Board of Supervisors Room The Board of Directors met in regular session. There were present:Directors Vincent L.Humeston (Chairman), Willard Smith and Virgil H.Reed. Absent:Director Irvin G.Gordon. The joint meeting of the district boards was called to order by Chairman Virgil H.Reed at ~:O5 P.M. A motion was made,duly seconded and carried,to approve the Minutes of the June 2~,1950 meeting,as mailed out. A motion was made,duly seconded and carried,to approve the Minutes of the July 12,1950 Special Meeting,as mailed out. The Secretary reported that there was no quorum present at the meeting to have been held July 26,1950,only Directors Vincent L.Humeston and Virgil H.Reed and the Secretary being present. A motion was made,duly seconded and carried,to approve the Minutes of the July 31,1950 Special Meeting,as mailed out. NOES: **** On motion of Director Virgil H.Reed,duly seconded and carried by board members present,Attorneys E.J. Marks and Adrian Marks are authQr~ized to procure such services as required in connection with legal matters pertaining to County Sanitation Districts of Orange County and to present bills for such services for payment in addition to their regular statement for legal services performed by them. Directors Virgil H.Reed,Willard Smith and Vincent L. Humeston. None. ABSENT:Director Irvin G.Gordon. **** A motion was made by Director Willard Smith,duly seconded and carried,authorizing Attorney E.J.Marks to present seven con tracts to the bond attorneys for review. ‘~.~..~k. .~-~‘-I.-f~ RE:VACATING OFFICE OF TEMPORARY SECRETARY- CONTROLLER AND TEMPORARY SECRETARY OF DISTRICT NO.7; APPOINTMENT OF SECRETARY; AND PROVIDING FOR TEMPORARY CLASSIFICATIONS OF CLERKS FOR THE JOINT ADMINISTRATIVE OFFICE On motion of Director Willard Smith,duly seconded and carried by board members present,the following Resolution No.19 was adopted: RE:APPROVAL OF OPERATING FUND WARRANT REGISTER £~)4 RE:AUTHORIZATION FOR ATTORNEYS E.J.MARKS AND ADRIAN MARKS TO PROCURE SERVICES AND SUBMIT BILLS IN CONNECTION WITH LEGAL MATTERS AYES: -2- •1~• WHEREAS,it is advisable to reduce the expenditures for officers and employees of the Joint Administrative Organization and the Secretary acting for County Sanitation Districts Numbers One,Two,Three,Five,Six,Seven,Eight and Eleven;and WHEREAS,it is not now necessary to have a separate Secretary-Controller of the Joint Administrative Organiza tion. THEREFORE,BE IT RESOLVED: SECTION I.That the office of temporary Secretary- Controller of the Joint Administrative Organization and the office of temporary Secretary of County Sanitation District Number Seven be and the same is hereby declared to be vacant,and Daniel H.Nelson is hereby relieved and discharged from such offices. SECTION II.Ora Mae Merritt is hereby appointed temporary Secretary of the Joint Administrative Organiza tion and temporary Secretary of said County Sanitation District Number Seven;that her salary is fixed at 4~25O.OO per month,to be apportioned between the various County Sanitation Districts in the percentages heretofore established.She shall perform such duties as may be required of her by a Board of Directors of any County Sanitation District as temporary Secretary thereof,and such duties as may be required of her by the temporary Administrative Officer of the Joint Administrative Organization. SECTION III.When the temporary Secretary is re quired to travel away from the Joint Administrative Office on business of the County Sanitation Districtà and furn ishes her own transportation,she shall be allowed mileage at the rate of 4~.O7-l/2 per mile for the distance actually traveled on such business.If she travels by public carrier,she shall be allowed the actual cost of such transportation. SECTION IV.That the classifications of temporary account clerk,temporary senior account clerk and principal account clerk be and the same are hereby established;that the temporary account clerk shall receive t~l.OO per hour for each hour worked,or $~.OO per day for each eight-hour day worked;that the temporary senior account clerk shall receive ~l.25 per hour for each hour worked,or ~lO.OO per day for each eight-hour day worked and that the principal account clerk shall receive ~l.5O per hour for each hour worked,or ~l2.OO per day for each eight-hour day worked.The temporary Administrative Officer is here -3— bY authorized to employ competent persons to fill such temporary classifications when such employment is made necessary by the business in the Joint Administrative Office. AYES:Directors Willard Smith and Virgil H.Reed. NOES:None. NOT VOTING:Director Vincent L.Hunieston. ABSENT:Director Irvin G.Gordon. A motion was made by Director Willard Smith,duly seconded and carried that the Chairman of District 7 be authorized and instructed to formally request Sanitation Districts 1,2,3,5,6 and 11 to reduce the cost of participation by District 7 in the proposed sewerage program which the sanitation districts are undertaking as a joint project.The purpose of this is to lower the cost to District 7 of sewerage facilities so that said district may participate in the proposed program in accordance with the terms and intent of the limited partici pation agreement whereby the tax rate in said District 7 will not have to be in excess of 10 cents per 4~ioo.oo of assessed valuation in said district.It is believed the following facts justify such a reduction: 1.The estimated population and assessed property value have not grown and increased in accordance with the population survey,and it is further believed that such growth and in crease predicted is not likely to take place in District 7. 2.The population estimate included the El Toro Marine Base and the Lighter Than Air Naval Base,both located in District No.7,both of which population centers are now definitely not included or to be included as participating organizations of District 7. 3.The provision of sewers or a trunk sewer line to the eastern one-half of District 7 is neither likely nor probable within the next 40 years,and that if the property owners in that portion of District 7 are required to participate to an extent in excess of 10 cents per ~l00.0O of assessed valuation, they will be undt~1y burdened with something from which they can derive no such benefit,and that their voting consent was received by a promise in good faith of no taxation in excess of 10 cents per 4~iO0.O0 of assessed valuation. **** RE:FORMAL REQUEST TO COUNTY SANITATION DISTRICTS NOS.1,2,3,5,6 AND 11 TO REDUCE COST OF PARTICIPATION OF DISTRICT NO.7 IN PROPOSED JOINT SEWERAGE PROGRAM -4- I The Chairman declared the meeting adjourned at 9:20 P.M. ~/1 J/(T::~~~~ t4J~A,~ii~4~I~ - Chairman,Board of Directors County Sanitation District No.7 Orange County,California ATTEST: Ora Mae Merritt Secretary,Board of Directors County Sanitation District No.7 —5—
