The joint meeting of the di.strict boards was call~d,t~ord~r by Chairman Virgil H.Reed at ~:1O p.m. There were present:Director Vincent L.Humeston (Chairman) Director Virgil H.Reed Director Willard Smith Directors absent:Director Heinz Kaiser Others present:Nelson M.Launer,Administrative Qffice~ Nat H.Neff,Engineer E.J.Marks,Attorney C.Arthur Nisson,Jr.,Attorn~y F.B.Owen,Costa Mesa Sanit~ry Distric~ K.J.Harrison Ora Mae Merritt,Secretary MINUTES OF MEETING A motion was made,duly s~aonded and DECEMBER 27,1950 carried,approving the miflutes of December 27,1950 meeting,~.s mailed out. —1— 21L1~ ADMINISTRATIVE Mr.Nelson M.Launer,Administrative OFFICER’S Officer,reported that the new REPORT directory of County Sanitat~pn Dist rict Boards of Directors woq~4 ~ distributed at this meeting. Mr.Launer called upon Mr.~.J M~trks for a le~~prog~’ess report. Judge Marks reported as follows: 1.All of the required information has been to Mr.James L.Beebe,but the contracts ha~~ yet been returned by him. 2.Congressman Phillips has consented to intro4~c~~ bill giving the cities the right to sell fa~i~4.r. ties built in part with WPA funds.It has suggested to him that he present two bills,~ for the joint Districts and another for Dist~cts Nos.5 and 6 and the City of Newport Beach. 3.A bill authorizing the permanent right of’muni~i.. palities to lease water and sewerage facilities has been introduced in the State Legislature and was to have been passed this week;due to early adjournment,it will probably go over ~O the next session. A general discussion was held upon various factor$~ the delay in preparing the final drafts of the contract~ Director Willis H.Warner reported that while ~çr~1~.p he had discussed the Chapter 20 funds with the Stat~~p~p~,er’~s Office and several Senators.He reported that the ~~‘~is ç~j’ these funds is: 1.Application has been made,reviewed and apprQ~’e~. and funds of 4~553,96~allocated by the State ~°r use in construction of the land and marine sections of’the ocean outfall. 2.This money will be paid only after the project has been completed,the bills paid and statement ren4ered,, which must be before the 31st of December,1952, Construction must be started before December 31~ 1951,which gives one year to complete the pro?jeot. The completion time allowed in the origin~.~.r~e~rr ing plans was two years. —2-. 215 3.That there will be some bills before the Legislature to provide time changes in the i~pt, but there are two factors to keep in mind: (a)Chapter 20 funds were set up to alleviate unemployment;we are now going into war production with highernployment. (b)With the present State program of economy,these funds may be desired for other State purposes. We may face a change,not of time extension,but one diverting unused funds to civil defense. Director Warner expressed the opinion that it shç~.~d ~p determined now if the Sanitation Districts are going t~b~ to meet the time and other requirements for Chapter ?Q f~nç~ If the Sanitation Districts are not going to be able to me~t these requirements,the allocation should be returnee to th~ County so that application can be made for use of this money for other County purposes which are acceptable to the State. Director Don B.Haiber suggested that a program ~ up of actions to be taken after the contracts are si~ne~~n4 that a period of time be allocated to each action so t1~.t a date schedule could be maintained in order to meet the r?qu~.re.~ ments of Chapter 20 funds. At the request of Director Don B.Haiber,the A~~i~tivp Officer reported upon the meeting of the ±~xecutive ~a~ which time the contracts were gone over in detail.~a.~Pp~~pt was presented to Mr.Beebe.That Mr.Beebe had req~sd~i~. ñite information as to whether flowage was being taken ~‘rom sources outside of the Districts arid that a survey wars ~p~’ the northern part of the County and a report given to Mr.B~ebe last week.M~Launer stated that Mr.Beebe had then re44e~ted further information on the finances of County Sanitatio~i ~ rict No.7,including funds on hand,percentages and a~pu~~s which would be due the cities,assessed valuations and ~o1~çi~d taxes. - A general discussion was held upon the possibility of fi~ic~,s being advanced from the ~ederal Housing and Finance Agency who lend money for preliminary surveys and engineering work 1-p projects of this kind —the money to be repaid with9Mt 1-ntere~t when the bonds are sold.Director Allen A.Mandy e~e~the opinion that exploration work and engineering work ~ho~i1d ~ot be started until the contracts are signed. -3-. 21G C ORRESPONDENCE The Secretary read a resolution from the Board of Supervisors appointing Heinz J.Kaiser to the Board of Directors of County Sanitation District No.7 A motion was made,duly seconded and carried~that this resolution be received and filed. DISTRICT NO.7 OPERATING FUND WA~LLA~T REGISTER A motion was made by Director virgil H.
