Board of Supervisors Room The Board of Directors met in regular session. 9 There were present:Directors Willis H.Warner (Chairman),and Jack Greer. Absent:Director Vernon E.Langenbeck. The joint meeting of the district boards was called to order by Chairman Virgil H.Reed at ~:05 P.M. A motion was made,duly seconded and carried,to approve the Minutes of May 24,1950,as mailed out. Letter accepted and filed. **** Administrative Officer Nelson ~.i.Launer discussed the items covered in his report to the Directors dated June 23,1950. RE:EP.IPLOYI~fl~NT OF AND On motion of Director Greer,duly~ COMPENSATION FOR seconded and carried,the following ~IBERS OF A SURVEY PARTY Resolution No.15 was adopted: WHEREAS it is necessary to have performed at an early date preliminary surveys on the proposed new site for the new sewage treatment pldnt to be located north of U.S.Highway Number 101 west of the Santa Ana River and also the trunk sewers proposed to be constructed on Bushard Street and on Ellis Avenue and also the land section of the proposed Ocean Outfall sewer,and WHEREAS it is necessary to hire personnel to perform said work and to fix the maximum compensation to be paid to employees performing said services. THEREFORE,BE IT RESOLVED: Section 1.That the temporary engineer of the Joint Admin istrative Organization is hereby authorized and directed to cause to be made said preliminary surveys hereiribefore referred to,to establish precise bench marks and to make permanent records of said work to be perofmed. —2— I Section 2.That said temporary engineer is authorized and directed to employ surveying parties and draftsmen to work under his direction and supervision to make said surveys,establish said precise bench marks and make permanent records thereof for the use of the Joint Administrative Organization of the Joint Administrative Organization of County Sanitation Districts Numbers 1,2,3,5,6,7 and 11 and for their joint benefit. Section 3.That the classification of the employees and the maximum rate of pay for each of said classifications is fixed as follows: CLASSIFICATION MAXIMUM H0U:~LY ~1E Chief of Party $2.50 Transitr~ian 2.00 Levelman 1.75 Chainman 1.50 Rodman 1.25 Survey Aid 1.00 Draftsman,Senior 2.50 Draftsman,Junior 2.00 Draftsman,Tracer 1.50 Section 4.If private survey parties be employed to do and perform all or any part of said work the classification and maximum rate of pay for each of such classifications for the respective parties is hereby fixed as follows: 2-man Party (Level Party)$5.00 per hour 3-man Party (Cross-section Party)7.50 per hour 4—man Party (Transit Party)10.00 per hour Said maximum rate of pay for parties shall include salaries of the men on each party,their transportation to and from work,the equipment used and insurance which shall be furnished by them but shall not include the compensation for the services of a chief of party. Section 5.The cost of performing said services and of doing said work shall be prorated among and paid by County Sanitation Districts Numbers 1,2,3,5,6,7 and 11 as the proposed interests in the new construction works or parts thereof to be constructed is set forth in a contract entitled ?IConstructjon and Operations Agreement”as now written,but which has not yet been executed,and in the reports of Vinton ~1.Bacon. —3— AYES:Directors Jack Greer,and Willis H.Warner. RE:EMPLOYI\IENT OF AND On motion of Director Greer COMP~T~ATION FOR M~vIBERS duly seconded and carried,the OF A SURVEY PARTY following Resolution No.16 was adopted: WHEREAS it is necessary to have performed at an early date preliminary surveys of the proposed Huntington Beach trunk sewer from Newland Street to Bushard Street in Orange County,California,as proposed on Exhibit 4-C of the Report of Vinton W.Bacon to County Sanitation District No.11,dated December 22,l94~,and WHEREAS it is necessary to hire personnel to perform said work and to fix the maximum compensation to be paid to employees performing said services. THEREFORE,BE IT RESOLVED: Section 1.That the Temporary Engineer of the Joint Ad ministrative Organization is hereby authorized and directed to cause to be made said preliminary surveys hereinbefore referred to,to establish precise bench marks and to make permanent records of said work to be performed. ABSENT:Director Vernon E.Langenbeck. -jS •~%~ Administrative Officer Nelson M.Launer recommended that the services of Mr.Nat H.Neff,Engineer for the joint County Sanitation Districts’Joint Administrative organization,be loane~d to the Joint Outfall Sewer organization on a part-time temporary basis and that during such period the rate of monthly compensation paid by the County Sanitation Districts to Mr.Nat H.Neff be reduced to ~?150.OO per month andupon the termination of the temporary loan of services Mr.Neff shall return to his present rate of mon~hly compensation. By so doing it will amount to a ~4OO.OO per ~r1onth saving to the Sanitation Districts for approximately three to four months. **** A motion was made,duly seconded and carried,approving the loan of the services of Mr.Nat H.Neff,Engine~r for the joint County Sanitation Districts,to the Joint Outfall Sewer organization on a temporary part-time basis,effective on July 1,1950.That during the period of such loan of services the monthly rate of compensation of Jr.Neff to be paid by the joint County Sanitation Districts shall be reduced from ~~55O.0O per month to ‘~,l5O.O0 per month for the period of such te~nporary part-time loan and that upon the termination of such part-time services with the Joint Outfall Sewer organization,Mr.Neff shall return to a full-time status with the joint County Sanitation Districts at his present rate of ~55O.0O per month. **** -5— The Chairman declared the meeting adjourned &t 9:05 P.M. on District No.11 Orange County,California ATTEST: aniel H.Nelson Secretary,Board of Directors County Sanitation District No.11 -6—
