9. COUNTYSANITATION DISTRICTS OF ORANGE COUNTY -Lewinger None 1
We have received a preliminary response from the Sanitation
Districts regardin~ our spreadsheet and assumptions. Staff
will be conducting an in-depth analysis of assessed valuation
of IRWO over the last s~veral years using County Tax
Assessors' records. Staff will also be preparing "spread-.
sheets" similar to the one prepared for the proposed
Sanitation District No. 14 for each of the existing Sanitation
Districts to determine the equity/inequHy of the IRWD
situation as compared to the existing Sanitation Districts.
Due to scheduling conflicts with the Sanitation Districts,
staff does not anticipate to complete this work before the
end of February. ·
We have also received a request from CSDOC for $20,200 so
that Boyle Engineerihg·can do a dual design for the Airport
Relief Sewer. The letter estimates IRWD's (CSD #14) share
to be .$3,180,000 of which. they would like th.e incremental
upsizing (39-inch to 60-inch) costs (estimated at $1 ,574,000)
to be paid within three months of constructfon award in
June 1984. Design has begun, but IRWD has until February 28,
1984 to decide on the dualc··design,option.

Nos. 3 & 4: Review of Boyle Engineering and Staff Reoorts
re Irvine Business Comolex
The Directors were mailed a copy of the Irvine Business
Complex Report with the agenda for the regular February 8 Board
Meeting. This report was discussed briefly at the Board meeting
and taken under study for consideration at this February 15
meeting. Enclosed with this agenda is a s taff report which
details the need for a s peci al zone to provide additional
connection fees for parallel facilities in this area. The staff
will review these items in detail on Wednesday e vening .
The s taff recomrnends approval of the Reports.
No . 6: Actions Concerning Ordinance No . 719
In order to establish a separate zone for the Irv ine Business
Complex and initiate connection fees for that a rea, it will be
necessary to adopt a new ordinance.
Because the majority of the development in the Complex area
has been approved <e stimated 15 million square feet ) and building
permits are available for these developments, the timing i s consi-
dered critical. It is therefore recommended that Ordi n a nc e 719
be adopted as an Urgency Ordinance whi c h becomes effective imme -
diatel y . This allows the waiving of the two readings and the
30 -day waiting period before final adoption.
The staf f recomrnends a doption of the Urgency Ordinance for
the establishment of a separate zone as set forth on Exhibit A
and appropriate connection fees.
No. 7: Declari ng Intent to Amend District No . 1, No rth Half
of Di strict No. 6, and Distr i ct No. 7 Master Pl~n to Include
Parallel Sewers to Serve the Irvine Business Comolex
In accordance with the recomrnendations contained in the Boyle
Engineering report on the Complex, the staff is recomrnending that

the Directors declare their intent to amend the Updated and
Consolidated Master Plan for District No. 1, the North Half of
District No. 6 and District No. 7 to provide for construction of
the following facilities:
1. A 21" sewer relief trunk running parallel to the Main
Street Relief Subtrunk from Von Karman Avenue to Jamboree Blvd.
2. A 15" relief trunk required to serve increased develop-
ment east of Jamboree Blvd. along Campus Drive. The relief sewer
would extend from Von Karman to Jamboree Blvd. in Campus Drive.
3. A 21" gravity relief trunk and a 10" force main in
Michelson Drive from Von Karman to south of the Michelson Drive
Pump Station.
A recommendation that these amendments be incorporated into
the Master Plan will be made to the Directors of all three
approving Districts (1, 6 & 7) at the March 14 regular Board
meeting .
No . 8: Au t horizing Staff to Prepare P r elimi nary Environmenta l
Documents for Master Plan Amendments
With the exception of the Main Street Relief Subtrunk, the
Master Plan projects set forth in Item No. 7 above were not
included in the Environmental Impact Report for the adopted
Updated and Consolidated Master Plan for District No. 1 , North
Half of District No. 6 and District No. 7.
The staff has been advised by the EIR consultant, Courton and
Associates, that a mitigated Negative Declaration could be pre-
pared for these projects if approved. To accomplish this the
staff would send a notice that we intend to prepare a Negative
Declaration to the mailing list for the District 1 , 5 & 7 EIR
and also publish the notice one time in a newspaper of general
circulation . Through the preparation and evaluation of an
Initial Study, the Districts could determine what the impacts
of the project would be and incorporate into the Negative
Declaration mitigation measures to offset those impacts. The
mitigated Negative Declaration would then be circulated for
public comment for a 30 -day period . These actions would only be
necessary for the Campus and Michelson Subtrunks as the Main
Street Subtrunk was included in the Master Plan EIR .
The action appearing on your agenda is to authorize the staff
to proceed with the preliminary preparation of the environmental
documentation required by CEQA.

