C.M.Featherly.
Absent:None.
The joint meeting was called to order by Chairman Willard Smith
at 8:07 P.M.
The Minutes of the meetings of January 12th,20th and 2L1..th were
approved as written.
This being the time and place to which the hearing on the
Engineer’s Report was continued,said matterwas called for further
hearing,and there being no objections or protests,written or oral,
upon motion of Director Smith,duly seconded and carried,the fol
lowing Resolution was adopted:
RESOLVED,that the report of the Sanitation Engineer of County
Sanitation District No.1 of Orange County,California,filed with
this Board on December 22,l91~.8,is hereby approved and adopted.

S ned,the following Resolution was adopted:
6 RESOLVED,THAT WHEREAS,in accordance with the provisions of an Act
7 of the Legislature of the State of California,known and designated as the
8 “County Sanitation District Act,”now Chapter 3,Part 3,Division V of the
9 Health arid Safety Code of the State of California,the Board of Directors
10 of County Sanitation District No.1 of Orange County,State of California,
11 did by resolution,duly adopted at its meeting of December 8th,l9I~.8,
12 appoint Vinton W.Bacon as Sanitation Engineer of said County Sanitation
13 District No.1,and did employ him as Sanitation Engineer to make a survey
14 of the problems of the District concerning sanitation,and especially with
lb reference to the matter of sewage collection,treatment and disposal,of
16~said district,in accordance with the provisions of said act,and further,
17 ‘did by resolution,duly adopted at its meeting of December 8th,l9L~-8,
18’direct said Sanitation Engineer,Vinton W.Bacon,to prepare and file with
19 the Board of Directors of the said District,a report setting forth:
20 First A general description of the existing facilities for sewage
21 collection,treatment and disposal.
22 Second A general description of the work proposed to be done to
23
carry out the objects of the District..
24 Third A general plan and general specifications of the work.
25
Fourth A general description of the property proposed to be ac
quired or damaged in carrying out the work.
27 Fifth A map showing the boundaries of the District arid in general
28
~he location of the work proposed to be done,property taken or damaged,
~nd any other information useful to an understanding of the proposed work.
\Sixth An estimate of the cost of the proposed work,and
WHEREAS,in pursuance of his said employment and the said directions

~rders of the said Board of Directors of the said District,the said.
1 Vinton W.Bacon did make,and on the 22nd day of December,19)48,did file
2 with the said Board of Directors his report entitled:“Engineer’s Report,
~County Sanitation District No.1 of Orange County,California,December
4 22nd,19)48,”and
5 WHEREAS,such report did show each of the matters required in said
6 resolution to be contained therein,and the said Board of Directors of the~
7 said District,after a careful consideration of the said report,did,by a
8 resolution duly adopted at its meeting of January 12,19149,find and deter
9 mine that said report so filed complied with the provisions and requiremen
10 of Article 14 of the said County Sanitation District Act,,and was satisfaet.j.
11 ory to said Board,and did,by resolution,fix the time and place f or hear
12 ing objections to said report,and to the doing of the work therein re
13 ferred to,or to any part thereof;such time and place being at 9:00
14 o’clock A.M.,on Monday,January 2)4,19)49,in the office of the County
15 ~Sanitation Districts,Room 205,Orange County Court House,Santa Ana,Cal—
16 ifornia,and such resolution did further direct that notice of said hear-
17 ing should be given by publishing the same once a day for five (5)conse
18 cutive days in the Santa Ana Register,a daily newspaper,having a general
19 circulation in the District;and
20 WHEREAS,at the said.time and place,the Board did hear all objec
21 tions made to the said report,and to the doing of the work therein re
22 ferred to,and any part thereof,and did continue the matter for further
23 hearing to January 26th,19)49,at 8:00 o’clock P.M.in the office of the
24 County Sanitation Districts,Room 205,Orange County Court House,Santa
25 ‘Ana,California,at which time said matter was called for further hearing
26 and the said Board of Directors did approve said report and adopt the same,
27 and
28 WHEREAS,under the provisions of Article 5 of said Act it is made t
uty of this Board of Directors of County Sanitation District No.1,after
he approval and adoption of said report,to proceed to submit to the
‘~ters of the District the proposition of incurring a bonded indebtedness
~ta1n funds with which to acquire the property and do the work set for
1 in the said report,such bonded indebtedness being in the amount and.for
2 the purposes stated In said report.
3 NOW,THEREFORE,IT IS HEREBY FOW~1D,DETERMINED,RESOLVED AND ORDERED
4 by this Board of Directors of County Sanitation District No.1 of Orange
5 County,
6 First That a special election be,and.the same is hereby called
7 end ordered to be held In County Sanitation District No.1 of Orange
a County on the 28th day of February,19149,for the object and purpose of
9 submitting to the qualified electors of said District the proposition of
10 incurring a bonded debt In the amount of TWO MILLION SIX HTJNDRED FORTY
11 FOUR THOUSAND DOLLARS (~2,6i~I~.,0OO.OO),for the purposes stated in the said
12 report of the Sanitation Engineer,Vinton W.Bacon,approved and adopted
13 by this Board the 26th day of January,19149,and hereinafter stated.
14 Second That the general objects and purposes for which it is pro-
15 posed to incur said indebtedness are the following,to-wit:
16 (a)the acquisition and construction by said District No.1,
17 together with other sanitation districts of said county,of (1)a sewage
18 treatment plant to be located near the mouth of the Santa Ana River,(2)
19 an ocean outfall from said sewage treatment plant to and Into the Pacific
20 Ocean,and (3)certain trunk sewers leading into said sewage treatment
21 plant;
22 (b)the acquisition by said District No.1,together with other
23 sanitation districts of said county,of sewage disposal facilities owned
24 on January 26,19149,by the cities of Anaheim,Fullerton,Orange,and
25 Santa Aria and the Buena Park,Garden Grove,La Habra,and Placentia San
26 tary Districts,as follows:(1)the existing sewage treatment plant
27 located near the intersection of Ellis Avenue and Verano Street,(2)the
28 existing outfall sewer extending from said existing plant to the existing
booster pumping plant located near the intersection of the Santa Ana River
and U.S.Highway 101 Alternate,,(3)said booster pumping plant,and (14)
the existing ocean outfall from said booster pumping plant to and into the

