The roll was called and all District Boards,except Districts Nos.5 and 8,were found to have a quorum present. A motion was made,duly seconded and carried by Districts Nos.1, 2,3,6 and 11 approving the Minutes of the July 26 meeting as mailed out. A motion was made,duly seconded and carried by District No.7 approving the Minutes of the June 28 meeting as mailed out. A motion was made,duly seconded and carried by District No.7 approving the Minutes of the July 12 Special Meeting,as mailed out. A motion was made,duly seconded and carried by District No.7 approving the Minutes of the July 31 Special Meeting,as mailed out. The Secretary reported that no quorum was present for the July 26th regular meeting of District Board No.7,only the Secretary being present. District Boards Nos.1,2,3,6,7 and 11 adopted a motion to approve for signature and payment the Joint Administrative Fund Warrant Register covering the following Voucher Demands: VOUCHER DEMAND NO.In Favor Of Amount .JA-ll7 The Pacific Telephone &Telegraph Co.$40.75 118 The A.Lietz Company 9.05 119 Orange County Blueprint Shop 4.23 120 Daniel H.Nelson 10.20 121 E.J.Marks and Adrian Marks 462.50 122 Orange County Blueprint Shop 36.74 123 Charles A.Sweet 25.80 $589.27 **** District Bo~ird No.1 adopted a motion to approve for signature and payment the District No.1 Operating Fund Warrant Register cover ing the following Voucher Demands: VOUCHER DEMAND NO.In Favor Of Amount 1-22 E.J,Marks and Adrian Marks $75.00 1-23 Hugh Neighbour 20.00 $~J5.0O District Board No.2 adopted a.motion to approve for signature and payment the District No.2 Operating Fund Warrant Register cover— ing the following Voucher Demand: VOUC HER DEMAND NO.In Favor Of Amount 2—40 E.P~Hapgood $34.05 —2— District Board No.3 adopted a motion to approve for signature and payment the District No.3 Operating Fund Warrant Register cover ing the following Voucher Demand: VOUCHER DEMAND NO.In Favor Of Amount 3-28 Grover L.Walters $30,00 **** District Bodrd No.6 adopted a motion to approve for signature and payment the District No.6 Operating Fund Warrant Register cover ing the following Voucher Demands: VOUCHER DEMAND NO.In Favor Of Amount 6—28 Francis H.Bulot $44.40 6-29 Harry Ashton 78.13 $I~2.5~ District Board No.7 adopted a motion to approve for signature and payment the District No.7 Operating Fund Warrant Register cover ing the following Voucher Demands: VOUCHER Dj~~.rLAND NO.In Favor Of Amount 7—16 J.L.McBride $32.40 **** District Board No.11 adopted a motion to approve for signature and payment the District No.11 Operating Fund Warrant Register cover ing the following Voucher Demand: VOUCHER DEMAND NO.In Favor Of Amount 11-20 Harry A.Overmyer $33.60 A motion was made,duly seconded and carried by District No.7 authorizing Attorneys E.J.Marks and Adrian Marks to procure such services as required in connection with legal matters pertaining to County Sanitation Districts of Orange County and to present bills for such services for payment in addition to their regular statement for legal services performed by them. **** Administrative Officer Nelson M.Launer discussed the items cover ed in his report to the Directors dated August 4,1950. **** Attorney E.J.Marks discussed the progress made thus far with the preparation of the Purchase and Sale Agreement and the Joint Con struction and Operation Agreement and requested permission to submit —3— these two agreements,together with the proposed contracts to the bond attorneys for review. **** A motion was made,duly seconded and carried by Districts Nos.1, 2,3,6,7 and 11,authorizing Attorney E.J.Marks to present seven contracts to the bond attorneys for review. A further general discussion was held on the subject of acquis~1~ii~i of facilities which were constructed,in part,with Works Progress Administration funds.Attorney E.J.Marks reqported that an opinion has been requested from the United States Attorney General,in Washington,D.C. **** Futher general discussion was held on the subject of Limited Participation Districts. A motion was made,duly seconded and carried by Districts Nos.1, 2,3,6,7 and 11 that the Executive Committee sha1~.meet once each month to discuss matters referred to them and to make recommendations to their respective boards in regard thereto. **** District Boards Nos.1,2,3,6 and 7 adopted the following Resolution: RESOLUTION NO.19 A RESOLUTION DECLARING THE OFFICE OF T~PORARY SECRETARY-COMPTROLLT~R OF THE JOINT ADMINISTRA TIVE ORGANIZATION AND T1~PO~RY SECRETARY OF COUNTY SANITATION DISTRICT NU~ER ____________TO BE VACANT AND APPOINTING ORA MAE MERRITT AS TEMPORARY SEC?LETARY OF COUNTY SANITATION DISTRICT NU~ER ____________ AND TEMPORARY SECRETARY OF THE JOINT A~INISTRATIVE