Report of the Exe Director Chandler,Chairman of the
cutive Committee Executive Cornrnitte~,reported that
at the meeting held on the 25th of
June,1952,the Committee approved and recommended the
following items:
1.Adoption of the proposed Resolution relative to
establishing positions and fixing salaries for
the Joint Administrative Organization and
Construction Personnel.
2.Passage of a motion recommended by the Chief Engineer
and General Man.~ger,fixing salaries for employees now
on the Joint Administrative and Construction pay
rolls,to become effective July 1,1952.
3.Adoption of Resolution recommended by the Chief
Engineer and General M~inager,authorizing employment
of consultants from time to time.
Director Chandler also reported that two bills sub
mitted by Harrison &~oo11ey,et al for services per
formed under the cost plus paragraph of their contract
were turned over to i’~r.Nisson and the Engineers for
clarification and interpret~tion of Section VIII
of their contract;and.that Mr.Nisson is to make a
reportto the Committee.
Proposed_Resolution A motion was made by Director Boney,
re:establishing seconded by Director Hirstein:

That the matter of the resolution
and motion relative to personnel and salaries anct the pro
posed resolution authorizing the employment of consultants,
recommended by the Executive Committee,be referred back
to the cornm~ttee for further study.
Upon roll call vote by Districts,the Secretary reported
the motion lost due to insufficient affirmative votes by
the Boards of Districts Nos.1,3,5,6,7 and 11
There followed a full discussion upon constu’otion inspect
ion now being performed on trunk lines of District No.1 and
ways and means which mi~ht be employed to increase salaries
of the inspectors,eit~er by employment by District No.1
alone,or some method other than the proposed resolution
establishing salaries within a five—step plan,and the
proposed motion.Director Boney asked for a clarification
of the resolution adopted on April ~‘,

1952,relative to authority of the Chief Engineer and
General Manager to fill positions in the first step of
the salary resolutions.
At the request of the Chairman,the Secretary read
Resolution No.140,adopted on April 9,1952,entitled
“Creating Positions in the Construction Organization
anci Authorizing the Filling of Positions.”
Mr.Nisson stated,that under Resolution No.140,
authority has been given the Chief Engineer and General
Manager to fill positions at the first step within
the salary schedule and that employment at a rate higher
then the first step is subject to prior approval of the
Districts’Boards.
Director Langenbeck led a discussion upon restrictions
imposed unon the Executive by a Resolution previously
adopted which set up certain rules and regulations.
At the request of the Chairman,the Secretary re~&d
paragriph B of Resolution No.132,relative to rules and
procedure for the Executive Committee.
Mr.Nisson stated t~e opinion that the Executive
Committee may not meet until a matter is referred to
it by the Boards,but that when a meeting is held for
discussion of items so referred,the Committee may
discuss other matters as well.
Monthly Reports The Boards of Directors of County
OnEmployees Sanitation Districts Nos.1,2,3,
5,6,7 and 11 took the following
action:
Moved by Director Langenbeck,seconded by Director
McBride and duly carried:
That,as a matter of information to the Boards,the
Chief Engineer and General Manzger be requested to submit
to the Boards a routine report once a month listing all
the employees of the Districts and their salaries.
Salary Schedules The Boards of Directors of County
Sanitation Districts Nos.1,2,3,5,
6,7 and 11 took the following action:

That the Chief Engineer and General Nan~ger be
requested to present a comprehensive salary schedule so
that it is known where the employment is within the
salary schedule.
Fixing Salaries The Boards of Directors of County
for Certain Sanitation Districts Nos.1,2,3,5,
Positions 6,7 and 11 took the following action:

That the Chief Engineer and General Manager be and
he is hereby authorized to fix the salaries for the positions

That the salary (retainer)of the attorney for the
Districts,Mr.C.Arthur Nisson,Jr.,be increased from
~355.00 per month to ~375.00 per month,effective July 1,
1952.