1 (c)the acquisition by said District No.1 of certain main trunk
2 sewers owned on January 26,l9L~9,by the City of Santa Ana,and the ac
3 quisition and construction by said District No.1 of additional main
trunk sewers;
all in accordance with the report of Vinton W.Bacon,Sanitation Engineer
of said District No.1,filed with the Board of Directors of said distric~
on December 22,l9L~.8,approved and adopted by said Board on January 26,
8 l9I~9,and on file in the office of the Secretary of said Board,reference
to which report is hereby made for further particulars,and in accordance
10 with the provisions of the County Sanitation District Act.
11 Third That the amount of the principal of the bonds proposed to
12 be issued by said Sanitation District No.1 to obtain funds with which to
13 acquire the property and do the work set forth in said report is TWO MIL
14 LION SIX HUNDRED FORTY FOUR THOUSAND DOLLARS (~2,614~,0O0.OO);and that
15 part of the principal of the bonded indebtedness to be paid each year is
16 as follows:for the first eight (8)years after date of the bonds SIXTY
17 EIGHT THOUSAND DOLLARS (~68,OOO.OO)principal shall be paid annually,and
18 for the next thirty (30)years SEVENTY THOUSAND DOLLARS (4~7O,OOO.OO)prin—
19 cipal shall be paid annually,and that the maximum rate of interest to be
20 paid on such indebtedness shall be not in excess of six percent (6%)per
21 annum,payable annually for the first year and thereafter semi—annually;
22 that if at such election two.-thirds of the votes cast are in favor of in-
23 curring such bonded indebtedness,then bonds of said district in the said
24 amount of TWO MILLION SIX HUNDRED FORTY FOUR THOUSAND DOLLARS
25 (*2,6L~4,OOO.OO)shall be issued and sold as in the said County Sanitation
26 District Act provided.

Fourth That twenty eight (28)consolidated election precincts are
hereby established for the purpose of conducting said election within said
pre~inote
Sanitation District,which said consolidated election/shall include the
following Orange County election precincts,as they existed on January 1,
19)49,and the following polling places located within the respective con
solidated precincts and the following officers for said election,each of
whom is a qualified registered elector of the said district and of his
respective consolidated precinct,are hereby designated,established and.
named for each of said precincts as follows,to-wit:
