MINUTES OF MEETING OF
BOARD OF DIRECTORS
COUNTY SANITATION DISTRICT NO.11
OF ORANGE COUNTY,CALIFORNIA
September iJ.~.,l9L~.9,at 3:00 P.M.
Board of Supervisors Room
The Board of Directors met in regular session.
There were present:Directors Jack Greer (Chairman),Vernon
E.Langenbeck and C.M.Featherly.Absent:None.
The joint meeting of the District Boards was called to order
by Chairman Virgil Reed at 8:15 P.M.
On motion of Director Langenbeck,duly seconded and unani
mously carried,the Minutes of the joint meeting of August 10,
l9t~.9,were approved as written.On motion of Director Langenbeck,
duly seconded and unanimously carried,the Minutes of the joint
meeting of August 21k,19t~.9,were approved as read.

RE:LETTER FROM The Secretary read a letter from Mr.
ATTORNEY GENERAL BayardRhone,Deputy Attorney General
for the State of California,dated
September 6,19t~9.On motion of Director Langenbeck,duly seconded
and unanimously carried,it was ordered that said letter be re
ceived and filed.
RE:EMPLOYNENT OF On motion of Director Langenbeck,duly
CHIEF ENGINEER AND seconded and carried,the following
EXECUTION OF CONTRACTS Resolution was adopted:
BE IT RESOLVED that Sanitation District No.11 of Orange
County,California,requests the contracting parties to the
Joint Outfall Sewer Agreement to sell the existing sewerage
facilities,owned by them jointly,to said District No.11 and
other Orange County Sanitation Districts,at the estimated
price as set forth In the Engineer’s Report filed December 22,
l9t~.8,and submit an offer so to do;
BE IT FURTHER RESOLVED that Clyde L.Jenken be employed as
Chief Engineer arid General Manager in charge of design and con-.
struction of the works set out in the Engineer~s Report of
December 22,l9L~8,as filed with County Sanitation District No.
11;
BE IT FURTHER RESOLVED that Ewald Ill.Lemcke be employed as ~
Engineer in charge of operation of the sewerage system of the ~
Orange County Sanitation Districts;

BE IT FURTHER RESOLVED that County Sanitation District No.
11 of Orange County approves and directs the execution of the
Joint Construction and Operation Agreement prepared by the
County Counsel.

Director Weimer of District No.2 reported on the meeting of
the Steering Con~mittee and read a letter from Julian Hinds,Gen
oral Manager and Chief Engineer of the Metropolitan Water District,
addressed to Virgil H.Reed and dated September 12,l9t~9.
At 9:05 P.M.Chairman Reed declared a 5-minute recess of the
joint meeting.At 9:10 P.M.the joint meeting was called to order.

RE:REPORT TO AMEND On motion of Director Langenbeck,duly
ENGINEER’S REPORT seconded and carried,it was ordered
DATHD DEC.22,l9Li8 that the District No.11 Board request
its Chief Engineer and General Manager
to prepare and submit to us a report at our next regular meeting
to amend and modify the Engineer’s Report submitted to our meeting
of December 22,19L~8,in order to permit Districts Nos.1,2,3 and
11 to proceed with the sale of the bonds voted by those districts
on February 28,].9t~9,and for construction of these sewer facili
ties as modified.

Mr.George Kellogg requested permission to address the meet
ing.A motion was made,duly seconded and adopted,authorizing
the Chair to recognize any citizen attending the meeting,where
upon Chairman Reed recognized Mr.Kellogg.
Mr.Walter Scbmid,President of the Associated Chambers of
Commerce,stated that he wished to go on record that their offers
to mediate had not been accepted by the Sanitation Districts.

A motion was made,duly seconded and unanimously carried,
to receive and file the letter from Mr.Hinds that had been read
earlier in the meeting by Director Weiiner.
On motion of Director Langenbeck,duly seconded and unani
mously carried,the Secretary was authorized to purchase necessary
minor office supplies with the approval of the Chairman of the
District No.1 Board.
A motion was made,duly seconded and unanimously carried,to
adjourn the meeting at 9:1j0 P.M.