Consultants County Sanitation Districts Nos.
1,2,3,5,6,7 and 11 took
the following action:
Moved by Director ~cBride,seconded by Director Miller:
That the Boards adopt the proposed Resolution author—
izing-..eni~loyment of consultants from time to time,total
cost not to exceed ~5,000I00.
Director Chandler expressed the opinion that the
Executive Committee had recommended adoption of this
Reso1ut~on,provided that none of the funds authorized
therein would be used for re-design and requested thit
the proposed Resolution be so amended.
After a general discussion,Director McBride withdrew
his motion and Director Miller withdrew the second.
The Boards of Directors of County Sanitation Districts
Nos.1,2,3,5,6,7 and 11 took the following action:
Moved by Director McBride,seconded by Director
Chandler;
That the Boards adopt the proposed resolution author
izing employment of consultants with the amendment “Provided
that none of these monies be expended for re-design work.”
Upon roll call vote by Districts,the Secretary reported
that the motion to adopt the resolution as amended had
carried by the Boards of Districts Nos.1,2,3,7 and 11;
and that the motion failed to carry by the Boards of Districts
Nos.5 and 6 due to insuffielent affirmative votes.

Report of the Chief Mr.Ribal read his report to the
Engineer and General Directors and recommended that the
Manager Boards adopt a Resolution authorizing
payment of ~15O.OO to Peter Karalas
as damages to the bean crop resulting from drilling of test
holes on the proposed tre~tment plant site.
The Secretary read a motion recommended by the Chief
Engineer .and General Manager,authorizing certain addenda to
the plans and specifications for the Ocean Outfall Sewer.
Authorizing Payment The Boards of Dire;tors of County

3,5,6,7 and 11 took the following
action:

Authorizing Addenda

Chandler and duly carried:
That the Chief Engineer and General Manager,with the
concurrence and written approval of the Design Engineers
and the Attorney for the Districts,is hereby authorized
to issue such addenda to the Plans and Specifications for
the Ocean Outfall,Land and Marine Sections,as may be
necessary to clarify and properly interpret said plans and
specifications.
Referral to the Director Haiber expressed the opinion
E~ecutive Committee that immediate action should be taken
to decide what policy is to be
established for the supervision of construction engineering
and inspection.Director 1-laiber recommended a gentlemen’s
agreement whereby a majority vote would rule rather than
a 2/3rds vote of each of the Districts’Boards.
Mr.Nissan stated that each District would have to
pass upon the matter.

respect to technical matters concerning plans,specifications and
estimates for the joint sewerage facilities to be constructed by
County Sanitation Districts Nos.1,2,3,5,6,7 and 11 of Orange
County,California.
FURTHER RESOLVED:That payment for the above autborized
services be paid from the Construction Funds of the several Districts
in proportion to their ownership in the particular portion of the
joint work under consideration.
FURTHER RESOLVED:That not in excess of ~5,OOO shall be spent
for these purposes;and provided that none of these monies shall
be spent for re-design work.

able damage was done to growing bean crops and
WHEREAS,Peter Karales has agreed to accept the sum of
$150.00 as payment in full for said damages,
NOW,THEREFOR BE IT.,
RESOLVED:That the sum of $150.00 be and the same is hereby
authorized to be paid to Peter Karales as compensation for damage
to his property upon receipt of a written release therefor.

RESOLUTION OF THE BOARD OF DIRECTORS OF COUNTY
SANITATION DISTRICT NO.1 OF ORANGE COUNTY,CALIF
ORNIA;FINDING AND DETERMINING THE NEED FOR A
CERTAIN RIGHT OF WAY ACROSS THE PROPERTY OF FLAKE
SMITH AND AUTHORIZING THE PAYVIENT THEREFOR FROM
THE CONSTRUCTION FUND OF SAID DISTRICT.
WHEREAS1 in order to construct the Fairview Road Trunk Sewer,
it is necessary to cross the property of Flake Smith,hereinafter
described and
WHEREAS,in crossing the said property of Flake Smith,it will
be necessary to destroy fifteen full bearing valencia orange trees
and
WHEREAS,Flake Smith has agreed.to grant said right of way in
cluding destruction of said orange trees for the sum of $8Li.o.oo,
NOW THEREFORE BE IT:
RESOLVED:That Flake Smith be paid the sum of $840.00 for an
easement 25 feet in width more particularly described as:
The southern twenty-five (25)feet of Lot 3,Tract 488 as
said 1~t and tract are shown on that certain map filed in Book 17
at Page 24 of Miscellanepus Maps,Records of Or nge County,Califori~
FURTHER RESOLVED:That the above sum be paid from the construc

