The following is a brief explanation of the more importan t,
non-routine items which a ppe a r on the enclosed agenda and which
are not otherwi se self-ex planatory. Warrant lists are enclosed
with the agenda material, surr~arizing the bills paid since the
last Joint Board meeting.
NOTE: Chairman Culver has called a meeting of the Building
Committee for 5 :30 p.m ., Wednesday, November 9th, immediately
preceding the Joint Board meeting.
Joint Boards
No. 9-a -Purchase of Truck -Mounted Hydraulic Sewer Cleaner.
On October 27th, public bids were taken for a truck-mounted
hydraulic sewer cleaner . Eleven bids were received, five of which
were determined as meeting the Districts' specifications. It is
recommended that a ward for the purchase of the sewer cleaner go
to Southwest Sewer Equipment Company , Whittier, in the amount of
$38,408.04, including sales tax. The budgeted amount is $50,456.
No . 9-b -Purchase of Hydraulic Industrial Crane .
Bids were received on October 27th for the purchase of a
hydraulic industrial crane. Four bids were received, ranging from
$35,531.20 to $43,975.16. It is recommended that aw ard be made to
the James Kinney Co mpany, Los An geles, for their low bid J?ric e of
$35,531.20, including sales tax. The budgeted amount is ~42,000.
No. 9-c -Bids for Solids Handling (Grit and Screenings).
On October 28, 1977, public bids were received for Solids
Handling (Gri t and Screenings). Two bids were received; however,
they exceeded the curre nt hauling rate by $3 .62 per load. It is the
staff's recommendation that the bids be rejected and that the General
Manager be authorized to negotiate a contract for solids hauling in
accordance with the intent of the specifications for a unit price of
less than $36.56 per 7-yard load.
No. 9-d -Sale of Used Carpet.
On October 28, public bids were taken for the sale of used
carpet which has been removed from the Administration building .
No bids were received and therefore, the staff is requesting
authorization to dispose of the used carpet in the most cost-
effective manner. ·
No. 9-e -Purchase of Polyelectrolyte Chemical Flocculent .
Public bids have been taken for the purchase of chemicals for
the Districts' sludge centrifuges. It is the staff's recommendation
that award be made to Allied Colloids, Inc., for PERCOL 763 at the
unit price of $1.30/lb., with the total purchase not to exceed
$350,000 plus applicable taxes . This represents approximately an
18-month suppl y . A substantial number of chemicals were tested and
evaluated prior to the taking of bids.
No. 9-f -Purchase of 10 ISCO In-Sewer Wastewater Samplers.
The staff is requesting authority to negotiate for the purchase
of 10 ISCO Samplers with 15 Nicad batteries for an amount not to
exceed $15,400 plus tax and freig ht . The Industrial Waste Depart-
ment has a total of 16 ISCO Samplers that are presently being used
for monitoring industrial discharges within the Districts. To date,
we have not been able to locate another sampler as versatile as the
ISCO sampler. We have operated this sampler since 1973 with a
minimum of malfunctions . The unit has a self contained power source
composed of a Nicad battery rather than the lead-acid battery. The
sampler is, in our opinion , e x tremely functional and can be used
for gathering many types of samples. We, therefore, request authority
to negotiate for the purchase of 10 additional samplers.
No. 9-j -Principal Industrial Waste Representative.
The staff is requesting downgrading a position for the Principal
Industrial Waste Representative. Currently, this position is at
salary range 856B ($1338/$1663 per month). We are requesting that
this position be reduced on the salary scale by approximately $100
per month to make the position more compatible with comparable
existing responsible positions, i.e ., Shift Supervisor, Training
Supervisor . 7

No. 9-k -Finalizing Annexation No. 20.
In May, 1977, the Board authorized the initiation of annexation
proceeding s with the Local Agency Formation Commission . The Com-
mission has now approved the a nnexa tion and the proponent has paid
the required processing and annexation fees. It is the staff's
recommendation that the final action be taken by the Board. This
annexation involves 3.335 acres in the Anaheim Hills area.

