The joint meeting of the district boards was called to order by Chairman Virgil H.Reed at ~:lO p.m. There were present:Director Emerson B.Milnor (Chairman) Director Harold E.i~dwards Absent:Director Heinz Kaiser Others present: - Nelson M.Launer,Adxnthistrative Officer Nat H.Neff,Engineer E.J.Marks,Attorney Harry Ashton,Attorney C.Arthur Nisson,Jr.,Attorney F.13.Owen,Costa Mesa Sanitary District K.J.Harrison Ora Mae Merritt,Secretary MINUTES OF JANUARY A motion was made,duly second~d ~.nd 10.,1951 MEETING carried,approving the minutes of January 10,.1951 meeting,as mailed out. -1— ~)k~ ADMINISTRATIVE Mr.Nelson M.Launer,Administrative OFFICER’S Officer,reported that the new REPORT directory of County Sanita~qn Dist rict Boards of Directors WQ~~b~ distributed at this meeting. Mr.Launer called upon Mr.~.J,Marks for a le~a~.prpgre~s report. Judge Marks reported as follows: 1.All of the required information has been ~ to Mr.James L.Beebe,but the contracts haye’~ yet been returned by him. 2.Congressman Phillips has consented to ii~itrocWc~~ bill giving the cities the right to sell ~ ties built in part with WPA funds.It has suggested to him that he present two bills,py~ for the joint Districts and another for Dis4~ict.s Nos.5 and 6 and the City of Newport Beach. 3.A bill authorizing the permanent right of m~rniç~ palities to lease water and sewerage facilit~.es has been introduced in the State Legislature and was to have been passed this week;due to early adjournment,it will probably go ove~~9 the next session. A.general discussion was held upon various factor,s ça~sip~ the delay in preparing the final drafts of the contract~. Director Willis H.Warner reported that while i~~ he had discussed the Chapter 20 funds with the State cpro~er~s Office and several Senators.He reported that the ~:p~ these funds is: 1.Application has been made,reviewed and approve4 and funds of $553,96~allocated by the State f~~’ use in construction of the land and marine sections of the ocean outfall. 2.This money will be paid only after the pro,jecj~I~s been completed,the bills paid and statement rer~d~r~4, which must be before the 31st of December,195?! Construction must be started before December 3~ 1951,which gives one ~year to complete the projeoj. The completion time allowed In the origin~.er7 ing plans was two years. —2— I U 3.That there will be some bills before the Legislature to provide time changes in the i~pt, but there are two factors to keep in mind: (a)Chapter 20 funds were set up to alleviate unemployment;we are now going into war production with high employment. (b)With the present State program of economy,these funds may be desired for other State purposes. We may face a change,not of time extension,but one diverting unused funds to civil defense. Director Warner expressed the opinion that it shc4 1~ determined now if the Sanitation Districts are going ~p b~~ to meet the time and other requirements for Chapter 2Q ~?uiid~. If the Sanitation Districts are not going to be able to m~t these requirements,the allocation should be returne4 to the County so that application can be made for use of this rnpn~y for other County purposes which are acceptable to the State. Director Don B.Haiber suggested that a progr~n~~4r~n up of actions to be taken after the contracts are sig~~~. that a period of time be allocated to each action soth~Z ~ date schedule could be maintained in order to meet the ~‘equi~e.7- ments of Chapter 20 funds. At the request of Director Don B,Haiber,the ~ Officer reported upon the meeting of the i~xecutive C~mn~t~~t which time the contracts were gone over in detail.~Qh p~4.n~ was presented to Mr.Beebe.That Mr.Beebe had request~d~fir ñite information as to whether flowage was being taken ~rpn~ sources outside of the Districts and that a survey ~~c1~pf the northern part of the County and a report given tq Mr.~eb~ last week.Mr.Launer stated that Mr.Beebe had ther~rq~t~d further information on the finances of County Sanit~tiop Pi~ rict No.7,including funds on hand,percentages and an~p4nts which would be due the cities,assessed valuations ~nd ~plepj~d taxes.
