Anderson General Manager Orange County Sanitation District Biographical Information Mr.Anderson is the General Manager of the Orange County Sanitation District He has oversight responsibilities for management,operations and compliance for the third largest wastewater treatment agency west of the Mississippi River.The District provides wastewater collection, treatment and disposal services to over two million people living and working in central and northern Orange County.The agency has a$2.4 billion capital improvement program,which will provide system upgrades and,rehabilitation new capacity to existing facilities,achieving secondary treatment standards by 2012,and co-fund the construction of the largest water reclamations plant in the United States. He is active in watershed management issues at the national and local levels.He founded the Santa Ana River Watershed Group,which was an ad hoc association of water and wastewater agencies,the dairy industry,state and federal regulators,and general-purpose local government. He has testified before Congress and has written about the concept of watershed protection as a management tool for state and local governments. Mr.Anderson was a member of the National Research Council(NRC)Water Science and Technology Board Committee on Watershed Management,which completed its report in 1998 and NRC's Committee on"Wastewater Management for Urban Coastal Areas,"which recommended site-specific requirements and practices for effective water quality protection in the coastal zone in 1993. He served on the Orange County Investment Pool Committee which helped resolve the bankruptcy issues surrounding the largest municipal bankruptcy in U.S.history He is a member of the Board of Directors of the Orange County Business Council,President of the local chapter of the Leukemia and Lymphoma Society and is a foundry member of the Executive Steering Committee of the Orange County Leadership Symposium. He is a founding board member of the California Rebuild America Coalition(CeIRAC)whose purpose is to identify and support adequate foundry for sustainable public infiashuctme in Orange County and California. He is a member of the American Society of Civil Engineers and the Water Environment Federation and active in St.Matthew Ecumenical Catholic Climb. He received a bachelor's of science degree in civil engineering from California State Polytechnic University, Pomona, and has pursued graduate work at California State University, Long Beach, California State Polytechnic University, Pomona, and Harvard University's Kennedy School of Government. He is a registered civil engineer in California. I l I Patrick B. Miles is the Director of Information Technology for the Orange County Sanitation District(OCSD)in Fountain Valley,California,the sixth largest wastewater treatment plant In the nation. Prior to joining OCSD In 1998, Mr.Miles spent 14 years In the aerospace Industry where he held the position of Distributed Systems Support Manager for the Northrop Grumman Data Systems and Services Division in addition to various leadership roles In the areas of project management,performance measurement and Information technology. As Director of Information Technology, Mr.Miles Is responsible for defining OCSD's technology vision as well as developing,Implementing and maintaining Information technology Initiatives in support of the District's operational objectives. Mr.Miles completed his MBA with an emphasis in information technology and financial management at the University of Callomia,Irvine. STREED DIRECTOR OF FINANCE/TREASURER ,ORANGE COUNTY SANITATION DISTRICT Gary Streed is the Director of Finance for the Orange County Sanitation District (OCSD), the third largest wastewater treatment agency west of the Mississippi. He oversees the annual budget for two treatment plants, located in Fountain Valley and Huntington Beach. The 2003-2004 operating, capital and debt service budgets total $ 329.8 million. Streed joined OCSD in 1967, and has served as director of finance since 1988. Treasurer responsibilities were added in 1995. In his 36 years with OCSD, Streed has developed user fee programs, established the Information Services Division, the Public Information Office and the Treasury function, and has overseen the issuance of nearly$680 million of certificates of participation between 1990 and 2003. Streed plans, organizes and directs the activities of the 40-member Finance Department and is responsible for evaluating the district's financial position and overseeing the issuance of periodic financial and operating reports. Streed oversees the work of the controller's office, contracts and purchasing division and coordinates the board of directors committee that directs policy for the finance, administration and human resource functions. He also directs the district's treasury and risk management functions including the custody and transfer of funds, utilizing third party managers, sizing, issuance and management of long tens debt financing programs, and property/casualty/liability Insurance programs. The district's budget and Comprehensive Annual Financial Report have each won GFOA awards in recent years. The district's procurement processes have also been recognized through the National Purchasing Institute's Achievement of Excellence. Streed holds a degree from the University of California at Los Angeles and began his professional career as an Accountant for the Orange County Sanitation District. He rose through the ranks of OCSD including Accounting Supervisor and Chief Administrative Assistant to the General Manager until he was promoted to Director of Finance. David Ludwin,P.E. Director of Engineering David Ludwin has served as the Director of Engineering at the Orange County