Directors Charles 0.IvicCart,Willard Smith, Willis H.Warner and Robert H.Boney. The joint meeting of the district boards was called to order by Chairman Virgil H.Reed at ~:05 P.M. Director Don B.Haiber was elected Chairman pro tern of District Board No.2 A motion was made,duly seconded and carried,to approve the Minutes of June 2E~,1950,as mailed out. The Secretary reported that a quorum was not present at the regular meeting of the board to have been held July 12,1950,only the Secretary being present. The Admi.iiistrative Officer expressed appreciation of the valuable services rendered and close cooperation given by Mr.Sweet during his term of employment. A motion was made,duly seconded and carried to accept the resig nation of Mr.Charles A.Sweet,Assistant Engineer,to be effective August ~,1950. Administrative Officer Nelson M.Launer discussed the items covered in his report to the Directors,dated July 21,1950. Attorney 2.J.Marks discussed the subject of a meeting held with Mr.Beebe of the law firm of O’Melveny and Myers in regard to the presentation of the proposed Agreement of Sale and Purchase and the Joint Construction and Operation Agreement.Attorney Marks also discussed the necessity of a court ruling in regard to Limited Participation Districts’tax rate;and certain other information pertaining to acquisition of facilities which were constructed,in part,with Works Progress Administration Funds. On motion of Director Hirstein, duly seconded and carried, Attorneys E.J.Marks and Adrian Marks are authorized to procure such services as required in con nection with legal matters pertaining to County Sanitation Dist ricts of Orange County and to present bills for such services for payment in addition to their regular statement for legal services performed by them. RE:AUTHORIZATION FOR ATTORNEYS E.J.MARKS AND ADRIAN MABKS TO PROCURE SERVICES AND SUBMIT BILL IN CONNECTION ~ITH LEGAL MATTERS —2-. On motion of Director Hirstein, duly seconded and carried,the proration to districts of funds shown on Joint Administrative Fund Voucher Demands Nos.JA-l to JA-16,inclusive,remain as shown on each of said Voucher Demands and that the same be entered in the accounting books;and The funds shown on Joint Administrative Fund Voucher Demand No.JA-17,and subsequent Demands,be prorated and listed in the accounting books in accordance with the percentages established by Resolution No.2,approved on i~pril 26,1950,for each District. Warner and Robert H.Boney. **** Budget figures for each district and for the Joint Administrative Fund were presented to the Directors for consideration. *** RE:APPROVAL OF On motion of Director McFadden, 1950-1951 BUDGET duly seconded and carried,the Board approved the 1950-1951 budget consisting of ~17,73l.OO for Salaries and Wages,~3,95O.OO for Operation and Maintenance,4~43,l0O.OO for Capital Outlay, ~5,OOO.OO for General Reserve,~2l,OOO.0O f or Unappropriated Reserve,and ~9l,320.OO for Bond Principal and Interest;and it was ordered by the Board that this budget,as approved, be furnished the County Board of Supervisors in accordance with the provisions of the County Sanitation District Act. JA-1 TO JA-17,INCLUSIVE, AND JA-l7 AND AFTER —3— On motion of Director Warden, duly seconded and cdrried, that the tax rate applicable to the Year 1950-1951 for County Sanitation District No.2 be divided whereby that portion of the funds for Bond retire ment will produce an amount equal to a one-half year Bond Retirement Fund,and that the remainder of the funds raised shall apply to the Operating Fund;and that the total tax rate for raising funds I or the Operating Fund and the Bond Fund shall not exceed ten cents (lO~)per ~1OO.OO of assessed vdluation.