Nos. 9 & 10: Authorize the Selection Committee to Negotiate
an Amendment t o the Agreement with Boyle Eng i neeri n g Corporation
for Engineering Ser v ices re the Airport Relief Trun k Sewe r Design
On December 14 t h e Directors approved a new Von Karman align-
ment for the A irport Relief Trunk Sewer in order to a v oid
construction in the John Wayne Airport area and better serve the
Irvi n e Bus i ness Complex. The actions appearing on your agenda
are t o recei v e and fi l e a letter from the Ir v ine Ranc h Water
District concerning d u al design of t h is f acility to include
capacity for District No. 14 should it be formed, and to authorize
the Section Committ~e to negotiate Addendum No. 1 to the engi-
neering services agreement with Boyle Engineering for design of
this facility. Items to be included in this Addendum are:
1. Increase the Scope of Work to include additional alignment
studies for t h e V on Karman routing
2. Increase the contract amount to include additional design
work for the new alignment
3. Increase t h e soils and survey allocation
4. Provide a dual track design to increase the size of the
Airport Relief Sewer, Von Karman alignment from 39" to 60" to
accommodate potential flows from IRWD if written approv al of
added cost reimbursement is received from the Irvine Ranch Water
District by February 28.
Whe n an agreement h as been reached, the Selection Committee
will submit its reco mme n dations to the Board for approval.

Irvine/Newport Beach Business Complex Study
The Consolidated Ma ster Plan of Trunk Sewer Facilities (adopted
in December 1982) identified the required trunk and subtrunk
sewer facilities to serve the District, based on the current and
p r ojected land use planning at that time. Since adopting the
master plan development planning details in the Irvine/Newport ·
Beach Business Center Complex (I /NBBC) have changed, yielding
significantly greater densities for individual parcels than the
average for the area as a whole. The I/NBBC study area, as shown
on Figure 1, extends north of the San Diego Freeway to Barranca
Road and south to Bristol Street and is bounded by the Newport
Freeway on the west and the San Di e go Creek Channel on the east.
Because of this density shift, the Airport Relief Trunk Sewer has
been realigned and several subtrunks will need additional
capacity to accommodate the various developments currently
identified by the respective p l ann ing jurisdictions. These
revisi ons and additions would result in construction cost s
g reater than those presented in the master plan adopted in
December 1982.
The Dis t rict is considering establishing a special zone with
boundaries delineated in Fi g ure 1 and se t tin g a connection fee to
finance these additional facilities. This study iden t ifie s the
additional facilities required a nd provides estimated
construction costs.
Land Use
Land use within the I/NBBC is classified industrial/commercial
wit h four large ho tels in operation, tw o major ho tels under
construction, and fi ve othe rs proposed :or co ns truct i on . The
density varies somewhat from north to sou th with the mo st i ntense
dens it y centered south of th e San Diego Freeway.

The recent Airport Relief Trunk Sewer route investigation
identified the major proposed developments located south of the
San Diego Freeway and within the Main Street Subtrunk' s service
area. The City of Irvine provided details of specific
developments for the remaining portion I/NBBC north of the San
Diego Freeway.
In analyzing the data received from the City, the proposed
developments within the area north of the Main Street Subtrunk
are not expected to exceed the average density of those
developments projected in the master plan. In the entire study
zone, the new developments currently proposed are comprised
mainly of office buildings and hotels that would add to the area:

