Chairman Virgil H.Reed called the joint meeting of County Sani
tation District Boards to order at ~:O5 p.m.
The roll was called and the Secretary reported that all District
Boards had a quorum present with the exception of District No.~.

MINUTES OF A motion was made,duly seconded and carried
MEETING OF that District Boards Nos.1,2,3,5,6 and 7
FEBRUARY 14,1951 approve the minutes of the meeting held on Feb
ruary 14,1951,as mailed out.

OFFICER’S RJ~PORT reported:
1.That Resolution No.15,adopted on June 2~,1950,autlioriz
ing a preliminary survey and establishing rates of pay should
be repealed and a new motion adopted which would meet the
union’s negotiated pay schedules.Mr.Launer read the
unjon’s pay schedules for survey crews and draftsmen.
2.Seven.estimates had been obtained for printing the Purchase
and Sale Agreement and the Petition for Writ of Mandate~~
These estimates were examined by the ~xecutive Committe(
who adopted a motion recommending that this printing b~given
to the firm submitting the lowest bid and the best delivery
date.The Purchase and Sale Agreement was given to the
Western Printing Company Of Whittier,in accordance with the
lowest estimate and best delivery date,The Western Printing
Company were able to deliver the agreements within three
days;all of the other printing firms required from one
week to seventeen days to print this material.
EXECUTIVE COMMITTEE Director Robert H.Boney,Chainnan of the
REPORT Executive Committee,reported:
1.The Executive Committee met on February 21,~
2.Each paragraph of’the Agreement for Purchase and Sate was
read and reviewed by members of the Committee and the
attorneys,Messrs.Turner,Marks,Ashtori,Nisson and Chaffee.
A motion was made and unanimously carried by members of the
Executive Committee recommending that the District Boards
approve and authorize the execution of the Purchase and
•Sale Agreement.
3.A discussion was held upon employment of an engineer to
modify the Bacon reports and a Committee of three,Director
Willis H.Warner as Chairman,Director Virgil H.Reed and
Director Hugh W.Warden,was appointed to make preliminary
investigations and gather information on the qualifications
of engineering firms for modification of the Bacon reports
and design of the works.This Committee is to report
their findings to the Executive Committee for consideration
and action.
CORRESPONDENCE The Secretary read a letter from Director
Frank J.Schweitzer of the Board of Directors
of County Sanitation T)istrict No.2,in
which he expressed the opinion that the City of Brea does not
want to participate in the signing of’the Agreement for Purchase
and Sale as there is the possibility that the limited participation
districts might be required to assess a tax levy exceeding the
lO and 12 per ~1OO assessed valuations.
A motion was made,duly seconded and carried that Director
Frank J,Schweitzer’s letter be received and filed by the
Secretary.

Motions were made,duly seconded and carried
by members of County Sanitation District Boards
Nos.1,2,3,5,6,7,and 11 that Resolution
No.15,adopted on June 28,1950 be and is here
by repealed.This resolution authorized the
preliminary surveys and established classifications and rates of
pay for survey crews and draftsmen.
Motions were made,duly seconded and carried by members of~
County Sanitation Districts Nos.1,2,3,5,6,7 and 11 Board.8
o.f Directors that the Temporary Engineer of the Joint Administ~’a
tive Organization be and is hereby directed to have made surveys
to acquire rights of way through the Pacific Electric Railway,
State Highway~State Park ~.ind State Land Commission and to secure
necessary engineering data to tie int.o the existing outfall
structures.
That said Terñporary ~~ng1neer is authorized and directed to
employ surveying parties and draftsmen to work under his direction
and supervision to make said surveys,establish precise bench
marks and make permanent records thereof for the Joint Administr
ation Organization of County Sanitation Uistricts Nos.1,2,3,
5,6,7 and 11 for their joint benefit;and
That the classifications of the employees arid the maximum
rate of pay for each of said classifications is fixed as fol].ows:

Garden Grove Sanitary District,as Sellers,and County Sanitation Dist
ricts Numbers One,Two,Three,Five,Six,Seven and Eleven of Orange
County,as Buyers,wherein the Sellers agree to sell and the Buyers
agree to buy the land,rights of way and sewage disposal facilities
in what is commonly known as Section I of the Joint Outfall Sewer be
and the same is hereby approved.

at law,to perform said services;

time it is desirable that said resolution be repealed;

