Board of Supervisors Room The Board of Directors met in regular session. There were present:Directors Willis H.Warner (Chairman), Vernon E.langenbeck,and Jack Greer. Absent:None. The Joint meeting of the district boards was called to order by Chairman Virgil H.Reed at 8:10 P.M. A motion was made,duly seconded and carried,to approve the Minutes of July 26,1950,as mailed out. RE:APPROVAI OF WARRANT REGISTER signature and payment: A motion was made,duly seconded and unanimously carried by board members present,the joint Administrative Fund Warrant Register covering the following Voucher Demands was approved for VOJCHE R DEMAND NO. The A.Lietz Company Orange County Blueprint Shop Daniel H.Nelson E.j.Marks and Adrian Marks Orange County Blueprint Shop Charles A.Sweet $40.75 9.05 4.23 10.20 462.50 36.74 25.80 $589.27 RE:APPROVAL OF OPERATING FUND WARRANT REGISTER A motion was made,duly seconded and unanimously carries by board members present,the Operating Fund Warrant Register covering the following Voucher Demand was approved for signature and payment: VOUCHER DEMAND NO 11-20 IN FAVOR OF Harry A,Overmyer AMOUNT $33.60 AMOUNT w -‘I- I C’j On motion of Director langenbeck,duly seconded and carried, the Executive Committee shall meet once each month to discuss matters referred to it and make recommendations to the respective board members in regard thereto. * The Administrative Officer discussed the items covered in his report to the Boards of Directors dated August 4,1Q50. ** Attorney E.J.Marks discussed the progress made thus far with the preparation of the Purchase and Sale Agreement and the Joint Construction and Operation Agreement and requested permission to submit these two (2)Agreements together with proposed contracts to the Bond Attorneys for review. * Afurther general discussion was held on the subject of facilities constructed,In part,with Works Progress Administration Funds.An opinion In this connection has been requested from the U.S.Attorney General in Washington,D.C. On motion of Director Langenbeck,duly seconded and carried, Attorney E.J.Marks is authorized to present seven (7)contracts to the Bond Attorneys for review. The following Resolution No.19 was presented by the Adminis trative Of+icer for consideration: RESOLUTION NO.19 “‘~iHEREAS,it is advisable to reduce expenditures for officers and employees of the Joint Administrative Organization and the Secretary acting for County Sanitation Districts Numbers One, Two,Three,Five,Six,Seven,Eight,and Eleven;and ‘~1-1EREAS,if is not now necessary to have a separate Secretary— Comptroller of the Joint Administrative Organization. THEREFORE,BE IT RESOLVED: SECTION I.That the office of temporary Secretary—Comptroller of the Joint Administrative Organization and the office of Temporary Secretary of County San itat ion District Number Eleven be and the same is hereby declared to be vacant,and Daniel H. Nelson is hereby relieved and discharged from siwch offices. SECTION II.Ora Mae Merritt is hereby appointed temporary Secretary of the Joint Admini3frative Organization and temporary Secretary of said County Sanitation District Number Eleven;that —2— her salary is fixed at $250.00 per month,to be apportioned between the various County Sanitation Districts in the percentages heretofore est ablished.She shall perform such duties as may be required of her by a Board of Directors of any County Sanitation District as temporary Secretary fherefo,and such duties as may be required of her by the temporary Administrative Officer of the Joint Administrative Organization, SECTION III.When the temporary Secretary Is required to travel away from the Joint Administrative Office on business of the County Sanit ation Districts and furnishee her own transportation,she shall be allowed mileage at the rate of $O.07-.l/2 per mile for the distance actually traveled on such business.If she travels by public carrier, she shall be allowed the actual cost of such transportation. SECTION IV.The classifications of temporary accoun~~lerk,temporary senior account clerk and principal account clerk beq~the same are hereby established;that the temporary account clerk shall receive $1.00 per hour for each hour worked,or $8.00 per day for each eight—hour day worked;that the temporary senior account clerk shall receive $1.25 per hour for each hour worked,or $10.00 per day for each eight—hour day worked;and that the principal account clerk shall receive $1.50 per hour for each hour worked,or $12.00 per day for each eight—hour day worked.The temporary Administrative Officer Is hereby authorized to employ competent persons to fill such temporary classifications when such employment is made necessary by the business in the Joint Admin istrative Off ice.0 *** On motion of Director Langenbeck,duly seconded and carried, Resolution No.19 as presented,be referred without action to the Executive Committee for study and recommendation. AYES:Directors Vernon E.Langenbeck,jack Greer,and Willis H.Warner.
