The joint meeting of the district boards was called to order by Chairman Virgil H.Reed at ~:lO p.m. There were present:Director Virgil H.Reed (Chairman) Director Alien A.Mandy Director C.M.Featherly Directors Absent:None. Others present:Nelson M.Launer,Administrative Officer Nat H.Neff,~ngineer E.J.Marks,Attorney Harry Ashton,Attorney C.Arthur M~sson,Jr. ,Attorney F.B.Owen,Secretary of Costa Mesa Sanitary District K.J.Harrison Ora Mae Merritt,Secretary MINUTES OF JANUARY A motion was made,duly seconded and 10,1951 MEETING carried,approving minutes of the joint meeting held on January 10, 1951,as mailed out. -1- 230 ADMINISTRATIVE Mr.Nelson M.Launer,Administrative OFFICER’S Officer,reported that the new REPORT directory of County Sanitat4pn Dist rict Boards of Directors woM~4 b~ distributed at this meeting. Mr.Launer called upon Mr.E.J.Marks for a le~~prog~~ss report. Judge Marks reported as follows: 1.All of’the required information has beensu~~~ to Mr.James L.Beebe,but the contracts haye ~oi~ yet been returned by him. 2.Congressman Phillips has consented to introd~ç~~ bill giving the cities the right to sell faç~4.r ties built in part w3.th WPA funds.It has k~n suggested to him that he present two bills,p~e for the joint Districts and another for Dist~ol~ Nos.5 and 6 and the City of Newport Beach. 3.A bill authorizing the permanent right of munici-i~ palities to lease water and sewerage~facilities has been introduced in the State Legislature and was to have been passed this week;due to early adjournment,it will probably go ovep ~p the next session. A.general discussion was held upon various factprs cau~ing the delay in preparing the final drafts of the contr4cp~! Director Willis H.Warner reported that while ~ç~en~.p he had discussed the Chapter 20 funds with the Stat~R~cp~1er~s Office and several Senators.He reported that the these funds is: 1.Application has been made,reviewed and app~pye4 and funds of 4j~553,96~allocatedbythe State for use in construction of the land and marine sections of the ocean outfall. 2.This money will be paid only after the projec~1~ been completed,the biLls paid and statement~ren~ereq, which must be before the 31st of December,1.952. Construction must be started before December 3~ 1951,which gives one year to complete the The completion time allowed in the origiri~.~~ir~er ing plans was two years. —2— It.’-’ 3.That there will be some bills before the Legislature to provide time changes in the 4çt, but there are two factors to keep in mind: (a)Chapter 20 funds were set up to alleviate unemployment;we are now going into war production with high employment. (b)With the present State program of economy,these funds may be desired for other State purposes. We may face a change,not of time extension,but one diverting unused funds to civil defense. Director Warner expressed the opinion that it s~44 ~ determined now if the Sanitation Districts are going tp be able to meet the time and other requirements for Chapter 2Q Vund~, If the Sanitation Districts are not going to be able to meet these requirements,the allocation should be returnee to the County so that application can be made for use of this money for other County purposes which are acceptable to the St~te. Director Don B.Haiber suggested that a progr~in~~ up of actions to be taken after the contracts are signe4 ~n4 that a period of time be allocated to each action so that ~ date schedule could be maintained in order to meet t ments of Chapter 20 funds. At the request of Director Don B.Haiber,the A4ip~~rt~r~ Officer reported upon the meeting of the i~xecutive Com~i~~~e at~ which time the contracts were gone over in detail.~aç~t pç~~t was presented to Mr.Beebe.That Mr.Beebe had requ~s~ed d~i~ ñite information as to whether flowage was being taken from sources outside of the Districts and that a survey w~s i~d~p1’ the northern part of the County and a report given tc~Mr.~eeb~ last week.Mr.Launer stated that IvIr,Beebe had ther~rpqt~eete4 further information on the finances of County Sanit~tio~i 1D~.st,- rict No.7,including funds on hand,percentages and a~poun~s which would be due the cities,assessed valuations a~d ur3qQ~]-pcted taxes.