WHEREAS,in accordance with the provisions of the County Stini
tatiori District Act,now Chaptet’3,Part 3~Division V of the Health
and Safety Code,Section 4700 to Section ~both in~lusive,the
Board of Directors of County Sanitation District No.2 of Orange
County,created ~r1de~’said Act,did on the 26th day of January,194.9,
by resolution,adopt the report required by Section 4.74~of said Act,
of Vintori W.Bacon,Sanitation Engineer,filed in the office of the
Board of Directors on December 22,l94.~and
WHEREAS,on the 26th day of January,1949,said Board of Directors
of said District did adopt a resolution calling and ordering a spe’-ial
election to be held in said District on the 2ath day of February,
1949,for the object and purpose of submitting to the,qualified elect
ors of said District the proposition of incurring a bonded debt in the
amount of ~l,644,0OO.OO for the purposes stated in the said report of
Vinton W.Bacon,which said resolution also stated the estimated cost
of the proposed work,the amount of the principal of the indebtedness
to be incurred therefore,and the pr~portiona1 part of such indebtedness
to be paid each and every year,and the rate of interest to be paid on
said indebtedness and in said resolution prescribed the manner o hold
irig said election and the manner of voting for or against incurring
such indebtedness;and
WHEREAS,upon completion by the Board of Directors of said Dist
rict of the canvassing of the returns of said election,the said Board
of Directors did,by resolutiQn adopted on the 7th day of March,1949,

3.That said bonds shall be substantially in the following

tation District Act,now Chapter 3,Part 3,Division V of the Health
and Safety Code of the State of California,for value received hereby
acknowledges itself indebted and promises to pay to the bearer hereof
on the first day of March,19 ,at the office of the County
Treasurer of the County of Orange,in the City of Santa Aria,State of
California,the sum of one thousand dollars in lawful money of the
United States,with interest thereon in like lawful money,at the rate
of ____per cent per annum,payable semiannually on the first day of
March and the first day of September of each and every year from and
after the date hereof,except that interest for the first year shall
be payable in one installment at the end of,said year at the said
office of the County Treasurer of the County of Orange,on presentation
and surrender of the intarest coupons hereto attatched,until this bond
is fully paid.
This bond Is one of a series of one thousand six hundred forty
f our bonds of like tenor arid date,except as to maturity and except
that theinterest rates thareof may differ,numbered consecutively from
ito 1644,inclusive,amounting in the aggregate of one millionsix
hundred forty-four thousand ctoll~rs.
This bond is issued by the Board of Directors of County Sanitation
District No.2 of Orange County,California,under the authority con
ferred upon said ~oard by the provisions of said County Sanitation
District Act,and by virtue of a two-thirds vote of the qualified voters
of said district voting at an election duly called and held on the 2~th
day of February,1949.
IT I~HEREBY CF~TIFIED,RECITED i~ND DECLARED that said election
was duly caU.ed,du~.y he].d and duly conducted and the notice thereof
duly given and the returns thereof canvassed and declared in accordance
with all the provisions of law relating thereto,and that all of the
proceedings of the ~oard of Directors of County Suriitation District
No.2 of Orange County in the matter of the issuance of this bond were
regular and in strict accordance with the provisions of said County
Sanitation District Act and of the Constitution of the State of Calif
ornia.It is further declared that the Issue of bonds of which this
bond is one is the first issue of bonds of said County Sanitation
District No.2.
This bond is in the form prescribed by resolution of the Board
of Directors of County Sanitation tistrict No.2 of Orange County
adopted on February 2~,1951,and the n~oney for the redemption of this
bond and the payment of interest thereon shall be derived from an
annual tax upon the real property in said district and all of the said
property in said district shall be and remain liable to be taxed for
such payments.

tion District No.2 has caused this bond to be signed by its Chairman
and countersigned by the Auditor of said district and the seal of said

interest on said bonds for that year and such portion of the principal
thereof as is to become due before the time for making the next general
tax levy and the said Board of Supervisors,in accordance with the
duty imposed upon them by the provisions of said County Sanitation
District Act,shall annually at the time and in the manner of levying
other county taxes levy and cause to be collected,a tax upon the tax
able real property in said County Sanitation District No.2 of Oranl7e
County,based upon the last equalized assessment roll of said county,
sufficient to pay the interest on said bonds for that year and such
portion of the principal thereof as is to become due before the time
for making the next general tax levy.Said tax shall be collected at
the same time arid in the same manner as the general tax levy f or county

RESOLUTION OF THE BOARD OF DIRECTORS OF COUNTY
SANITATION DISTRICT NO.7 OF THE COUNTY OF ORANGE,
STATE OF CALIFORNIA,AUTHORIZING THE ISSUANCE OF
DISTRICT BONDS IN THE SUM OF FOUR HUNDRED AND
EIGHTY-EIGHT THOUSAND (~488,OOO.OO)DOLLb~RS

