Board of Supervisors Room The Board of Directors met in regular session. 155 There were present:Directors Robert H.Boney (Chairman), Hugh W.Warden,Don B.Haiber,Ralph J.McFadden,Charles E.Stevens, Willis H.Warner and Anton W.Wilson. Absent:Directors Charles 0.McCart,Willard Smith and William/-I. Hirstein. The joint meeting of the district boards was called to order by Chairman Virgil H.Reed at,~:1O P.M. A motion was made duly seconded and carried to approve the Minutes of April 12,l~5O,as mailed out. The Secretary reported there was no quorum present at the meeting to have been held May 10,1950,only the Secretary being present. *** A motion was made,duly seconded and unanimously carried by board members present,the Joint Admin istrative Fund Warrant Register covering the following Voucher Demands was approved for signature and payment. Attorney E.J.Marks discussed the transfer of ownership of certain lands and sewerage facilities owned by the U.S.Govern ment to the Sanitation Districts. *** ~E:AMPLIFICATION OF A On motion of Director McFadden, MOTION MADE AND duly seconded and carried,the CARRIED ON JANUARY following Resolution No.9 was 31,1950,~1VTL0YING adopted: E.J.MAAKS AND ADRIAN MARKS That the motion made and carried on January 31,1950 employing E.J.Marks and Adrian Marks as attorneys to perform certain legal services for County Sanitation Districts Numbered One,Two,Three,Five,Six,Seven and Eleven be amplified and explaine.d as follows: That said employment be on a temporary basis at the rate of ~p75.OO per day for a six-hour day or if working less than one such day,at the rate of ~l~.50 per hour, the maximum.compensation for any one day not to exceed the sum of ~p75.OO regard1e~of the nu~pber of ~iours worked,and triat they be paid compensation at tiae same rate for legal services performed other than in drawing contracts. ABSENT:Directors Charles 0.McCart,Willard Smith,and WilliamH+Iirstein. 4 RE:ORGANIZATION AND On motion of Director McFadden, MAINT.E~NANCE OF A duly seconded and carried the CENTRALIZED JOINT AD-following Resolution No.10 was MINISTRATIVE ORGAN-adopted: IZATION 157 RESOLUTION OF THE BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT NUMBER TWO,DECLARING THAT IT IS FOR THE INTEREST AND ADVANTAGE OF SAID DISTRICT AND OF COUNTY SANITATION DISTRICTS NUMBERS ONE,THREE,FIVE,SIX,SEVEN AND ELEVEN TO ORGANIZE AND MAINTAIN A CENTRALIZED AND JOINT ADMINISTRATIVE ORGANIZATION FOR THE GENERAL ADMINISTRATION OF THE AFFAIRS OF EACH OF SAID DISTRICTS,AND THE CONSTRUCTION,SUPERVISION,OPERATION AND MAINTENANCE OF EACH OF SAID DISTRICTS,AND FOR EMPLOYMENT OF THE SAME ENGINEER,SURVEYORS,COUNSEL AND OTHER PERSONS NEEDED TO CARRY OUT THE PURPOSES OF SAID COUNTY SANITATION DISTRICTS. SECTION I.It is found and declared by the Board of Directors of County Sanitation District Number Two of Orange County that it is for the interest and advantage of said County Sanitation Districts Numbers One,Three,Five,Six, Seven and Eleven to organize and maintain a central and joint administrative organization to care for the general admin istration of the joint affairs of each of said County Sani~ tation Districts,and to care for the construction,supervision, operation and maintenance of the joint work of each of said County Sanitation Districts,and,for that purpose,all •of said seven County Sanitation Districts agree to employ the same engineer,surveyor,cpunsel and other persons needed to carry out the joint purposes of said seven County Sanitation Districts. •SECTION II.Nothing herein contained and no agreement shall prohibit any of said County Sanitation Districts ~‘rom employing its own Engineer or Counsel to advise it in connection with its interest in the performance of the duties and obli gations hereinbefore specified. AYES:Directors Ralph J.McFadden,Willis H.Warner,Hugh W. Warden,Don B.Haiber,Charles E.Stevens,Anton W.Wilson, and Robert H.Boney. NOES:None. ABSENT:Directors Charles 0.McCart,Willard Smith and William H. Hirstein. Administrative Officer Nelson M.Launer recommended that the Districts authorize a survey to be made of the area upon which the proposed new disposal plant is to be located and of the Trunk Sewers to be constructed with a view to establishing grades and topography.
