Preliminary Draft of the plan prepared by Lowry & Associates was

Chairman Holt recognized new Director Carrey Nelson from Brea.
#4 -Report of Engineer
Don Martinson from Lowry & Associates was recognized by the Chair. Mr.
Martinson passed out Summary reports of the Consolidated Master Plan for
Districts Nos. 2, 3 and 11. He reported that back in 1950 when trunk sewers
were constructed there was a great deal of space between cities and now the
boundaries area almost touching. Orange County experienced one of the fastest
growth rates in 1960's and in 1970's several new major trunk sewers were built. I This study takes a look at entire District 2, 3 & 11 network and considers it as
one engineering unit. One continuous sewer system. They used a computer
program to calculate figures and find deficiencies in system and came up with
routing changes. They rerouted flow to those sewers that have a lot of capacity
such as Santa Ana River Interceptor and Knott Interceptor. Referred to map in
front of room and reviewed Collection System Capital Improvement Program
summaries for each District. Also reviewed capacity exchange agreements.
Don Smith asked him to clarify further the Cost of Capacity Exchanges and he
indicated that this is a listing of percentage and dollar amounts of each trunk
sewer. These exchanges will be made to reach ultimate flow for each District
for each trunk sewer.
Mandie stated that, basically, what is happening, is that the capacities are
being shifted. District 2 is generating more and others reducing their
capacities. Correct? Martinson replied, yes. District 2 flow is routed to
nearest sewer and it buys capacity from the District that owns that capacity.
Bailey asked how capacities will be monitored and if this is built to provide
for changes in the future? Don Martinson replied that this could be adjusted in
the future, for instance if Districts 2, 3 & 11 join as one District or we could
analyze situation every five years. Bailey asked, how do you determine
capacities used? Martinson said they are recommending monitoring with meters
which will measure on a permanent, year-round basis. Can also monitor
industrial wastes as well as flows. Have come out with some very good meters
now.
Question was asked if projections were for build-out and he answered yes.
Don added that all this information is stored in computer. If new development
comes in, can put info in computer and recalculate very easily. Can determine
what effect development will have on flow all the way to the plant. District 13
and Balsa Chica area are taken into consideration in report.
Sylvia asked how Districts 3 and 11 came up with this surplus capacity. Don
advised that the Knott Interceptor provides this which was built in the 1970's.
Question asked what would happen if you change computer information to combine
Districts 3 & 11 or Districts 2 & 5, etc. Don said it doesn't make much sense to
break out lines. All of this does operate as one system from an engineering
standpoint.
Asked if SAWPA has right to buy any more capacity? Answered, they can buy up to
30 MGD and have bought 8 MGD. Asked where those funds would go? FAH answered
that they have actually paid their share of the capacity in the Santa Ana River
Interceptor. Each time they buy capacity, it is in the treatment plant and all
Districts share in the money.
Sylvia stated that, basically, this area is one alluvial plane with natural flow.
Don replied, yes, is very little pumping except on west side to get it back to the
east. District 11 system will be greatly improved when Coast Trunk Sewer goes
through. Will have one major pumping station and will eliminate others.
Wedaa asked if this entire s y stem is developed, to what y ear will we have
capacity? Study is for 5-year increment. Can't really look beyond 1987. Asked
if this is based on today's costs and answered yes.

FAH summarized that the purpose of this meeting was to bring Directors up to date
on what the engineers have come up with. Said the staff has pretty well reviewed
their report and are very pleased with information. With a trunk sewer system
like this, we don't have to build new sewers all at one time. Take care of
trouble spots as we see them. With a sewage treatment plant, have to build to
take care of additional capacity for many years to come. At this point, Directors
could either just discuss this at each District level or refer the report to the
Committee on Reorganization and Fiscal Policy Committee.
It was so moved, seconded and duly carried:
That the draft updated and consolidated Master Plan of Trunk Sewers for Districts
2, 3 and 11 be, and is hereby, refe rred to the Special Committee to Study
Reorganization of the Sanitation Districts and to the Fiscal Policy Committee for
study and r e commendation.
Bailey questioned if all Districts were represented on these Committees and
Chairman Holt advised yes and indicated the Committee members' names.
Mandie then mentioned that potentially Districts 2, 3 & 11 may consolidate and
questioned whether staff is recommending consolidation for Districts 1, 6 & 7
also. Was advised yes, they could potentially consolidate also. Could be four
Districts--1,6&7, 2,3&11, 5 and 13&14.
Mr. Harper added that the engineer for Districts 1, 6 & 7 would be discussing the
advantages of IRWD coming into the Districts. Are some definite advantages.

Report of Engineer re Consolidated
Master Plan of Trunk Sewers
The Chairman recognized Don Martinson of
Lowry and Associates, who reviewed the
draft of the Consolidated Master Plan of
Trunk Sewers for Districts 2, 3 and 11 prepared by his firm.
Mr. Martinson swmnarized the history of the respective Districts' sewer system
expansion to keep pace with the rapid development in metropolitan Orange County.
The Consolidated Master Plan evaluates the network of the Districts as one system
from an engineering viewpoint, without regard to District boundaries.
Early in the study it was ascertained that the existing trunk sewer system in
. Districts 2, 3 and 11 lends itself very well to the correction of existing and
ultimate capacity constraints. The existing major trunk system can be made to
carry the existing and projected ultimate flows to the appropriate treatment
plant. Existing and proposed diversion structures along with relief sewers can ~
be used to divert flows to major trunks or interceptors that have excess capacity
available. Therefore, by optimizing the use of the existing trunk sewer system,
the Districts can minimize the cost of providing for the ultimate projected flow.
Capacity constraints or deficient sewers were determined-by the use of a computer
model which compiled the existing and proposed land uses, calculated the flow for
each drainage region, and routed each flow through the appropriate trunk system.
By modeling different situations and solutions to the identified deficiencies,
the most cost-effective improvements to correct the problems were developed and
an estimated time period was developed. The computer model allows the plan to be
updated as conditions change.
The land use and corresponding wastewater projections reflect an increase in
sewage flow of about 23 mgd at build-out over the 1975 Land Use Plan. These
changes were mostly in the cities of Anaheim, Fullerton, Huntington Beach and
Seal Beach, and reflect changes in zoning to accommodate increased density.
Despite the significant unused capacity in the lower reaches, many of the
upstream reaches have computed flows which are nearing or have exceeded their
design capacities.
Mr. Martinson then reviewed the recommended phased construction program.
District 2 requires three new diversion structures to divert flow to the Santa
Ana River Interceptor. District 3 will also require three new diversion
structures to divert flow from overloaded sub-trunks to the Knott Interceptor.

District 11 requires four new diversion structures to relieve capacity
constraints in the area of McFadden, Heil and Edwards in Huntington Beach. He
also reviewed proposed capacity exchanges between Districts in existing
facilities that would effectively optimize the use of the existing major
interceptor sewer systems.
The trunk sewer collection system improvements and capacity exchanges necessary
to provide for ultimate build-out of the entire District 2, 3 and 11 service area
will cost approximately $52 million in 1982 dollars--$28.S million for District
2, $8.4 million for District 3 and $14.8 million for District 11.
In addition to recommended capacity exchanges and construction of relief sewers
the engineer recommended a monitoring program to verify computed capacity
constraints with actual field measurements, and also to monitor sewage quality
for possible harmful industrial discharges.