Sanitation District since 1995. The Engineering Department Is responsible for the District's long-term strategic planning, capital program development, project management, design oversight and coordination, and construction management and quality assurance for the District's $2.4 billion Capital Improvement Program. The Engineering Department is also responsible for easement acquisitions and management, properly annexations, connection permitting, and engineering document management. Prior to joining the Orange County Sanitation District,he was the Director of Water and Wastewater Engineering for HDR Engineering's Southern Califomia office, responsible for business development and project management;and a Principal Engineer with Montgomery Watson,responsible for project management and client service. David started his professional career with the County Sanitation Districts of Los Angeles County as a Design Engineer, and subsequently served as Operations Engineer and Supervising Engineer at the Sanitation Districts'Joint Water Pollution Control Plant. David has 26 years of professional experience in engineering management,design,construction, and operations, in both the private and public sectors.He earned Bachelor of Science and Master of Science Degrees in Civil Engineering from the University of Illinois. Bio for Bob Ooten Bob Is currently the Director of Operations and Maintenance at the Orange County Sanitation District,the third largest Regional Wastewater System west of the Mississippi River. He has been in this capaclly,for twenty three years. The District treats 250 million gallons of domestic, industrial and commercial wastewater per day at two treatment plants. The District owns and operates 620 miles of interceptor sewers and 17 pump stations. Bob has worked with the California Energy Commission, helped author manuals of practice on energy conservation, reviewed energy conservation manuals and helped co-founded an energy coalition of industry and utility members. He has a civil engineering degree from Iowa State and a master's degree in Environmental Engineering from Kansas University. He Is a registered professional civil engineer In California. Tomko, SPHR Director of Human Resources Orange County Sanitation District Lisa Tomko joined the Orange County Sanitation District In 1996 and currently serves as the Director of Human Resources. She leads a department of twenty including the divisions of human resources administration,employee development and safety and health. As a member of the executive management team she oversees the Implementation of district-wide programs and manages the labor relations program that includes three unions and six bargaining units. Prior to joining the Orange County Sanitation District,Lisa worked at both Financial hidernnity Company and SunGard Financial Systems balancing her career with experience in both the public and private sectors. Lisa is involved with the California League of Cities as well as the California Public Employers Labor Relations Association. She holds a B.S. in Business Administration and Management from California State University,Northridge, and a M.S. in Organizational Development and Human Resources from the University of San Francisco. Orange County Sanitation District Robert Ghirelli Director of Technical Services Robert Ghirelli is Director of Technical Services at the Orange County Sanitation District and former Executive Officer of the California Regional Water Quality Control Board, Los Angeles Region. Bob's responsibilities at OCSD include managing the district's environmental affairs and regulatory compliance programs, environmental laboratories, and industrial waste control programs. Prior to joining the Orange County Sanitation District in 1998, Dr. Ghirelli was managing principal of the Los Angeles office of a national environmental consulting firm. A graduate of UCLA with an undergraduate degree in bacteriology and a doctorate in Environmental Science and Engineering, he has spent his entire career in the field of water quality control in California state government, the private sector, and now at the regional government level. THOMAS L. WOODRUFF, GENERAL COUNSEL BACKGROUND INFORMATION: Mr. Woodruff graduated from Michigan State University in 1960, and the University of California, Hastings College of Law in 1965. He has devoted his entire professional career primarily focused on the representation of public agencies, including Cities, as City Attorney; and Special District, as General Counsel and Special Counsel. He has represented local governmental agencies throughout Orange County since 1967. In 1975, Mr. Woodruff was appointed General Counsel for the Orange County Sanitation District and has maintained that position at all times to the present. Since that time, he has devoted his practice to environmental law and related matters primarily for wastewater and water agencies. As General Counsel, Mr. Woodruff, both individually and by managing up to 25 attorneys, has provided general legal advice and counsel to the Board of Directors; attends Board and Committee Meetings (as needed and as requested); including advice on the Brown Act, Political Reform Act, Public Records Act, and general local District and Water District laws. He additionally provides general legal advice and assistance to the General Manager and Staff Departments, Including preparation of ordinances and resolutions; advice on federal and state legislative and regulatory enactments; review and response to claims; preparation of agreements with suppliers and contractors; preparation of other agreements, contracts, property instruments, and related writings on an as needed and as requested basis; and advice on issues relating to Human Resources.