FOR CONSTRUCTION OF TRUNK SEWERS
Notice is hereby given that sealed bids will be received by the
Secretary of County Sanitation District No.1 of Orange County,Calif
ornia,at the office of said District,1104 West Eighth Street,
Santa Aria,California,up to the hour.of 7:30 p.m.,July 30,1952,for
the construction of District No.1 Fairview Road Trunk Sewer,within
the County of Orange,California.
The construction of approximately l5,9~6 linear feet of 24-inch
and 27-inch Vitrified Clay Pipe sanitary sewers and appurtenant
structures.
All in accordance with the plans and specifications on file in
the Office of the Chief Engineer of the District at the above stated
address to which plans and specifications bidders are referred for
furthe r information.
Pursuant to the provisions of Sections 1770 and 17~1,inclusive,
of the Labor Code of the State of California,the Board of Directors
of County Sanitation District No.1 of Orange County has ascertained
the general prevailing rate of per diem wages,arid the prevailing
rates for Saturday,Sunday,Legal Holiday and overtime work for each
craft or type of workman needed to execute the proposed contract,
and has adopted a wage schedule,and it will be required that not
less than said rates be paid to all such workmen employed or engaged
on the work.
The following schedule contains only those items of the adopted
and amended wage scale which are applicable to the sewer improvement
work;those which are not so aiplicable have been omitted.

rates that the number of hours of employment bears to eight.
The rate of comn~sat±on for any classification not listed in
the schedule,but which may be required to execute the proposed wcr~:
shall be commensurate and in accord with the rates specified for
similar and comparable classification or for those performing
similar or comparable duties.
Each bid must be on forms to be obtained at the office of the
Chief Engineer of the District at the above stated address and must
be accompanied by a certified or cashier’s check or bond with an
approved surety company as surety~payable to the Chairman of the
Board of Directors of County Sanitation District No.1 of Orange
County,California,for an amount equal to at least ten p~rcent of
the amount bid as a guaranty that the bidder,if successful,will
enter into a contract satisfactory to the said Board of Directors
for the doing of the work contemplated,and the successful bidder
will be required to file good and sufficient bonds for the faithful
performance of the contract and f or the payment of laborers and
mat erialrnen.
The right is reserved to reject any and all bids which the Brsr~
~f Directors may deem not to be to the best interest of the
District,and to open all bids submitted and/or award the contract
for the above described work,either at the meeting of said Board of

WHEREAS,the Design Engineer,Hugh M,Neighbour,C1ty Engineer of
Santa Ana,has presented and the Chief Engineer and General has
recommended approval of detailed plans and specifications for con
struction of the Siphons and Measuring Flume on i’rur~k Sewers,all
within the County of Orange,California;and
WHEREAS,there are incorporated therein and recommended by the
Chief Engineer and General Manager certain changes in the alignment,
size of pipe and grade of said pipe for that portion of the work in-~
cluded in the Engineer’s Report dated December 22,l94~and shown on
Exhibits 4E and 4F of said EngineerTs Report;and
WHERE~S,such changes and modifications are necessary because
of the change of conditions since the original report was filed and
best serve the public interest,NOW THEREFORE,BE IT
RESOLVED:
1.That the Board of Directors of County Sanitation District
No,1 of Orange County hereby finds and declares that the public
interest requires the changes of’the general plans and the work of
the District by changing the alignment,size of pipe and grade of
said pipe for Siphons and Measuring Flume on Trunk Sewers,all with..
in the County of Orange,California,as shown on detailed plans for
such work submitted and recommended this day by the Chief Engineer
and General Manager.
2.That said detailed plans recommended by the Chief Engineer
and General Manager,prepared by }&~ghIVI.N~ghbour,dated July 9,1952,
for the construction of Siphons and Measuring Flume on Trunk Sewers,
as shown on the said plans therefor,be and the same are hereby
approved,adopted and ordered filed in the office of the Secretary of
