The Board of Directors of County Sanitation DistrLct No.11
met in regular session.
The joint meeting of the district boards was called to order
by Chairman Virgil H.Reed at ~:1O p.m.
There were present:Director Willis H.Warner (Chairman)
Director Vernon E.Langenbeck
Director Jack Greer
Directors absent:None.

MINUTES OF JANUARY A motion was made,duly seconded and
10,1951 MEETING carried,approving minutes of Januarf

ADMINISTRATIVE Mr.Nelson M.Launer,Administrative
OFFICER’S Officer,reported that the new
REPORT directory of County Sanitat~~n Dist
rict Boards of Directors wpj4~b9
distributed at this meeting.
Mr.Launer called upon Mr.E.J.Marks for a le~.prp~rpss
report.
Judge Marks reported as follows:
1.All of the required information has been su:~4
to Mr.James L.Beebe,but the contracts hapf ~
yet been returned by him.
2.Congressman Phillips has consented to introdu~~.
bill giving the cities the right to sell ~
ties built in part with WPA funds.It has ~n
suggested to him that he present two bills,pn~
for the joint Districts and another for Dist~cts
Nos.5 and 6 and the City of Newport Beach.
3.A bLll authorizing the permanent right of muniçi
palities to lease water and sewerage facilit~eâ
has been introduced in the State Legislature and
was to have been passed this week;due
early adjournment,it will probably go over
the next session.
A.general discussion was held upon various facto~’s ç~s~g
the delay in preparing the final drafts of the contr~c~.
Director Willis H,Warner reported that while i~~
he had discussed the Chapter 20 funds with the Stat~‘c~rp~,ler?p
Office and several Senators.He reported that the •~a~is ‘
these funds is:I
1.Application has been made,reviewed and app~oy~4
and funds of $553,96~allocated by the Statp for
use in construction of the land and marine
sections of the ocean outfall.
2.This money will be paid only after the projec~~I~a~
been completed,the bills paid and statement rende~e4,
which must be before the 31st of December,l9~2.
Construction must be started before December 3~
1951,which gives one year to complete the project.
The completion time allowed in the origin4 ep~j~e~r
ing plans was two years.

3.That there will be some bills before the
Legislature to provide time changes in the e~çt,
but there are two factors to keep in mind;
(a)Chapter 20 funds were set up to
alleviate unemployment;we are
now going into war production
with high employment.
(b)With the present State program of
economy,these funds may be
desired for other State purposes.
We may face a change,not of time
extension,but one diverting
unused funds to civil defense.
Director Warner expressed the opinion that it shc~1,c~~
determined now if the Sanitation Districts are going t~~~1e
tomeet the time and other requirements for Chapter .0 f~inc1~.
If the Sanitation Districts are not going to be able to meet
these requirements,the allocation should be returned to th~
County so that application can be made for use of this rnor~y
for other County purposes which are acceptable to the Sta,te,
Director Don B.Haiber suggested that a program ~
up of actions to be taken after the contracts are si~e~~
that a period of time be allocated to each action so th~t a
date schedule could be maintained in order to meet the rqqir~
ments of Chapter 20 funds.
At the request of Director Don B.Haiber,the Ad~t~ye
Officer reported upon the meeting of the i~xecutive Cpr~n~,tee at
which time the contracts were gone over in detail,~~
was presented to Mr.Beebe,That Mr.Beebe had request.ed dC~jr
ñite information as to whether flowage was being ta1c~r~~ro~n
sources outside of the Districts and that a survey w4s ~i~ad~p~1
the northern part of the County and a report given tQ Mrf ~eb~
last week.Mr.Launer st~ited that Mr.Beebe had ther~r~q4e~t~
further information on the finances of County Sanit~tio~Dist~
rict No.7,including funds on hand,percentages and ~4~u~ts
which would be due the cities,assessed valuations and~n~ol~ç~d
taxes.
A general discussion was held upon the possibility of fi~icIs
being advanced from the Federal Housing and Finance Agency who.
lend money for preliminary surveys and engineering work in
projects of this kind —the money to be repaid withp~t in~re~
when the bonds are sold.Director Allen A,Mandy pre~s~the
opinion that exploration work and engineering work ~iou~4 ~be
started until the contracts are signed.

Upon motion made by Director Vernox~E.Langenbeck,4uly
seconded and carried,the Chairman declared the mé~ing
of County Sanitation District No,11 Board of Directors
adjourned at ~:35 p.m.