ORGANIZATION;FIXING HER SALARY AND TRAVEL EXPENSES;AND PROVIDING FOR T~PORARY HELP IN THE J OINT ADMINISTRATIVE OFFICE AND FIXING COMPENSATION THEREFOR. WHEREAS,it is advisable to reduce the expenditures for officers and employees of the Joint Administrative Organization and the Sec retary acting for County Sanitation Districts Numbers One,Two,Three, Five,Six,Seven,Eight and Eleven;and WHEREAS,it is not now necessary to have a separate Secretary- Comptroller of the Joint Administrative Organization. THEREFORE,BE IT RESOLVED: - SECTION I.That the office of temporary Secretary-Comptroller of the Joint Administrative Org€.nization and the office of Temporary Secretary of County Sanitation District Number _______be and the same is hereby declared to be vacant,~nd Daniel H.Nelson is hereby reliev ed and discharged from such offices. SECTION II.Ora Mae Merritt is hereby appointed temporary Sec retary of the Joint Administrative Organization and temporary Secretary of said County Sanitation District Number _____;that her salary is fixed at 4~25O,OO per month,to be apportioned between the various County Sanitation Districts in the percentages heretofore established. She shall perform such duties as may be required of her by a Board of —4— Directors of any County Sanitation District as temporary Secretary thereof,and such duties as may be required of her by the temporary -- - Administrative Officer of the Joint Administrative Organization. SECTION III.When the temporary Secretary is required to trdvel away from the Joint Administr~tive Office on business of the County Sanitation Districts and furnishes her own transportation,she shall be allowed mileage at the rate of $.07-l/2 per mile for the distance actually traveled on such business.If she travels by public carrier, she shall be allowed the actual cost of such transportation. SECTION IV.That the classifications of temporary account clerk, temporary senior account clerk and principal account clerk be and the same are herebyestablished;that the temporary account clerk shall receive ~l.O0 per hour for each hour worked,or ~OO per day for each eight—hour day worked;that the temporary senior account clerk shall receive $1.25 per hour £or each hour worked,or ~,1000 per day for each eight-hour day worked;and that the principal account clerk shall receive $1.50 per hour for each hour worked.,or ~l2,OO per day f or each eight-hour day worked.The temporary Administrative Officer ±~heraby authorized to employ competent persons to fill such temporary c~osi fications when such employment is made necessary by the business in ~iie Joint administrative Office. A motion was made,duly seconded and carried by District No.11 to refer Resolution No.19 to the Executive Committee. A motion was made,duly seconded and carried by District No.7 that the Chairman of District No.7 be authorized and instructed to formally request Sanitation Districts 1,2,3,5,6 and 11 to reduce the cost of participation by District 7 in the proposed sewerage program which the sanitation districts -are undertaking as a joint project.The purpose of this is to lower the cost to District 7 of sewerage facilities so that said district may participate in the pro posed program in accordance with the terms and intent of the limited participation agreement whereby the tax rate in said District 7 will not have to be in excess of 10 cents per ç.lOO.0O assessed valuation in said district.It is believed the following facts justify such a resolution: 1.The estimated population and assessed property value have not grown and increased in accordance with the population survey,and-it is further believed that such growth and increase predicted is not likely to take place in District 7. 2.The population estimated included the El Toro Marine Base and the Lighter Than Air Naval Base,both located in District 7,both .of which population centers are now definitely not included or to be in cluded as participating organizations of District 7. 3.The provision of sewer or a trunk -sewer line to the eastern one-half-of District 7is neither likely nor probable within the next 40 years,and that if the property owners in that portion of District 7 are required to participate to an extent in excess of 10 cents per 400.00 of assessed valuation,they will be unduly burdened with some thing from which they can derive no such benefit,~and that their voting consent was received by a promise in good faith of no taxation in excess of 10 cents per ~1OO~0O of assessed .va].u~tion. —5— .2 A At 9 20 p P’I District Bodrds Nos 1,2,3,6,7 and 11 adjou”ned Respectfully submitted, ~~2t~’~ Ora Mae Merritt,Sectetary County Sanitation Districts Nos. 1,2,3,6 and 7,of Orange County,California —6—
