The Board of Directors of County Sanitation District No.11
met in regular session.
The joint meeting of the district boards was called to order
by Chairman Virgil H.Reed~at 8:05 p.m.

Chairman Virgil H.Reed called the joint meeting of County
Sanitation District Boards to order at 8:05 p.m.
The Secretary called the roll and reported that a quorum
of the Board was present,
MINUTES OF A motion was made,duly seconded and
MEETING OF carried approving the rnir~tes of’the

mailed out.

ADMINISTRATIVE Mr.Nelson M.Launer,Administrative Officer
OFFICER’S REPORT reported:
1.That Resolution No.15,adopted on June 2~,1950,authoriz
ing a preliminary survey and establishing rates of pay should
be repealed and a new motion adopted which would meet the
union’s negotiated pay schedules.Mr.Launer read the
union’s pay schedules for survey crews and draftsmen.
2~Seven estimates had been obtained for printing the Purchase
and Sale Agreement and the Petition for Writ of Mandate.
These estimates were examined by the Executive Committee
who adopted a motion recommending that this printing be given
to the firm submitting the lowest bid and the best delivery
date.The Purchase and Sale Agreement was given to the
Western Printing Company of Whittier,in acoordance with the
lowest estimate and best delivery date.The Western Printing
Company were able to deliver the agreements within three
days;all of the other printing firms required from one
week to seventeen days to print this material.
EXECUTIVE COM~’IITTEE Director Robert H.Boney,Chainrian of the
REPORT Executive Committee,reported:
1.The Executive Committee met on February 21,1951.
2.Each paragraph of the Agreement for Purchase and Sale was
read and reviewed by members of the Committee and the
attorneys,Messrs.Turner,Marks,Ashtori,Nisson and Chaffee.
A motion was made and unanimously carried by members of the
Executive Committee recommending that the District Boards
approve and authorize the execution of the Purchase and
Sale Agreement.
3.A discussion was held upon employment of an engineer to
modify the Bacon reports and a Committee of three,Director
Willis H.Warner as Chairman,Director Virgil H.Reed and
Director Hugh W.Warden,was appointed to make preliminary
investigations and gather information on the q~a1ifications
of engineering firms for modification of the Bacon reports
and design of the works.This Committee is to report
their findings to the Executive Committee for consideration
and action.
CORRESPONDENCE The Secretary read a letter from Director
Frank J.Schweitzer of the Board of Directors
of County Sanitation i)istrict No.2,in
which he expressed the opinion that the City of Brea does not
want to participate in the signing of the Agreement for Purchase
and Sale as there is the possibility that the limited participation
districts might be required to assess a tax levy exceeding the
1O and 12 per ~lO0 assessed valuations.
A motion was made,duly seconded and carried that Director
Frank J.Schweitzer’s letter be received and filed by the
Secretary.

A motion was made by Director Vernon E.

rates of pay for survey crews,be and is hez’eby repealed,
A motion was made by Di~éctor Vernon E~Langenbeok,duly
seconded and.carried.by members of the Board of Directors of
County Sanitation District No.11 that the Temporary Engineer
of the Joint Administrative organization be and is hereby directed
to have made surveys to ~.cquire rights of way through th~Pacific
Electric Railway,State Highway,State Park and.State Land.Com—
mission and to secure necessary engineering data to tie into the
existing Outfall stru~tu~es.
That said.Tempoi~ary Engineer is au~hor1zed and directed to
employ sur~veying parties and.draftsmen to work under his direc—
tion and supervision to z~iake said SU~Ve~8,establish precise
bench marks and make permanent records thereof f or the Joint Ad
ministration Organization of County Sanitation District Nos.1,
2,3,.5,6~7,and 11 fbr their joint benefit;and.
That the classifications or the employees and.the maximum
rate of cay for each of said classifications is fixed as followg~

APPROVING THE AGREEMENT OF PURCHASE AND SALE BE
TWEEN THE CITIES OF SANTA ANA,ORANGE,ANAHEIM AND
FUtLERTON,AND PLACENTIA SANITARY DISTRICT,LA HABRA
SANITARY DISTRICT,BUENA PARE SANITARY DISTRICT AND
G~RDEN GROVE SANITARY DISTRICT,AS SELLERSj AND
COUNTY SAN:TATI0N DISTRICTS NUMBERS ONE,TWO,THREE,
FIVE,SIX,SEVEN AND EI~EVEN OF O:~ANGE COUNTY,AS
BUYERS.
The Board of Directors of County Sanitation IDistriot Number
Eleven does resolve as follows:
SECTION I~That the certain contract mad.c Tby the Citios
of Santa Ana,Orange,Anaheim and Fullerton,and Placentia
Sanitary District,La Habra Sanitary District,Buena Park
Sanitary District and Garden Grove Sanitary ~istri~t:~as Sellers,
and County Sanitation Districts Numbers One,Two,Three,Five,
Six,Seven and Eleven of’Orange County,as Bu~e~a,wherein the
Sellers agree to sell and.the Buyers agree to buy the land,rights
of way and sewage disposal facilities in what i~commonly known
as Section I of the Joint Outfall Sewer be and.the same is here
by approved.
SECTION II.The Chairman of’the Board of Directors of
County Sanitation District Number Eleven and the Secretary there—
of are hereby instructed and authorized to execute said contract
on behalf of County Sanitation District Number Eleven of Orange
County.
The foregoing resolution was introduced.by Director Vernon
E.Langenbeck,who moved its adoption.Said motion was seoond.od
by Director Jack Greer’,and was carried by the following vote:

Warner.
