We,the undersigned,being all of the Directors of County
Sanitation District No.7,Orange County,California,do by these
presents waive notice of a special meeting of said County Sani
tation District No.7 Board of Directors to be held at the above
named time and place for the purpose of:
1.Discussion and consideration of the 1951—52 budget.
2.Any other matters which may come before the Board.

Pursuant to a waiver of notice of a special meeting,duly signed by
each member of the Board of Directors of County Sanitation District No.7,
a special meeting of the Board was held at 3:00 p.m.,on the.lOth day of
July,1951 in the Board of Supervisors’Room,Court House,Santa Aria,
California.
Directors present:Vincent L.Humeston (Chairman)
Willard Smith

Directors absent:None.
Others present:C.Arthur Nisson,Jr.,Attorney
K.J.Harrison,Consulting Engineer
J.A.Woolley,Consulting Engineer
Hugh Neighbour,City Engineer,Santa Aria
C.M.Featherly,Supervisor
Ora Mae Merritt,Secretary
The meeting was called to order by Chairman Vincent L.Huineston at
3:10 p.m.
The roll was called and the Secretary reported a quorum of the Board to
be present.
A motion was made by Director Kaiser,seconded by Director Smith and
duly carried,approving the minutes of the meeting held on June 27th,1951,
as mailed out.
Chairman Hunieston called upon Mr.K.J.Harrison for a review of the
1951 Modification Plan relative to the changes proposed for District No.7.
Mr.Harrison reviewed the plan,comparing the proposed changes by the
use of the diagram in the 1951 Modificatio~Plan and the diagram contained
in the Bacon report.

Mr.Harrison stated that the major changes proposed in the 1951 Modi
fication Plan are the use of the present 48”line with a paralleling 60”
line,instead of the 84”line down Bushard Street,the addition of new
sedimentation facilities and digesters at the present plant,and construction
of another plant at the lower end.That the 84”line proposed in the Bacon
report was deep under the ground and,by use of the 60”line paralleling the
48”line,considerable saving would be effected by not having to bury the 60”
pipe at the depth required for 84”pipe down Bushard Street.
A general dIscussion was held upon the wording in the Bacon report which
would abandon the existing section of 48”pipe in 1960.It was concurred that
the wording in the Bacon report did not specifically state abandoning this
section,but implied that it would not be used.
Director McBride asked if the proposed 48”line replacement for the
3,350’of 42”pipe and the proposed 60”paralleling line could not be com
bined into one line of 84”.Mr.Harrison stated that this probably could be
done;that their reason for pxoposing the 48”replacement was that they under
stood the 42”pipe needed replacing now~and that 84”pipe would have to be
made,while 48”pipe is obtainable.
Director McBride asked if the 1951 Modification Plan should not state
that 84”pipe could be used,or if further modification can be made after the
plan has received the bond attorneys’approval.
Mr.Nisson stated that further modification will be allowed by specific
resolution adopted by a f~our—fifths vote of the District Boards.Mr.Harrison
stated that they have been informed by O’Melveny &Myers and Judge Marks
that the bond attorneys’sole interest is that they receive a plan that is
workable and legal for the sale of bonds,and later,if alterations are de
sired by the Districts,such alterations can be made by a four-fifths vote
of the District Boards.
Director McBride raised the question as to the specific wording of use
of clay liners.Mr.Harrison stated that other liners could be used~and it
was not the intent to limit the protection but that prices on clay liners
were the lowest quotations they had received.
A general discussion was held upon liners end various pipe protection
mediums,
A motion was made by Director Kaiser,seconded by Director Smith and
duly carried that the Board of Directors.qf County Sanitation District No.
7 recommend that the 60”:l4ne from Plant No.1 to the southerly terminus of
the 48”J.0.S.Section I Outfall be constructed of 60”reinforced concrete
pipe,or 60”reinforced concrete pipe properly protected;and
That the remaining 3,350’plus or minus to connect with the ocean out
fall be constructed of rein.f”orced concrete pipe or reinforced concrete pipe
properly protected of a size sufficient to take care of the needs of t}~e
Districts as determined by the Bacon report up to the year 1990.

Upon a motion made by Director McBride,seconded by Director Kaiser,
the Chairman declared the meeting adjourned at 4:15 p.m.
