and specifications on file in the
Office o~the Chief En~.neer o~the District at the above stated addres~
to which plans and specifications bidders are referred for further in—
formation.
Pursuant to the provisions of Sections 1770 to l7~1,inclusive,of
the Labor Code of the State of California,the ~oard of Directors of
County Sanitation District No.6 of Orange County has ascertained the
general prevailing rate of per diem wages,and the prevailing rates for
Saturday,Sunday,Legal Holiday and overtime work for each craft or type
of workman needed to execute the proposed contract,and has adopted a
wage schedule,and it will be required that not less than said rates be
paid to all such workmen employed or engaged on the work.
The following schedule contains only those items of the adopted
~nd amended wage scale which are applicable to the sewer improvement
work;those which are not so applicable have been omitted.
FOREMAN:All Foremen not herein separately classified shall be
paid not less than $1.40 per day more than the journeyman rate for the
craft involved.
APPRENTICES may be employed in conformity with Section 1777.5 of
the California Labor Code.

Any classification omitted herein not less
than $1.75
Provided that not less than one and one—half times the
prevailing rate shall be paid for any working time
more than eight hours during any one calendar day,
and for time on Saturdays,Sundays and the seven
legal holidays,to wit:New Year’s Day,Memorial
Day,Fourth of July,Labor Day,Armistice Day,
Thanksgiving Day and Christmas
Provided that notwithstanding the general
provision contained herein,Flagmen,Guards and
Watchmen shall be paid one and one-half times
the prevailing rate for overtime (overtime shall
be time worked in excess of eight hours per
day or forty hours per week),and the straight
prevailing rate for time worked on Saturday,
Sundays and holidays where such time does not
constitute overtime.
The foregoing prevailing wage schedule is based upon a working
day of eight hours and in the event that laborers,workmen or
mechanics are employed less than eight hours per day,the rates of
per diem wages shall be deemed to be that fraction of the foregoing
rates that the number of hours of employment bears to eight.
The rate of compensation for any classification not listed in
the schedule,but which may be required to execute the proposed work,
shall be commensurate and in accord with the rates specified for
similar and comparable classification or for those performing
similar or comparable duties.
Each bid must be on forms to be obtained at the office of the
Chief Engineer of the District at the above stated address and must
be accompanied by a certified or cashier’s check or bond with an
approved surety company as surety,payable to the Chairman of the
Board of Directors of County Sanitation District No.6 of Orange
County,California,for an amount equal to at least ten percent of
the amount bid as a guaranty that the bidder,if successful,will
entex’into a contract satisfactory to the said Board of Directors
for the doing of the work contemplated,and the successful bidder
will be required to file good and sufficient bonds for the faithful
performance of the contract and for the payment of laborers and
materialmen.
The right is reserved to reject any an all bids which the Board
of Directors may deem not to be to the best interest of the
District,and to open all bids submitted and/or award the contract
for the above described work,either at the meeting of said Board of
Directors tobel~ld atthectbove stated address,on July 9,1952 b9gir1-~
ning at 7:00 o’.clock p.m.or at any adjournment thereof or an~’
special meeting within 30 days thereafter,announcement of which
adjourned meeting is made at said meeting of July 9,1952,or a
special meeting,notice of which is given to all bidders at least
4.~hours prior thereto.
Work of construction shall begin as soon as practicable after
the signing of the contract and shall be completed within one
hundred eighty working days after the date of the contract.

Further information will be furnished and detailed plans and
specifications of the proposed work may be inspected at the office
of the Chief Engineer of the District at the above stated address.
Proposal blanks and copies of the plans and specifications may
also be obtained from the Chief Engineer of the District upon
payment of a deposit of ~5,0O for each set,such deposit to be
refunded if the drawings and specifications are returned in good
condition not later than 30 days after the date fixed for opening
of bids.
