The Board of Directors of County Sanitation Dis p~c~~o.2
met in regular session.
The joint meeting of the district boards was ca1lec~tp order
by Chairman Virgil H.Reed at a:1O p.m.

MINUTES OF JANUARY A motion was made,duly seconded and

joint meeting held on January 10,1952

ADMINISTRATIVE Mr.Nelson M.Launer,Administrative
OFFICER’S Officer,reported that the new
REPORT directory of County SanitatiQn Dist
rict Boards of Directors ~l~
distributed at this meeting.
Mr.Launer called uponMr,E.J.Marks for a 1e~4 pro~ess
report.
Judge Marks reported as follows:
1.All of the required information has been s~~çj
to Mr.James L.Beebe,but the contracts ha~~qt.
yet been returned by him.
2.Congressman Phillips has consented to introd~~~
bill giving the cities the right to sell ~
ties built in part with WPA funds,It has ~
suggested to him that he present two bills,’pr~
for the joint Districts and another for Distr~t~
Nos.5 and 6 and the City of Newport Beach.
3.A bill authorizing the permanent right of munici
palities to lease water and sewerage facilities
has been introduced in the State Legislatur~~nd
was to have been passed this week;due to
early adjournment,it will probably go over’
the next session.
A general discussion was held upon various factors ça~sing
the delay in preparing the final drafts of the cont’act~?.
Director Willis H.Warner reported that while ~~e~l.p
he had discussed the Chapter 20 funds with the Stat~Ø’~.~r!s
Office and several Senators.He reporte4 that the ~~‘•
these funds is:
1.Application has been made,reyiewed and approye4
and funds of $553,96~allocated by the State fo~i
use in construction of the land and marine
sections of the ocean outfall.
2.This money will be paid only after the project 1-~
been completed,the bills paid and statemeñt~’e~,L~p~d,
which must be before the 31st of December,1952,
Construction must be started before December 31,
1951,which gives one year to complete the prq~ject~,
The completion time allowed in the origir~.eng~p,
ing plans was two years.

3.That there will be some bills befor~e the
Legislature to provide time changes in the i~t,
but there are two factors to keep in mind:
(a)Chapter 20 funds were set up to
alleviate unemployment;we are
now going into war production
with highernployment.
(b)With the present State program of
economy,these funds may be
desired for other State purposes.
We may face a change,not of time
extension,but one diverting
unused funds to civil defense.
Director Warner expressed the opinion that it shç~.ç~.t~e
determined now if the Sanitation Districts are going t~b~~le
to meet the time and other requirements for Chapter ~Q ~
If the Sanitation Districts are riot going to be able to meet
these requirements,the allocation should be returned to the
County so that application can be made for use of this niori~y
for other County purposes which are acceptable to the State.
Director Don B.Haiber suggested that a program ~
up of actions to be taken after the contracts are sigr~ed ~n4
that a period of time be allocated to each action so tb~ii.~
date schedule could be maintained in order to meet t~e r~c~re.r
ments of Chapter 20 funds.
At the request of Director Don B.Haiber,the 4ip~p~t~yp
Officer reported upon the meeting of the i~xecutive CQ~mi~t~~t
which time the contracts were gone over in detail.~ppi~t
was presented to Mr.Beebe.That Mr.Beebe had reqq~sted de.~L~
ñite information as to whether flowage was being ta~c~r ~ron~
sources outside of the Districts and that a survey w~s ~i~cl~o~’
the northern part of the County and a report given tq Mr.~peb~
last week.Mr.Launer st~ited that Mr.Beebe had thea reqi~este4
further information on the finances of County Sanitatic~
rict No.7,including funds on hand,percentages and arpç~i~v~s
which would be due the cities,assessed valuations and ~-~çt~d.
taxes.
A general discussion was held upon the possibility of ~
being advan~ced from the Federal Housing and Finance Agency wh~
lend money for preliminary surveys and engineering work ~
projects of this kind -the money to be repaid withpMt int~re~
when the bonds are sold.Director Allen A.Mandy pre~pe~th?
opinion that exploration work and engineering work ~oul4 no~b,e
started until the contracts are signed.

Upon motion made by Director Ralph J.McFadden,t~e
Chairrn~n pro tern declared the meeting of County Sanita1~p~
District No.2 Board of Directors adjourned at ~:35 p.n~
