BOX 8127 108-44 ELLIS AVENUE FOUNTAIN VALLEY, CALIFORNIA 92708 (714') 540-2910 (71.C) 962-241 I SUBJECT: Damage and Repair to Orange Subtrunk -Santa Ana River Crossing On Sunday, March 12th, the 30-inch vitrified qlay pipe Orange Subtrunk sewer was undermined by the storm waters· in the Santa Ana River causing displacement and failure of this vital Sanitation District sewer serving a major portion of the City of Orange. Approximately 4-~ million gallons per day of untreated wastewater was discharged to the Santa Ana River, resulting in the quarantine of the affected area of the Santa Ana River and the public beaches adjacent to the mouth of the River in the Cities of Newport Beach and Huntington Beach. After conferring with the District's Chairman, the staff proceeded on an emergency basis to secure the service of a competent con- "--' struction contractor to effectuate an immediate restoration of the untreated wastewaters to the sewer system. John A. Artukovich and Son was employed and the initial work was commenced on Thursday, March 16th, with a temporary 30-inch corrugated metal pipe being installed and the sewage returned to the sewer syste~ at approxi- mately 6:00 A.M. Monday morning, March 20th. Subsequent work was performed by the contractor in the placing of additional ballast rock to insure the integrity of this temporary sewer and all temporary work was essentially complete on Friday, March 24th. The staff has coordinated this damage and repair work with the following agencies: 1. Federal Disaster Office 2. U.S. Army Corps of Engineers 3. Regional Water Quality Control Board 4. State and County Health Departments S. Orange County Flood Control District 6. Cities of Orange, Newport Beach and Huntington Beach. The estimated cost for this emergency repair to date is approximately $111,500, itemized as follows: John A. Artukovich & Son, Inc. Lowry & Associates Butier Engineering, Inc. $106,000 2,500 3,000 Staff Report March 27, 1978 Page Two Since this repair is temporary in nature, it is the staff's recom- mendation that permanent repairs be instituted as soon as possible. The permanent replacement would entail the installation of a 24-inch ductile cast iron siphon, approximately 15-feet upstream from the recently installed temporary sewer line. This permanent replace- ment would be installed at a depth sufficient to avoid any future damage by storm waters in the Santa Ana River. It is also recommended that a double barrel siphon be installed to accommodate the ultimate flows anticipated from this drainage area as shown on the Master Plan Report for District No. 2. It is estimated that the cost of a single barrel siphon would be $215,000 and the double barrel installation would be approximately $250,000. Based on preliminary discussions with the Federal Disaster Relief personnel, 100 percent of "reasonable costs" of the temporary installation and the 11 in kind" replacement will be paid by the federal government. Considering the cost incurred to date and the projected cost, the total temporary and installation cost consider- ing the double barrel siphon will be approximately $356,000. Of this amount, the Federal Disaster Relief should reimburse the District in the amount of approximately.$320,000. Because of the temporary nature of the corrugated metal pip~ sewer, staff recommends ~hat the Board consider the immediate installation of the permanent river crossing. To have this work done, the Board may consider the following alternatives: 1. Continue to engage John A. Artukovich & Son, Inc. to complete the work based on a lump sum amount or a cost plus basis because of the equipment on-site and the trained personnel familiar with the activities. 2. Solicit three competitive proposals and authorize the General Manager to award a contract to the lowest bidder. Proposals would be solicited without public bidding to expedite the starting of the work. 3. Finalize plans and specifications and advertise for competitive bids and authorize the General Manager to award the contract. Bids would be received on an open competitive public bidding basis. In coordinating this sewer repair work with the Corps of Engineers, discharge of the storm waters in Prado Dam will continue at approximately 1,000 cubic feet per second until Monday, April 3rd, at which time the flow would be decreased to a volume that could be entirely controlled by the Orange County Water District's spreading operations. RE: AGENDA ITEM #4(n)(2) !>41' RESOLUTION NO. 78-Si:i-2 DECLARING THE DAMAGE DONE TO THE ORANGE SUB-TRUNK SANTA ANA RIVER CROSSING SEWER LINE TO BE A.CONDITION CONDUCIVE TO GREAT PUBLIC CALAMITY AND DISPENSING WITH THE BIDDING REQUIREMENTS FOR TIIE REPAIR THEREOF A RESOLUTION OF THE BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT NO. 2 OF ORANGE COUNTY, CALIFORNIA, DECLARING THAT THE DAMAGE DONE TO THE ORANGE SUB-TRUNK SANTA ANA RIVER CROSSING SEWER LINE TO BE A CONDITION CONDUCIVE TO GREAT PUBLIC CALAMITY AND DISPENSING WITH THE BIDDING REQUIREMENTS FOR THE REPAIR THEREOF * * * * * .* * ·* * * * * * * * * * * WHEREAS, the recent break in the Orange Sub-Trunk Santa Ana River Crossing Sewer Line has caused an estimated 4.5 -5 MGD of untreated sewage to be discharged into the open river channel and through i~ into the ocean, creating a health hazard to humans and unlmown damage ·to the marine ecology; and, WHEREAS, pursuant to the District's emergency powers, it has caused provisional repairs to be effected which have temporarily abated the condition; and, · WHEREAS, said temporary repair is not of .a substantial nature and may not withstand another storm of the magnitude of those recently encountered; and, WHEREAS, ·there is a pressing need for a permanent repair to said Orange Sub-Trunk Santa Ana River Crossing Sewer Line; and, WHEREAS, Health and Safety Code Section 4755 allows the Board to dispense with the formal bidding process if there is an anticipated great public calamity and the public interest and necessity demand immediate expenditure of public money to safeguard life, health or property. NOW, THEREFORE,. the Board of Directors of County Sanitation District No. 2 of Orange County, California, DOES HEREBY RESOLVE, DETERMINE AND ORDER: Section 1. That the temporary repairs to the Orange Sub-Trunk Santa Ana River Crossing may not be able to withstand a storm of the same magnitude as those recently encountered and that a great public calamity is anticipated if permanent repairs are not made promptly; and -•'"' -· -~ Section 2. That the public interest and necessity demand an immediate ~ expenditure of public money to safeguard life, health or property and that the requirements of the formalized procedure are therefore dispensed .with; and Section 3. That the District's General Manager is hereby authorized and directed to cause the permanent repairs to be made forthwith by a responsible contractor on the best terms and conditions and the best price available on an informal bid or quote basis and without compliance with formal bid procedures.
