The roll was called and the Secretary reported a quorum of the Board to be present. Directors present:Courtney R.Chandler J.L.McBride Willis H.Warner Directors absent:None Others present:Raymond R.Ribal,Chief Engineer and General Manager Nat H.Neff C.Arthur Nisson,Jr, Walter Ramsey Carl J Thornton •R.N.Chrjstjansen Ora Mae Merritt,Secretary Openin~of Sealed The hour of 7:30 p.m.having arrived Bids ____ and this being the time and place fixed for opening sealed proposals for the construction of Santa Ana Trunk Sewer in three Sections,Section I,Section II and Section III,pursuant to legal publication calling for bids,the Board of Directors took the following action: Moved by Director McBride,duly seconded and carried: That the Secretary be instructed to open the sealed proposals. Whereupon,sealed bids for the construction of the Santa Ana Trunk Sewer were publicly opened,examined and read. Canvass of Following the reading of the bids,a motion was made by Director Warner, duly seconded and carried: That the bids be referred to the Chief Engineer and General Manager for analysis,report and recommendation to the Board at the meeting to be held Wednesday evening at ~:OO p.m. May 14,1952,in the Board of Supervisors’Room,Court House, Santa i~na,California. Plans nd_S eci-Chief Engineer and General Manager fications for Ribal presented the final plans and Dy~’Road Trunk specifications for the Dyer Road Sewer Trunk Sewer.The Board of Directors adopted Resolution No.154-1,approving and adopting these plans and specifications and ordering said plans and specifications filed in the office of the Secretary -1- New Business and directing the Secretary to advertise for bids.Certified copy of this resolution is attached hereto and made a part o~these minutes, ____ The Chief Engineer and General Manager led a general discussion upon rights of way necessary for the Distric~s trunk lines and progress which had been made with the land owners. Mr.Ribal reported that he believed a 20-foot strip suffi cient for the right of way and recommended that the specifi cations provide that if the contractor needed additional or wider strip for construction,any amount of property over the 20-foot strip be obtained by the contractor from the owner. 107 Ad j ourfiment Upon a motion made by Director Warner,duly seconded and carried, the Chairman declared the meeting adjourned at g:45 p.m. ATTEST: Secretary,Board of Directors County Sanitation District No.1 Orange County,California County San:on District No.1 Orange County,California —2— 1r8 RESOLUTION NO.151+-i A RESOLUTION OF TIE BOARD OF DIRECTORS OF COUNTY SANITA~ TIQN DISTRICT NO~1 OF ORANGE COUNT~CA~O~IA APP~OV~ ~NG AND ADOPTING PLANS AND SPECIFICATIONS FOR THE DYER ROAD TRUNK SE1~ER AND ORDER±NG SAID PLANS AND SPECIFICA~ ~‘IQN$FILED IN THE OFFICE OF THE SECRETARY,AND DIRECT ING THE SECRETARY TO ADVERTISE FOR BIDS FOR SAID T~JNK SEWERS. The Board of Directors of County Sanitation District No.1 of Orange County,California does resolve as follows: WHEREAS,the Chief Engineer and General Manager has presented detailed plans and specifications for construction of the Dyer Road Trunk Sewer in Talbert Avenue,Dyer Road and certain right of ways from Bristol Street to Newport Avenue,all within the County of Orange,California;and •WHEREAS,there are incorporated therein and reconrriended by the Chief Engineer and General Manager certain changes in the alignment,size of pipe and grade of said pipe for that portion of the work included in the Engineer’s Report dated December 22, l9L~8 and shown on Exhibits L~E and L~F of said Engineer’s Report; and as modified by Resolution of said Board by Resolution No. l2l-~l dated Jariiary 23,1952 adopting “Map Showing Modification ef the ‘Engineer’s Report,County Sanitation District No,1 of Orange,County,,California,dated December 22,l9L~8’with respect to County Sanitation District No.1 Trunk Sewers”and filed in the office of the Secretary of the District January 23,1952;and WHEREAS,such changes and modifications are necessary because of the change of conditions since the original report was filed. NOW,THEREFORE,BE IT RESOLVED: 1.That the Board of Directors of County Sanitation District No.1 of Orange County hereby finds and declares that the public interest requires the changes of the general plans and the work of the District by changing the alignment,size of pipe and grade of said pipe for the Dyer Road Trunk Sewer from Bristol Street to Newport Avenue,all within the County of Orange,California, as shown on detailed plans for aich work submitted and recom mende4 thia day by the Chief Engineer anc~General Manager. ‘Cs 2.~‘hat paid ~tai1ed plans pr~sent~d by the Chief ~rigineer and General Manager,prepared by Hugh Nei~hbour,City Engineer of Santa Ana and dated May 12,1952,for the construction of the Dyer Road Trunk Sewer as above described,be and the same are here by approved,adopted and ordered filed in the office of the Secre tary of the District. 3.That the Secretary of the Board of Directors is hereby authorized and instructed to advertise for bids to be received un til 7:30 o’clock p.m.,May 26,1952 for the construction of the Dyer Road Trunk Sewer,as above described,and as shown on said plans and in accordance with the plans arid specifications hereto fore approved and filed with the Secretary of this Board ~n May 12,1952,and the Secretary is further instructed to publish the notices as required by law.A copy of said notice,marked Exhibit A,is attached hereto and made a part hereof as though fully set forth herein.Said notice is hereby specifically approved and the contents thereof adopted. Any classification oxnmitted herein not less than 1,7S Provided that not less than one and one—half times the prevailing rate shall be paid for any working time more than eight hours during any one calendar day,and for time on Sat urdays,Sundays and the seven legal holidays,to wit:New Year’s Day,Memorial Day,Fourth of July,Labor Day,Armistice Day, Thanksgiving Day and Christmas. Provided that notwithstanding the general provision con tained herein,Flagman,Guards and Watchmen shall be paid one and one—half times the prevailing rate for overtime (overtime shall be time worked in excess of eight hours per day or forty hours per week),and the straight prevailing rate for time worked on Saturday,Sundays and holidays where such time does not constitute overtime, The foregoing prevailing wage schedule is based upon a working day of eight hours and in the event that laborers,work men or mechanics are employed less than eight hours per day,the rates of per diem wages shall be deemed to be that fraction of the foregoing rates that the number of hours of employment bears to eight. The rate of compensation for any classification not listed in the schedule,but which may be required to execute the pro posed work,shall be commensurate and in accord with the rates specified for similar and comparable classification or for those performing similar or comparable duties. Work of construction shall begin as soon as practicable after the signing of the contract and shall be completed within ninety working days after the date of the contract. Further information will be furnished and detailed plans and specifications of the proposed work may be inspected at the office of the Chief Engineer of the District at the above stated address. Proposal blanks and copies of the plans and specifications may also be obtained from the Chief Engineer of the District up on payment of a deposit of ~‘5.00 for each set,such deposit to be refunded if the drawings and specifications are returned in good condition not later than 30 days after the date fixed for opening of bids.
