In the absence of Chairman Virgil H.Reed,the Secretary called the joint meeting of the District Boards to order at 8:05 p.m. There were present:Directors Robert H.Boney (Chair man),Hugh W.warden,Don B. Hatbér,Frank J.Schweitz.er~Jr., Ralph J.McFadden,Charles Ee Stei~ens,Wi1uis B.Warner,William Hirstein,Anton W~Wilson4 Absent:Director Willai’d Smitki~ Others present:Nelson N.Launer,Administrative Off I cer Nat H.Neff,Engineer E.J.Marks,Attorney C.Arthur Ni~son,Jr.,Attorney Harry Ashtori,Attorney F.~.Owen,Costa Mesa Sanitary District Ora Mae Merritt,Secretary -1-. 2114 CHAIRMAN PRO TEM A motion was made by Director JOINT BOARDS OF Allen A.Mandy of District No.1 DIRECTORS’MEETING Board,seconded by Director Charles Newson of District No.3 Board and unanimously carried by all district Boards,ap pointing Robert H.Boney Chairman pro tern. MINUTES A motion was made,duly seconded MEETING OF and carried,approving minutes of DECEMBER 27,1950 the meeting held on December 27, 1950,as mailed out. APPROVAL OF JOINT A motion was made,duly seconded ADMINISTRATIVE and carried approving for signature WARRANT REGISTER and payment the following Joint Administrative Voucher Demands: Voucher Demand Number In Favor Of Amount JA-194 The Pacific Telephone &Telegraph Co.$4.2.40 195 City of Santa Ana 90.93 196 E.J.Marks and Adrian Marks 275.00 197 Charles R.Hadley Co.12.00 19~Dennis Printers and Stationers 199 Orange County Blueprint Shop . $429.93 Mr.Nelson M.Launer,Administrative Officer,reported as fol lows; 1.Mr.Beebe met with Judge Marks,Mr.Turner,and the Administrative Officer on January 9,1951.All points of the Use and Ultimate Purchase and the Joint Construc tion and Operation Agreements which were reviewed by the Executive Committee on December 29,1950,were pre— sented to Mr.Beebe for analysis.Most of these points were ironed out during the meeting. Mr.Beebe stated some details will require further study, especially District No.7’s ability to pay.He will submit a report within a few days. 2.It is recommended that each District Board analyze the proposed amendments to the Health and Safety Code which the Los Angeles County Sanitation Districts are pre senting to the State Legislature.Any change in repre sentation on County Sanitation District Boards is 215 important to the Districts of Orange County.Sug gested revisions to the Los Angeles Sanitation Dis tricts’proposed amendments should be presented to the Executive Committee for correlation and recom mendation to the joint Boards, The Orange County Sanitation Districts should present unified proposed amendments to the State Legislature in February. 3.It is requested that the bills of a District which employs legal counsel and engineering services be approved by the Chairman of that District as to dates and hours of services stated thereon. Mr.Launer called upon Judge Marks for further comment upon the meeting with Mr.Beebe. Mr.Marks reported: 1.It is hoped that forms of the contracts can be pre sented at the Executive Committee’s next meeting. That all points have been ironed out except the form of one contract,whether it should be a Use and Ul timate Purchase Agreement or a Sale and Purchase Agreement. 2.Discussions have been held with Congressman Phillips about a Special Act of Congress to ratify transfer of title of facilities built in part with W.P.A.funds, as authorized in the Federal General Services Adminis trator’s letter,and to include facilities of Newport Beach which were built in part with W.P.A.Funds. 3.It is recommended that an amendment be presented to State Legislature to permit cities to lease to public agencies se~Jerage and water facilities without limits on time of leases.