To assess the impact of the proposed increased development
densities, the average flow for each development proposal was·
projected and compared with flows allowed in the master plan for
the same parcel. When the updated average flow was greater than
the ma st er .Pl an av er age flow contribution for the respective
parcel the trunk system was re-analyzed for adequate capacity
using the methodology and peak-to-average relationship outlined
in the master plan report was used.
The analysis showed that the Mc Gaw Subtrunk tr i b~tary area
serving the northerly portion of the study area was adequate in
capacity and that the development densities proposed within this
tributary area do not contribute additional flow. The analysis
presented in our November 1, 1983 report for the Airport Relief
Trunk route investigation identified that the updated projected
flows for the tributary area of the Main Street Subtrunk, north
of San Diego Freeway, exceeds the master plan tributary flow.
In addition, the route investigation of the Airport Relief Trunk
Sewer determined that due to the distribution of the newly
proposed high intensity developments south of the San Diego
Freeway, a revised Airport Relief Trunk alignment would maximize
use of the existing trunk and subtrunk system. However, three
additional existing subtrunks will still require relief due to
the developments proposed at their upstream ends. These are the
Main Street Subtrunk, the Michelson Subtrunk, and Campus Drive
Subtrunk east of Von Karman Avenue. The overall projected
average flow increase from the I/NBBC study area over and above
the master plan flow is 1.4 mgd bringing the total to 15.4 mgd.

Additional Required Facilities
The additional required facilities to serve the Irvine/Newport
Beach Business Complex include:
1. Revised Airport Relief Trunk Sewer Alignment
As discussed in the Airport Relief Trunk Sewer Route
Investigation, the revised alignment would serve the
District with greater flexibility. Not only would the
alignment be located closer to the intense development
densities, but it would maximize use of existing.
subtrunk facilities. The revised Airport Relief Trunk
would include the relocation of the South Irvine Lift
Station and Force Main.
2. Main Street Relief Subtrunk
As mentioned in the previous section, the upper reach
of the existing Main Street Subtrunk would be taxed
because of the increased development in the vicinity·
of the Jamboree Boulevard and Main Street
intersection. To provide the required relief of the
existing subtrunk, a 21-inch sewer relief trunk is
recommended to parallel the existing subtrunk from
Von Karman Avenue to Jamboree Boulevard. This relief
trunk would be an additional facility over and above
the adopted master plan.
3. Campus Relief Subtrunk
The existing Campus Subtrunk's capacity is inadequate
to serve the increased development areas east of
Jamboree Boulevard along Campus Drive. A 15-inch
relief trunk would be required to serve the
intensified area and would extend from Von Karman to
Jamboree Boulevard in Campus Drive. The Campus Relief
Trunk is also an additional facility over and above
the master plan.
4. Michelson Relief Subtrunk and Force Main
In view of the intense development plans projected
east of Von Karman and south of Michelson Drive, the
existing gravity sewer and force main in Michelson
Drive (from Von Karman and south of Michelson Drive
Pumping St at ion) w i 11 be deficient in cap a c it y •
Therefore, a 21-inch gravity relief trunk and 10-inch
force will be required to provide adequate relief of
the existing sewer facilities, as shown on Figure 1 ...
These facilities are also additional facilities, over
and above the master plan.

5. McGaw Subtrunk
As stated in the previous section, the McGaw Subtrunk
was not affected by the development densities proposed
with in its tributary areas. Therefore,· -the master
plan improvements are adequate.
6. South Irvine Lift Station
Recent increases within the I/NBBC would require
up-sizing the South Irvine Lift Station to handle the
additional 1 .4 mgd flow, over and above the master.
plan. In addition, with the new alignment of the
Airport Relief Trunk, the Land Road Pumping Station
will be consolidated with the South Irvine Lift
Station for more efficient operation. Consolidation·
of the Lane Road Pumping Station with the South Irvine
Lift Station will yield a 15.4 mgd flow to the South
Irvine,Lift Station.
7. Pumping Station Modifications
As stated in the master plan, four existing pumping
stations (Lane Road, Michelson Drive, McGaw, and
MacArthur) would require minor modifications to serve
the I/NBBC. With the recent adoption of the revised
Airport Relief ·Trunk Sewer alignment and relocation of
the South Irvine Lift Station, the Lane Road Pumping
Station will be taken out of service. Since the flows
to the McGaw Lift Station are the same as projected
for the master plan, the modifications recommended in
the master plan remain the same. Flows to the
Michelson Drive and MacArthur Pumping Stations have
increased slightly, but· the modifications recommended
in tt:ie master plan are capable of handling the
increased flow.
Estimated Construction Cost
Due to the addition of new facilities and avoided costs of the
deleted facilities, a direct comparison of additional costs can
not be related to the master plan facilities on a facility by
facility basis. Estimated construction costs of all facilities
to serve the study area with the current proposed land use
conditions are compared with original master plan facility costs
in Table 1.
The recently amended Airport Relief Trunk route voided the costs
of the following master plan facilities:
1. Main Street Relief Subtrunk --Lane Road Pump Station
to MacArthur Boulevard
2. South Irvine Relief Subtrunk

