The Board of Directors of County Sanitation Distri~t.No.6
met in regu1~r session.
The joint meeting of the District Boards was called to order
by Chairman Virgil H.Reed at ~:1O p.m.
There were present:Director C.M.Nelson (Chairman)

MINUTES OF JANUARY A motion was made,duly seconded and

meeting held on January 10,1951,as

ADMINISTRATIVE Mr.Nelson M.Launer~Administrative
OFFICERtS Officer,reported that the new
REPORT directory of County Sanita~çn Dist
rict Boards of Directors wp~4c~~
distributed at this meeting.
Mr.Launer called upon Mr.E.J.Marks for a lega~progress
report.
Judge Marks reported as follows:
1.All of the required information has •been ~
to Mr.James L.Beebe,but the contracts hay~flQ~
yet been returned by him.
2.Congressman Phillips has consented to introd~iç~3
bill giving the cities the right to sell faç~~~
ties built in part with WPA funds.It has ~
suggested to him that he present two bills,~
for the joint Districts and another for Dist~.ct~
Nos.5 and 6 and the City of Newport Beach.
3.A bill authorizing the permanent right of m~inici
palities to lease water and sewerage fe~cilit~.es
has been introduced in the State Legislatur~ar~U
was to have been passed this week;due to i4~
early adjournment,it will probably go over ~
the next session.
A general discussion was held upon various factors ~si~g
the delay in preparing the final drafts of the contr~ct~.
Director WillisH,Warner reported that while 4.~pr~p~er~j.q
he had discussed the Chapter 20 funds with the.Sta~e’~p~4~r!s
Office and several Senators,He reported that the ~
these funds is:
1.Application has been made,,reviewed and appr~ve~
and funds of ~553,96~allocated by the State fo~
use in construction of the land and marine
sections of the ocean outfall.
2.This money will be pa~.d only after the projecj~~
been completed,the bills paid and statement rer~4ere4~
which must be before the 31st of December,19~2?
Construction must be started before December 3~.,
1951,which gives one year to complete the pro~jØct,
The completion time allowed in the origin4”~ne~r
ing plans was two years.

3.That there will be some bills before the
Legislature to provide time changes in theApt,
but there are two factors to keep in mind;
(a)Chapter 20 funds were set up to
alleviate unemployment;we are
now going into war production
with high employment.
(b)With the present State program of
economy,these funds may be
desired for other State purposes.
We may face a change,not of time
extension,but one diverting
unused funds to civil defense.
Director Warner expressed the opinion that it shQ~ç~~
determined now if the Sanitation Districts are going t~’b~~ie
to meet the time and other requirements for Chapter 20 ~fJur1~z?
If the Sanitation Districts are not going to be able tp meq~.
these requirements,the allocation should be returne4 ~o the
County so that application can be made for use of this money
f or other County purposes which are acceptable to the State.
Director Don B.Haiber suggested that a program ~
up of actions to be taken after the contracts are signed ~n4
that a period of time be allocated to each action s~th~i~~
date schedule could be maintained in order to meet the c~4re-
ments of Chapter 20 funds.
At the request of Director Don B.Haiber,the Adp7~tive
Qff jeer reported upon the meeting of the ~xecutive Co t~e ~
which time the contracts were gone over in detail.~a~’~
was presented to Mr.Beebe.That Mr.Beebe had reques~e~.de~.i
ñite information as to whether flowage was being taken ~‘om
sources outside of the Districts and that a survey w~s rn~dep~’
the northern part of the County and a report given to Mr.~çebe
last week.Mr.Launer stated that Mr.Beebe had then r~q~sted
further information on the finances of County Sanitation ~is~r
rict No.7,including funds on hand,percentages and a~ppu~~
which would be due the cities,assessed valuations a~dpp~1~ç~ed
taxes.
A general discussion was held upon the possibility of ur~ç~s
being advanced from the Federal Housing and Finance Agency who
lend money for preliminary surveys and engineering work in
projects of this kind -the money to be repaid withp~t it~re~t
when the bonds are sold.Director Allen A~Mandy express~4 the
opinion that exploration work and engineering work ~o~iØ not be
started until the contracts are signed.

Upon motion made by Director Braden Finch,duly s~p9n~ed
and carried,the Chairman declared the meeting of Cour~y Sar~r
tation District No.6 Board of Directors adjourned at8~35 p.m.
