A regular meeting of the Administration Committee of the Orange County Sanitation District was held on October 10, 2012, at 5:30 p.m., in the Sanitation District's Administration Building. Following the Pledge of Allegiance, a quorum was declared present, as follows: COMMITTEE MEMBERS PRESENT: Brad Reese, Chair Joe Carchio Jim Ferryman Jeffrey Lalloway Prakash Narain Janet Nguyen Mark Waldman COMMITTEE MEMBERS ABSENT: John Withers, Vice-Chair Larry Crandall Jon Dumitru Sal Tinajero Troy Edgar, Board Chair STAFF PRESENT: Jim Ruth, General Manager Bob Ghirelli, Assistant General Manager Jim Herberg, Assistant General Manager Lorenzo Tyner, Director of Finance & Administrative Services Jeff Reed, Director of Human Resources Nick Arhontes, Director of Facilities Support Services Maria Ayala, Clerk of the Board Marc Dubois Norbert Gaia Laura Maravilla OTHERS PRESENT: Brad Hogin, General Counsel Corine Doughty, Dean – Santiago Canyon College PUBLIC COMMENTS: None. REPORT OF COMMITTEE CHAIR: Committee Chair Reese did not give a report. REPORT OF GENERAL MANAGER: General Manager, Jim Ruth, did not give a report. REPORT OF DIRECTOR OF FINANCE AND ADMINISTRATIVE SERVICES: • RFP and Bid Process Presentation Marc Dubois, Contract and Purchasing Manager, gave a brief PowerPoint presentation on the Sanitation District’s procurement processes. Director Tinajero entered the meeting at 5:42p.m. CONSENT CALENDAR: 1. MOVED, SECONDED, AND DULY CARRIED: Approve Minutes of the September 12, 2012 Administration Committee Meeting. 2. MOVED, SECONDED, AND DULY CARRIED: Approve Change Order No. 2 to P.O. 104359-0A, a bridge contract issued to Clean Harbors Environmental Service , for original contract on Specification No. S-2006-300, for hazardous waste services, approving an increase of $7,048.00, for a total contract amount not to exceed $102,234.90 for the contract period January 1, 2012 through June 30, 2012. Director Withers entered the meeting at 5:50p.m. ACTION ITEMS: None. INFORMATIONAL ITEM: 3. Workforce Development Jeff Reed, Director of Human Resources, briefly reported on the Sanitation District's past practices in personnel recruitment. Mr. Reed introduced Laura Maravilla, Senior Human Resources Analyst; and, Corine Doughty, Dean from the Business and Technical Education Department of the Santiago Canyon College. Ms. Maravilla provided a report on the Sanitation District's Workforce Development efforts. Ms. Doughty also addressed questions from the Directors regarding educational programs at community colleges. OTHER BUSINESS AND COMMUNICATIONS OR SUPPLEMENTAL AGENDA ITEMS, IF ANY: None.