On motion of Director Willard Smith,duly seconded and carried,
the following Resolution was adopteci:
WHEREAS,in accordance with the provisions of the County Sanitation
District Act,now Chapter 3,Part 3,Division V of the Health and Safety
Code,Section 4700 to Section 4856,both inclusive,the Board of Dir
ectors of County Sanitation District No.7 of Orange County,created
under said Act,did on the 26th day of January,1949,by resolution,
adopt the report required by Section 4748 of said Act,of Vinton W.
Bacon,Sanitation i~ngineer,filed in the office of the Board of Dir
ectors on December 22,1948;and
WHEREAS,on the 26th day of January,1949,said Board of Directors
of said District did adopt a resolution calling and ordering a special
election to be held in said District on the 2~ti~day of February,1949,
for the object •and purpose of submitting to the qualified electors of
said District,the proposition of incurring a bonded debt in the amount
of ~p488,OOO.OO for the purposes stated in the said report of Vinton
W.Bacon,which said resolution also stated the estimated cost of the
proposed work,the amount of the princip~d.of the indebtedness to be
incurred therefor,and the proportic~nal part of such indebtedness to be
paid each and every year,and the rate of interest to be paid on said
indebtedness and in said resolution prescribed the manner of holding
said election and the manner of voting for or against incurring such
indebtedness;and
WHEREAS,upon completion by the Board of Directors of said Dis
trict of the canvassing of the returns of said election,the said
Board of Directors did,by resolution adopted on the 7th day of March,
1949,find,determine and declare that at said election more than two-
thirds of the total votes cast were in favor of incurring such bonded
indebtedness;and
WHEREAS,all steps necessary to be taken and acts necessary to be
performed in accordance with the provisions of said Act and all condi
tions precedent to the issuance by said District of bonds in the sum
of $488,000.00,which are prescribed by law and have been fully com
plied with,
NOW THEREF~E,IT IS HEREBY FOUND,DETERMINED AND.ORDERED,by
this Board of Directors of County Sanitation District No.7 of Orange
County:
1,That b 13 Of County Sanitation Di net No.7 of Orange
County in the sum of ~p4€~8,O0O.O0 shall be issued in accordance with
the provisions of said County Sanitation District Act,as amended,for
the objects and purposes set forth in the said resolution calling said
special election.That said bonds shall be four hundred eighty eight
(4(~8)in number.That all of said bonds shall be of the ~ncinination of
~l0OO.0O and shall be numbered 1 to 4.88 inclusive;that said bonds
shall be designated and known as “County Sanitation District No,7 of
Orange County Bonds,Series 1”,and shall be dated March 1,1951;and
that the maximum rate of interest to be paid on said bonds shall be
three percent (3f~)per annum and shall after the first year be payable
semi-annually on the first day of September and the first day of March
of each year,and for the first year shall be payable in one instal’.

district created and existing under and by virtue of the County Sani
tation ijistrict Act,now Chapter 3,Part 3,Division V of the Health
and Safety Code of the State of California,for value received,hereby
acknowledges itself indebted and promises to pay to the bearer hereof
on the first day of March,19 ,at the Office of the County Treas
urer of the County of Orange,in the City of Santa Ana,State of Calif
ornia,the sum of Qne Thousand Dollars in lawful money of the United
States,with interest thereon in like lawful money,at the rate of

percent per annum,payable semi-annually on the first day of ~itcmber
and the first day of March of each and every year ftom and after the d~e here of except
that int~estfor the fix~tyearshellbe payable in one installment at the
end of said year at the said office of the County Treasurer of the
County of Orange,on presentation and surrender of the interest coupons
hereto attached,until this bond is fully paid.
This bond is one of a series of four hundred eighty eight bonds
of like tenor and date,except as to maturity and except that the in
terest rates thereof may differ,numbered consecutively from 1 to L1.~1J,
inclusive,amounting in the aggregate of four hundred eighty eight
thousand dollars.
This bond is issued by the Board of Directors of County Sanitation
District No.7 of Orange County,California,under the authority con
ferred upon said Board by the provisions of said County Sanitation
District Act,and by virtue of a two-thirds vote of the qualified
voters of said district voting at an election duly called and held on
the 2~th day of February,1949.
IT IS HEREBY CERTIFIED,RECITED AND DECLARED,that said election
was duly called,duly held and duly conducted and the notice thereof
duly given and the returns thereof canvassed and declared in accord
ance with all the provisions of law relating thereto,and that all of
the proceedings of the Board of Directors of County Sanitation District
No.7 of Orange County in the matter of the issuance of this bond were
regular and in strict accordance with the provisions of said County
Sanitation District Act and of the Constitution of the State of Calif
ornia.It is further declared that the issue of bonds of which this
bond is one is the first issue of bonds of said County Sanitation
District No.7.
This bond is in the form prescribed by resolution of the Board of
Directors of County Sanitation District No.7 of Orange County adopted
on February 2~,1951,and the money for the redemption of this bond and
the payment of interest thereon shall be derived from an annual tax

upon.the real property in said district and all of the said property
in said district shall be and remain liable to be taxed for such pay
ments.
IN 1:.!ITNESS WHEREOF,the said Board of Directors of County Sani
tation District No.7 has caused this bond to be signed by its Chair-
man and countersigned by the Auditor of said district and the seal
of said district to be affixed thereto,and the interest coupons
attached hereto be signed by said Auditor by his engraved or litho

5.That the Chairman of the Board of Directors of said
County Sanitation District No.7 be,and he is hereby authorized and
directed to sign all said bonds and to affix thereto the seal of said
district,and the Auditor of said district be,and he is hereby author
ized and directed to countersign said bonds,and to sign by his engraved
or lithographed signature the interest coupons of said bonds,and that
said bonds when so signed and countersigned shall be delivered by said
Auditor of said district to the Treasurer of,said County,and shall by

said Treasuer be delivered to such persons in such amounts and such
times as the Board of Directors of County Sanitation District No.7
shall determine and direct.
6.That the proceeds of the sale of said bonds shall be
placed in the Treasury of the County of Orange to the credit of
County Sanitation District No.7 of Orange Couflty~and all premiums
and accrued interest received shall be paid into the fund to be used
for the payment of principal and interest on the bonds,and the re
mainder of the proceeds of the sale shall be paid into the construction
fund of the district and shall be applied exclusively to the objects
and purposes mentioned in the resolution of said Board of Directors of
County Sanitation District No~7,adopted on January 26,1949,calling
the special election at which said bonds were voted.
7.That the Board of Directors shall annually,at least
fifteen (15)days before the first day of the ~ionth in w~iich the Board
of Supervisors of Orange County is required,by law,to levy the amount
of taxes required by law for county purposes,furnishto said Board of
Supervisors,a written statement of the amount necessary to pay the
interest on said bonds for that year and such portion of the principal
thereof as is to become due before the time for making the next general
tax levy and the said Board of Supervisors,in accordance with the
duty imposedupon them by the provisions of said County Sanitation
District Act,shall annually at the time and in the manner of levying
other county taxes levy and cause to be collected,a tax upon the tax
able real property in said County Sanitation District No.7 of Orange
County,based upon the last equalized assessment roll of said County,
sufficic-nt to pay the interest on said bonds for that year and such
portion of the principal thereof as is t~become due before th~time
for making the next general tax levyb Said tax shall be collected at
the same time and in the same manner as the general tax levy for
county purposes and when collected,shall be paid into the Treasury of
said Orange County to the credit of said district and shall be used for
the payment of the principal and interest upon said bonds and for no
other purpose.The principal and interest on said bonds shall be paid
by the County Treasurer of Orange County in the manner now or hereafter
provided for by law for the payment of principal and interest on the
bonds of said county.

INCREASED COMPENSATION The following Resolution was adopted by

RESOLUTI ON CONCERNING EMPLOYMENT OF ATTORNEY
WHEREAS,Sanitation DistrictNo.7,of the County of Orange,has
employed C~Arthur Nisson,Jr.as an attorney on a temporary basis,to
represent the District in negotiating with certain other Sanitation
Districts,Sanitary Districts and Municipalities in connection with the
County-wide sanitation plan and in negotiating purchase agreements and
joint construction and operation agreements;and other matters in
connection therewith that arise from time to time;and
WHEREAS,it is deemed reasonable to bring the hourly rate of pay
of said attorney up to the standards prevailing in the County of Orange
to that of other attorneys doing similar work for other County Sanita
tion Districts.
NOW,THEREFORE,BE IT RESOLVED:
That Sanitation District No.7 continue the employment of C.
Arthur Nisson,Jr.,attorney at law,to represent said Sanitation Dist
rict in all matters in connection with its negotiation of purchase
agreements and joint construction and operation agreements,and other
matters that may arise from time to time,at an hourly rate of ~12.5O
per hour for the time actually spent by said attorney in services to
said Sanitation District,and that this hourly rate of pay be made
effective as of the first day of March,1951.That
said temporary employment should be based on an E~hour day~the inaxi
mum compensation for any one day not to exceed the sum of 400.OO re
gardless of the number of,hours worked.Such compensation to be paid
out of the funds of District No.7 upon demands presented by said attor
ney.
So much of Resolution No.17 concerning employment of C.Arthur
Ni.~son,Jr.as attorney for District 7 as may be in conflict herewith
is hereby repealed.