However, the cost of the revised Airport Relief Trunk increased
by_ two pipe sizes, with the newly proposed Main Street Relief
Subtrunk, Campus Relief Subtrunk, and the Michelson Relief
Subtrunk and Force Main will result in a net additional
construction cost of $1,290,000 •

The District has received a report dated February 1, 1984 prepared by Eoyle
Engineering Corporation which re-examines the sewer needs of the Irvine Business
Canplex as they relate to land use changes which have occurred since the pre-
paration of the Consolidated Master Plan of TrUnk Sewer Facilities for County
Sanitation Districts No . 1 , North Half of No. 6, and No. 7, adopted in Deceml::er,
1982. Since the preparation of the Master Plan report, very significant land
use changes approved for the Complex have increased projected densities and
wastewater flow . The Complex is served by local sewers a.vned by the Ci ties of
Irvine and Newport Beach and .the County of Orange , and trunk and subtrunk sewers
owned by County Sanitation District No. 7 . This report analyzes the improve-
ments necessary for the Sanitation District 's trunk and subtrunk sewer system.
The consul tant reviewed current l and use plans fo r the Business Complex and
determined that ther e are seven new hotel sites with over 3 , 600 roc:ms expected

Staff believes that the rrost cost effective way to implerrent the recarmendations
in the report is to form a special zone within County Sanitation District No. 7.
A connection fee sufficient to pay for the facilities needed to serve the new
developrent could be levied in that zone.
The report estimates that the developrent would total approximately 17,500,000
square feet of office and hotel buildings. However, certain projects have
already received connection penni ts when the building penni ts were obtained and
certain other projects may be delayed or postp:med indefinitely; therefore, the
calculation for a zone fee was based on 75 percent of the estimated dev eloprrent,
or 13, 125, 000 square feet. The zone connection fee has been calculated as
follows:

CALIFORNIA, AMENDING ORDINANCE NO. 718, ESTABLISHING
SEPARATE ZONES WITHIN THE DISTRICT AND ESTABLISHING
A SCHEDULE OF FEES FOR ISSUANCE OF SEWER CONNECTION
PERMITS
WHEREAS, the use of District sewage facilities are generally
regulated by the provisions of Ordinance No. 718; and
~HEREAS, the Consolidated Master Plan of Trunk Sewer Fa-
cilities, adopted in December, 1982, identified the required
trunk and subtrunk sewer facilities to serve the District,
based on the projected land use planning at that time; and
~HEREAS, in recent years, great amounts of commercial,
off ice and industrial development have occurred within the
District, yielding significantly greater·densities for individual
parcels than the average for the area, as identified in the
Consolidated Master Plan of Trunk Sewer Facilities; and
_WHEREAS, the District's Deputy Chief Engineer has prepared
a report establishing that existing trunk and subtrunk sewer
facilities in certain areas of the District are operating at
maximum capacity and require additional capacity to accommodate
planned development within the District; and
~HEREAS, the District has determined that plans have been
formulated and considered in the area designated as the Irvine
Business Complex Area which would add approximately 17,557,000
square feet of commercial, office and industrial space to the
area; and
WHEREAS, the District has completed a study of necessary
facilities in the Irvine Business Complex Area, in order to
provide sewer service to the lands to be developed in the
future; and
~HEREAS, the District determines that the sewer service
needs throughout the.District vary considerably: and
~HEREAS, the District has adopted a schedule of fees to
be paid for connecting to the District's facilities, which
fees are to be used by the District to pay for the cost of
construction of trunk and subtrunk sewer facilities; and
_WHEREAS, the District has determined that the cost of
construction of additional necessary trunk and subtrunk sewer
facilities will be unable to be met if the present connection
fee schedules, used to finance such projects, remain unchanged;
and
WHEREAS, the creation of separate zones within the District
will allow for better planning and development of the sewage
facilities.
NOW, THEREFORE, the Board of Directors of County Sanitation
District No. 7 of Orange County, California, does hereby ORDAIN
as follows:
Section 1: Section No. 702 of Ordinance No. 718 is hereby
amended to read:
"702. DISTRICT NO. 7 CONNECTION CHARGES
A. The District is divided into two (2)
separate zones for purposes of development and
regulation of sewage facility use. Said zones
are established as follows:

