and that the Preliminary Plans as modified by the Engineers
for the Treatment Plant Trunk Sewer and the Bushard Street Trunk
Sewer be approved.That the estimated costs for the constructio~i
of the Treatrncnt PJant,the Treatment Plant Trunk Sewer and the
Bushard Street Trunk Sewer be approved as the basis for payment
of monies duo the design engineers in accordance with their
contract dat€O.February 1,1952.
Correspondence The Secretary read a letter from
Harrison &\~‘ool1ey,dated June 1~,1952
in which they expressed disapproval of an alternate of the Lock-
Joint type of steel joint with a round rubber gasket;and
approval of the alternate a concrete bell and spigot joint with
a round rubber gasket only upon successful test.
A motion was made by Director Hugh W.Warden,seconded by
Director Vincent L.Humeston and duly carried by the Boards
that this letter be received and ordered filed in the office
of the Secretary.
The Secretary read a letter from the
State Department of Public Health,
dated May 29,1952,relative to the position taken by them on the
question of sewage overflow or bypassing.
A motion was made by Director Frank J.Schweitzer,Jr.,
seconded by Director J.L.McBride and duly carri3d by the

Engineer and General Manager.

City of Huntington Beach,dated June
9,1952,relative to the Districts’inquiry about proposed
construction of a sewer treatment plant within the city limits
of Huntington Beach,and which stated that this matter had
been referred to their City Planning Commission and the City
Attorney for study and inclusion in the rezoning study now under
way.
A motion was made by Director Cou:tney R.Chandler,
seconded by Director Willis H.~iarner and duly carried by the
Boards that this letter be received and ordered filed in the
office of the Secretary.
The Secretary read a letter from Mr.
Paul G.Brown,Executive Officer of
the Regionaa ~Jater Pollution Control Board No.~,dated.May
2E~,1952,relative to that Board’s officially prescribed re
quirements for sewage and industrial waste discharged into
the Pacific Ocean.
A motion was made by Director Nelson M.Launer,seconded
by Director Hugh W.Warden and duly carried by the Boo rds that
this letter be received and ordered filed in the office of the
Secretary.
The Secretary read a letter from Mr.
Paul G.Brown,Executive Officer of
the Regional ~JJater Pollution Control Board No.~,dated June
9,1952,relative to that Board’s function in regard to comment
on plans and specifications for the land and marine sections of
the ocean outfall sewer.

WHEREAS,Ora Mae Merritt has been employed by County Sani
tation Districts Nos.1,2,3,5,6,7,~and 11 of Orange
County since March 17,1950;and
WHEREAS,Ora Mae Merritt has been employed as Temporary
Secretary of the Joint Admi~nistrative Organization of said
County Sanitation D&st~ricts and has aer~red as Tempordry
Secretary of County Sanitation Distriet No,One since August
9,1950,
NOW THEREFORE BE IT RESOLVED:That Ora Mae Merritt is
hereby appointed Secretary of the Joint Admiriistrative Organ..
tzation and Secretary of County Sanitation District No,~Qne
to serve at the pleasure of the Directors,and that the salary
of the office of Secretary of the Joint Administrative Organ..
ization is hereby fixed at 4~4.O0,0Q per month,effective as
of June 1,1952,said salary of ~4OO,0O per month to be apportioned
between the various County Sanitation Districts in the percentages
heretofor established and to be paid from the Joint Administrative
Fund t~wough the Payroll Revolving Fund.She shall perform such
duties as may be required of her by the Board of Dire~tors of any

and 11 as Secretary thereof,and such duties as may be pequired
of her by the Chief Engineer and General Manager of the Joint
Administrative Organization.
FURTHER RESOLVED:That the said salary of .~4QO~OO per
month,is subject to review and adjustment on June 1,1953 by

2,3,5,6,7,~and 11 of Orange County,California.

FURTHER RESOLVED:That Ora Mae Merritt is hereby granted and
~uthorizad to take a two-week vacation with pay before the end of
the Year 1952,her monthly salary to continue and to be paid to
her at the rate of ~OO.OO per month during her absence whi1~
on the two-~week vacation.
FURTHER RESOLVED:That when the Secretary is required to
travel on business of the Joint Administrative Office,or on
busines&of any or all of the said County Sanitation Districts,.
she shall be allowed mileage at the rate of ~LO75 per mile for
the distance actually traveled on such business.If she travels
on public carrier,she shall be allowed the actual cost of such
transportation.
FURTHER RESOLVED:That all Reso1~tions previously adopted
or previous actions by the Board of Directors of County Sani
tation District No.1 in conflict herewith be and the same are
hereby repealed,with the exception of Resolution No,31,adopted
by the Bp~’rd of Directors of County Sanitation District No.~
on the 26th day of august,1950.

SECTION I.That the Right of Way granted by the State of
California,State Lands Commission,being a strip of land 100 feet
in width from the high tide to a point 7000 feet seaward,for the
Marine Section of the Outfall Sewer be and the same is hereby
accepted together with the conditions contained in said grant.
SECTION II.That the Secretary of the Board of Directors
be and she is hereby authorized and directed to attest to the
said grant.

(Land Section)and the Ocean Outfall Sewer (Marine Section)from
a point 60 feet westerly of the existing J.0.S.booster pump
ing plant to a point 7000 feet from shore and southwesterly of
the mouth of the Santa Ana River,all within the County or Orange,
California;and
1.That said detailed plans presented by the Chief Engineer
and General Manager,prepared by Harrison and Woolley,Headman,
Ferguson and Carollo,Design ~gineers,and dated Juno 2,1952,
for the construction of the Ocean Outfall Sewer (Marine Section)
and the Ocean Outfall Sewer (Land Section)as above described,
be and the same are hereby approved,adopted and ordered filed in
the office of the Secretary of the Board of Directors.
2.That County Sanitation District Number One be and is here
by directed as contracting agent for itself and County Sani
tation District Number 1 of Orange County,California,to ad
vertise for bids to be received until 8~oO p.m.,July 23,1952,
for the construction of the Ocean Outfall Sewer (Marine Section)
and the Ocean Outfall Sewer (Land Section),as above described

COUNTY SANITATION DISTRICT NO.1 OF OR~NG~
COUNTY,C~~LIFORNIA,APPROVING A PERMIT
AGREEIV~NT WITH THE ORANGE COUNTY FLOOD
CONTROL DISTRICT FOR THE CROSSING OF THE
SANTA ANA RIVER BY THE SANTA ANA TRUNK
SEWER AND AUTHORIZING TF~CHAII~MAN OF THE
BOARD OF T}~DIRECTORS AND SECREThRY TO
ENTER INTO SAID AGREEMENT,
RESOLVED by the Board of Directors of County Sanitation
District No.1 of Orange County,California:
SECTION I
That the agreement dated June 1$,1952 by and between
County Sanitation District No.1 o~Orange County,Calif
ornia and the Orange County Flood Control District for per
mit to cross the Santa Ana River chanr~e1 with the Santa Aria
Trunk Sewer be and the same is hereby approved.
SECTION II
That the Chairman of the Board of Directors and Sec
retary of said District be and they are hereby directed,to
enter into said permit agreement.
The foregoing resolution was passed and adopted at a
regular meeting of the Board of Directors of County Sani
tation District No.1 on June 18 ,1952.
