I •• I DISTRICTS 5 & 6 ADJOURNED MEETING NOTES DECEMBER 18, 1985 -Newport Beach City Hall i2 -Verbal report The General Manager reported that a user fee was adopted in District 5 five or six years ago. District S's system is one of the older systems in the County. The system is in pretty poor shape. The backbone of the system is the Coast Trunk Sewer from Dover Drive to Plant 2. District 5 has 75% of the equity and capacity in this system and District 6 has 25%. Rehabilitation is being done from Dover Drive to Plant 2 and some in Balboa Peninsula. The key is to get one good barrel in the system firs ~~hen go back and rehabilitate the other barrel. Completed one barrel from ~ to the Arches. Awarded a contract several months ago from Lido Pump Station to Valve B, west of the Arches or east of the old Howards. Today's problem is across the river from Plant 2. Are several recommendations today--immediate repair of one portion and authorization to rehabilitate system as soon as possible. We have the funding and can do it in short order. Tom Dawes then reported that the two force mains are still cylinder pipes with cement lining on the inside and outside. They turned out not to be a very good kind of line . The top part of line is eaten out by gases and sewage. Since the joint Board Meeting last Wednesday, he reported they had fenced the area where the cave-in occurred. On Thursday morning retained Cliff Forkert to provide surveying services and hired Coast Pipe to dig up in a few spots to determine the extent of the damage. He indicated that he had given Directors an incorrect figure at the last Board meeting. The amount of pipe needed is 2,200 feet rather than 1,100 as previously i ndicated. Said the entire 2,200 is in immediate danger and should be repaired with an emergency action. Received bids that morning and received excellent prices for this work. New pipe will be ductile iron pipe, very similar to cast iron but will withstand corrosion better. If weather permits, expect to be working on Thursday or Friday. We are monitoring the sewer on an hourly basis. The time frame for the contract is to proceed immediately and to work steady until completed. Expect to be finished within 1-2 weeks. Staff is asking for authority to proceed with design of the next phase. Are looking at a bigger pipe, maybe 30-inch. Will be ready to advertise the second phase in a few months. The third phase is between Bitter Point and west of the Arches. When these projects are finished in about one year, will have the s i ngle barrel completed in the system. Then we can turn our attention to some of the problems on the Balboa Peninsula in District 5 only. Would like to identify each manhole that needs to be worked on. The City and the District are doing a joint study to replace both City and District lines. The City and District lines are in terrible shape. Are sharing a joint line from A Pump Station to G Street. About 2/3 of water pumped is salt water in Balboa Peninsula. Hart stressed that they should be sure that the City and District does work together on this. Said biggest problem on Lido has been taken care of by City. She asked Joe Devlin about City 's schedule on the Peninsula. He said the City is doing very well at the moment with sewer service charge. Are replacing water mains with their force account work. Within 10 years could probably complete all the replacements on the Peninsula and the problem on Balboa Island is almost done. Hart asked if District 5 should consider stepping up plans to finish up Peninsula in a more timely manner than 10 years? Joe said the material they are putting in now has an indefinite life but they do have a lot to catch up on. Hart again asked if they should recommend to the City Council to finish Peninsula before 10 years. He said they have talked with City about having more joint projects with the Districts. City and District hope to be done with crucial rehabilitation within 5 years. Plwmner asked, since the Irvine Company will be developing the down-coast area soon, when development is twice the size as it is now, is what you are doing going to be able to handle all that? Tom Dawes replied that for the last 10 years the District has been keeping this proposed development in mind and have worked with them. This area annexed to District 5 seven or eight years ago. We have joined with the "--" planning effort throughout the planning effort of the down-coast area. 10 years ago we were planning on 10,000 units but Coastal Commission has approved 2,000. We believe with certain improvements, we could serve that area. We do serve the Dover and Cameo Shores area. Explained plans for a change in the pump station. Hart stated that she wanted to be sure that we are providing for development of the down-coast area. Would like to have the minutes reflect that they did have this discussion on this and when necessary, would like to have that study done so we can think about the financing on this. It was stated that the Board has established in the connection fee ordinance three zones. zone 3 has a higher connection fee to finance its facilities when built. In District 5 The Irvine Company has built this facility and they are reimbursed out of connection fees as they are collected. Maurer reiterated that they needed every bit of information in the minutes regarding this situation. TMD indicated that rehabilitation of the second barrel (the green line on the map) should be completed between 1987-90. Items 3, 4, 5 and 6 were then moved and seconded by Districts 5 & 6. Motions carried by voice vote. Item 7 was moved and seconded by District 5 only. Motion carried. TMD added that the emergency fencing required could be done for under $10,000. Reviewed schedules included in Directors' folders for Districts 5 and 6 over 7-year period. Plummer asked what FR Fund was. She was told it was the Facilities Revolving Fund and comes from connection fees and is the fund that pays for expansion of facilities. JWS explained that these schedules list trunk sewer projects. Rehabilitation projects are paid for out of sewer use charges. ACO Fund. The subtotal under the FR Fund is what pays for the cost of expanding facilities and is paid out of connection fees. Said these schedules include many more projects than they are talking about there. Re user fee programs, Districts 5 and 6 projected that they would have to double the fee the second year. District 5 is now in the fourth year and District 6 in the second and haven't had to increase fee yet. Will probably be recommending doubling the fee in District 5 next year and in District 6 a little less. Do not have to hold a hearing. Explained that the first hearings were held in order to collect the fee on the tax bill, not to establish the fee. The Board will have have to adopt an amendment to their ordinance. They will have to raise connection fees as well as user fees. Are updating study and will come Directors as part of the budget process. -2-