Zone 1: All that territory within the District,
exclusive of that territory within
Zone 2;
Zone 2: All that territory described as the
Irvine Business Complex Area.
The precise boundaries of each of the above Zones
are set forth and shown on Exhibit 'A' and incor-
porated herein by this reference.
B. District Connection Charges.
Before any connection permit shall be issued,
the applicant shall pay to the District, or its
agent, the charges specified herein:
1. Connection charge for new construction,
dwelling buildings:
For each new dwelling unit constructed,
the connection charge shall be $250.00
per dwelling unit.
2. Connection charge for existing dwelling
buildings:
For the connection of each existing dwelling
building, the connection charge shall be
$250.00 per dwelling unit.
3. Connection charge for new construction and
existing structures, other than dwelling
buildings:
For all other new construction, including
but not limited to commercial and industrial

buldings, hotels and motels, and public
buildings, the connection charge shall be:
Zone l -$50.00 per 1,000 square feet of
floor area contained within such
construction, provided that the
minimum connection charge for such
new;1construction shal 1 be $250. 00;
Zone 2 -$180.00 per 1,000 square feet of
floor area contained within such
construction, provided that the
minimum connection charge for such
new construction shall be $250.00.
4. Connection charge for replacement buildings:
For new construction replacing former
buildings, the connection charge shall be
calculated o~ the same basis as provided in

Paragraphs 1 ~nd 3 above. If such replace-
ment construction is commenced within two
years after demolition or destruction of
the former building, a credit against such
charge shall be allowed and shall be the
equivalent connection charge for the building
being demolished or destroyed, calculated on
the basis of current charges for new construe-
tion. In no case shall such credit exceed
the connection charges.

5. Connection charges for additions or altera-
tion of existing buildings:
In the case of structures where further new
construction or alteration is made to increase
the occupancy of dwelling buildings or the
area of buildings to be used for other than
dwelling buildings, the connection charge
shall be $250.00 for each dwelling unit
added or created, and, in the case of new
construction other than dwelling buildings,
it shall be $50.00 per 1,000 square feet of
additional floor area contained within such
new construction, provided such new construc-
tion shall contain additional plumbing
fixture units.
6. Trunk connection charge, residential uses:
Family dwelling unit: $6.00 per front foot
for the real property fronting on and con-
necting to a trunk sewer, provided that no
such charge shall be less than $400.00 plus
the applicable regular connection charge for
d~elling units hereinabove specified.
7. Connection charge, off-site sewers not a part
of Master Plan relative to reimbursement
agreements:
The charges for connections to off-site sewers
which are not included as a part of the

District Master Plan and for which a Non-
Master Plan Reimbursement Agreement has been
entered into between the District and the
property owner shall be in the amount pro-
vided for in said Agreement. The amount set
forth in said Agreement shall be the amount

due whet~er the original Agreement is still
in force, has been extended, or has expired.
These connection charges shall be in addition
to any other charges hereinabove established
for the property connecting to said facilities.
8. Trunk connection charge, commercial or in-
dustrial establishments:
$10.00 per front foot for the real property
fronting on and connecting to a trunk sewer,
provided that no such front foot charge shall
be less than $500.00, plus the applicable
regular connection charge for new construction
and existing structur~s other than dwelling
buildings hereinabove specified.
9. Assessment District connection charge:
The regular connection charges provided in the
preceding subsections of this Article, plus
a sum of money equal to the assessment charge
without interest, or Treasurer's charge which
would have been made against the real property
on which said improvements are located had

said real property been assessed within the
Assessment District which constructed or ac-
quired the Assessment District sewer to
which connection is made."
Section 5: If any provision or Section of this Ordinance
is declared to be unlawful, invalid, or in any manner unen-
forceable, then each and every other provision herein shall
remain in force as though enacted independently.
Section 6: This Ordinance is adopted as an urgency measure
and shall take effect immediately upon its adoption as a measure
necessary to preserve the public health, safety and welfare.
The facts constituting the urgency are that the existing trunk
sewer facilities are operating at maximum capacity, and the
District has determined that the construction of additional
trunk and subtrunk sewer facilities is necessary in order to
provide sewer service to lands for which plans are being formulated
and considered for development.
The Secretary of the Board is directed to certify to the
adoption of this Ordinance and cause it to be published in
a newspaper of general circulation within the County.
PASSED AND ADOPTED at a special meeting of the Board of
Directors of County Sanitation District No. 7 of Orange County,
California, held February 15, 1984.
