MINUTES OF MEETING OF
BOARD OF DIRECTORS
COUNTY SANITATION DISTRICT NO.7
OF ORANGE COUNTY,CALIFORNIA
January 26,191.9,at 8:00 P.M.
Board of Supervisors Room
Present:Arthur Charleton (Chairman),Willard Smith and
Irvin George Gordon.
Absent:None.
The joint meeting was called to order by Chairman Willard Smith
at 8:07 P.M.
The Minutes of the meetings of January 12th,20th and 2L~th were
approved as written.
This being the time and place to which the hearing on the
Engineer’s Report was continued,said matter was called f or further
hearing,and there being no objections or protests,written or oral,
upon motion of Director Gordon,duly seconded and carried,the fol
lowing Resolution was adopted:
RESOLVED,that the report of the Sanitation Engineer of County
Sanitation District No.7 of Orange County,California,filed with
this Board on December 22,19L~8,is hereby approved and adopted.
AYES:DIRECTORS IRVIN GEORGE GORDON,WILLARD SMITH,AND
ARTHUR CHARLETON.

RESOLVED,TH&T WHEREA.S,in accordance with the provisions of an Act of the Legisla—

ture of the State of California,known and designated as the “County Sanitation District
a
Acts’,now Chapter 3,Parb 3,Division V of the Health and Safety Code of the State of

California,the Board of Directors of County Sanitation District No.7 of Orange County,
10
State of California,did by resolution,duly adopted at its.meeting of December 5th,

19148,appoint Vinton VI.Bacon as Sanitation Engineer of said County Sanitation District
13
No.7,and did employ him as Sanitation Engineer to make a survey of the problems of the
District concerning sanitation,and especially with reference to the matter of sewage
5
collection,treatment and disposal,of said district,in accordance with the provisions
of said act,and further,did by resolution,duly adopted at its meeting of December 8th,
19148,direct said Sanitation Engineer,Vinton VI.Bacon,to prepare and file with the
Board of Directors of the said District,a report setting forth:
First A general description of the existing facilities for sewage collection,
treatment and disposal.
Second A general description of the work proposed to be done to carry out the ob
jects of the districts,
Third A general plan and general specifications of the work.
Fourth A general description of the property proposed to be acquired or damaged
in carrying out the work.
Fifth A map showing the boundaries of the district arid in general the location ol
the work proposed to be done,property taken or damaged,and any other information usefu]
to an understanding of the proposed work.
Sixth An estimate of the cost of the proposed work,and
~VHEREAS,in pursuance of his said employment and the said directions and orders of
the said Board of Directors of the said district,the said Vinton VI.Bacon did make,and
on the 22nd day of December,19148,did file with the said Board of Directors his report

3 WhEREAS,such report did thow each of the matters required in said resolution to be
4 contained therein,arid the said Board of Directors of’the said District,after a ~arefu].
5 consideration of the said report,did,by a resolution duly adopted at its n~eting of
6 January 12,191&9,find and determine that said report so filed complied with the provi—
7 sbus and requirements of Article ii.of the said County Sanitation District Act,and was
6 satisfactory to said Board,and did,by resolution,fix the time and place for hearing
9 objections to said report,and to the doing of the work therein referred to,or to aIw
10 part thereof;such time and place being at 3:00 o’clock P.L,on Monday,January 214,
11 l9~9,in the office of the County Sanitation Districts,Room 205,Orange County Court
12 House,Santa Aria,California,and such resolution did further direct that notice of said
13 hearing should be given by publishing the same once a day for five (5)consecutive days

4 in the/~,a daily newspaper,having a general circulation in the District,and
5 WHEREAS,at the said time and place,the Board did hear all objections made to the
6 said report,and to the doing of the work therein referred to,and any part thereof,and
‘~‘did continue the matter for further hearing to January 26th,19~.i9,at 8:00 o’clock P.M.,
8 in the office of the County Sanitation Districts,Room 205,Orange County Court House,
Santa Aria,California,at which time said matter was called for further hearing and the

said Board;of Directors did approve said report and adopt the same,and

WHEREAS,wider the provisions of Article 5 of said Act it is made the duty of this
2
Board of Directors of County Sanitation District No.7,after the approval and adoption
of said report,to proceed to submit to the voters of the District the proposition of
incurring a bonded indebtedness to obtain funds with which to acquire the property and
do the work set forth in the said report,such bonded indebtedness being in the amount
and for the purposes stated in said report.
NOW,THEREFORE,IT IS HEREBY FOUND,DETERMINED,RESOLVED AND ORDERED by this Board
of Directors of Oounty3anitation District No.7 of Orange County,
First That a special election be,and the same is hereby called and ordered to
be held in County Sanitation District No.7 of Orange County on the 28th day of Febru.ary,
191i9,for the object and purpose of submitting to the qualified electors of said District
the proposition of incurring a bonded debt in the amount of FOTTR HUNDRED EIGHTY—EIGHT
THOUSAND DOLlARS (~L~88,00O.0O),for the purposes stated in the said report of the Santa-.
1 tion Engineer,Vinton L Bacon,approved and adopted by this Board,the 26th day of Janu
2 ary,191i.9,and hereinafter stated.
3 Second That the genera].objects and purposes for which it is proposed to incur
4 said indebtedness are the following,to—wit:
5 (a)the acquisition and construction by said District No.7,together with
6 other sanitation districts of said county,of (1)a sewage treatment plant to be located
7 near the mouth of the Santa Ana River,(2)an ocean outfall from said sewage treatment
8 plant to and into the Pacific Ocean,and (3)certain trunk sewers leading into said
9 sewage treatment plant;
10 all in accordance with the report of Vinton W.Bacon,Sanitation Engineer of said Distri~t
11 No.7,filed with the Board of Directors.of said district on December 22,19148,approved
12 and adopted by said Board on January 26,191~9,and on file in the office of the Secretary
3 of said Board,reference to which report is hereby made for further particulars,and in
4 accordance with the provisions of the County Sanitation District Act.
5 Third That the amount of the principal of the bonds proposed to be issued by saic
6 Sanitation District No.7 to obtain fund~with ~ich to acquire the property and do the
work set forth in said report is FOUR HUNDRED EIGHTY-EIGHT THOUSAND DOLL&RS ($1~88,OOO.00~
8.~and that part of the principal of the bonded:.thdebtedness to be paid each year is as
9 follows:for the first thirty (30)years after the date of the bonds THIRI~EEN THOUSAND
0 DOLLA.RS ($13,000.00)principal shall be paid annually,and for the next seven (7)years
1 FOURTEEN THOUSAND DOLLA.RS ($114,000.00)principal shall be paid annually,and that the
2 maximum rate of interest to be paid on such indebtedness shall not be in excess of six
3 perceht (6%)per annum,payable annually for the first year arid thereafter semi—annually;
that if at such election two—thirds of the votes east are in favor of incurring such
bonded indebtedness,then bonds of said district in the said amount of FOUR HUM)RED
EIGHTY—EIGHT THOUSAND DOLlARS ($1~88,OOO.0O)shall be issued and sold as in the said
County Sanitation District Act provided.
Fou.rth That six (6)consolidated election precincts are hereby established for thE

1 purpose of conducting said election within said Sanitation District,which said consoli—
2 dated election precincts shall include the following Orange County election precincts,as
3 they existed on Januaxy 1.,19b9,and the following polling places located within the res—
4 pective consolidated precincts arid the following officers for said election,each of whom
5 is a qualified registered elector of the said district and of his respective consolidatàd
6 precinct,are hereby designated,established,and named for each of said precincts as
7 follows,to—wit:
