In accordance with the requ irements of California Government Code Section 54954.2 ,
this agenda has been posted in the main lobby of the Orange County Sanitation
District's Administrative Offices and in the lobby of the Orange County Water District

We don't th ink about how many everyday things we use water for. But the fact is we use
a lot, so much so that it's putting a heavy burden on our water supply. And if it continues,
experts predict we could be facing water shortages in the future.
To help ensure that we and ou r children have enough water in the future , the Orange
County Water District and Orange County Sanitation District are proposing a solution -
the Groundwater Replen ishment System . Using the same technology as bottled water, It's
a sophisticated way of safely converting highly-treated sewer water to a renewable,
purified water sour ce. The Groundwater Replen ishment System will create a safe,
renewable , new, high -quality water source we can tap for years to come .

Pure, safe water has always been
the primary focus of the Orange
County Water District (OCWD). It's
also the goal with the GV\JR System.
Medical, scientific and environmental
experts agree that water produced
by the system will be the safest,
most reliable new source of water
available . Here 's a look at how the
purification process works:
Highly treated sewer water is delivered to a new
treatmen t plant at OCWD.
Next, water undergoes advanced water purification
processes, including microfiltration , reverse osmosi s
and ultraviolet light with hydrogen pero xide
treatm ent. Quality is continuously monitored and
checked through each step of the treatm ent proces s.
The result is clean, purified water -similar in
quality to bottled water -that me ets all stat e and
federal drinking water stand ards .
Finally, it's Mother Nature's turn. Newly purified
water seeps into the ground , li ke rain , and blends
with existing groundwat er.
By 2006, the GWR System is expected to produce
enough water to supply 140,000 Orange County
families -that makes it a pure solution to our
f uture water needs.

Eve ry year, Orange County residents use more and more
water, much of it im ported from out side t he county. This
"imported" water can be very expe nsive , and during some
seasons, difficult to get. If drought hits or these sources are
reduced, we -and the generations that follow -will face a
seri ous water crisis .

That's why the Orange County Water District (OCWD) and Orange County Sanitation
District (OCSD) are proposing a new lo cal water source called the Groundwater
Replenishment (GWR) System. It's an innovative way of refilling undergrou nd water

The GWR System will include a ne w pipeline, pumping equipment and a high-tech
treatment facility. It will produce usable, high-quality water by purifying millions of