No. 9-1 -Initiating Annexation No. 27 -Travis Ranch.
The proposed annexation contains 249.243 acres in the vicinity
north of Esperanza Road and east of Imperial Hi ghway in the City
of Yorba Linda. The proposed project consists of 641 dwelling units
with a resultan t density of 2 .57 dwelling units per acre. The pro-
posed project is considered low density development and conforms
with the requirements of the District Master Plan. The proposed
project will be constructed in ten increments over a three-to-five
year period starting from Es peranza and moving north. The staff
recorrnnends adoption of Resolution No. 77-145-2, authorizing initia-
tion of annexation proceedings and filing with the Loca l Agency
Formation Commission. (See attached map).
No. 9-m -Correcting the Minutes of the Regular August 10,
1977 Meeting.
The actions appearing in the agenda, Resolutions 77-110-2
through 77-113-2 correct the parties names in the resolutions to
conform with the Grants of Easements received from SAVI Develop-
ment Company, Inc., and the Santa Ana Valley Irrigation Company
for right of way for the construction of Contracts 2-14-4 and
2-14-5 of the Santa Ana River Interceptor Sewer:
District No. 3
No. 9-o -Knott Interceptor Sewer, Contract No. 3-20-3.
The plans and specifications have been finalized for the con-
struction of the next segment of the Knott Interceptor Sewer, Portion
of Reach 7, Contract No . 3-20-3. This proj~ct was delayed earlier
this year at the request of the business owners along Knott Avenue.
We expect to take bids December 6th for construction of a 72-inch
sewer from Lincoln to Or angetho rpe on Knott Avenue in Buena Park.
The construction estimate for the project is $4,450,000.
District No. 5
No. 9-p -Initiation of Annexation Proceedings, Annexation
No. 8, Tract No. 8725.
At the July meeting, the Board referred to the staff the
reques t for annexation of 1.095 acres adjacent to the San Joaquin
Hills Reservoir. The proposed annexation consists of two dam-

At the June meeting, the Board referred to the staff the
reques t for annexation of 10.02 acres at the southeast corn er of
Orange Park Bou l evard and Arnapola Avenue. Th e tract consists
of ei g ht single-family dwe llings and conforms with the District 's
requireme nts of l ow density development. The tract was annexed
to the City of Orange in May. The staff recommends that the

In Sept ember , 1976 , a contract was awarded to Skipper and
Comp any in the amo unt of $341,791 to install two di g ester gas
eng ines and appurtenances i n the Foster Outfall Booster Station .
Because of concerns of vibr ations associated with the gas engines,

additional supports were required. These supports decreased the
head room and it is now apparent that the engines cannot be main-
tained in the limited space available, therefore we will be re-
quired to remove a section of the existing roof and extend it
upward to provide additional space. After the new roof is in-
stalled, the engine appurtenances must be installed to complete
the revisions. The staff is recommending that since we have not
come to a satisfactory agreement with the contractor relative to
the roof modification that the contract be modified downward from
the original cost of $341,791 to a revised cost of $284,085, which
represents the work and the material furnished by the contractor
to date. The contractor will be paid off .and the remain ing $57,706
is sufficient for Districts' personnel to complete the installation
of these pumping units exclus ive of the requi red roof modifications.
The projected final cost of this installation wi ll still be $500,000
less than the single bid of $1,678,000 received and rijected in
September, 1974 .
No. 14 -Meet-and-Confer Sessions on Employees Salaries and
Fringe Benefits .
The staff is continuing meet-and-confer sessions with repre-
sentatives of the employees. The staff will report in executive
session on the progress to date.
No. 22 -Preparation of EIR for the Jamboree Pump Station and
Trunk Sewer.
The actions appearing on the agenda receive and file an initial
study evaluating the e n v ironmental impacts assoc iated with the pro-
posed construction of the Jamboree Pump Station and Trunk Sewer.
Because of the sensitive nature of this or any other project in the
vicinity, the staff is recommending that the General Manager be
authorized to solicit proposals for the preparation of an Environ-
mental Impact Report for this project. The selection of a con-
sultant will be done i n accordance with the Districts' procedures
for the selection of professional services in an amount not to
exceed $7,500.
District No. 7
No. 29 -Annexations in the Peters Canyon Drainage Area.
a. The staff will make a verbal report relative to future
annexations to the District on the back side of Cowan Heights and
Lemon Hei g hts for properties draining naturally toward Peters
Canyon . For a considerable number of years, District 7 has been
acceptin g small acreage annexations which entail the construction
of small pumping stations which become the re spons ibility of the
70th Sewer Maintenance District . Since there is not a Master Plan

of Sewers for this area, the development and construction of these
small pumping stations have been going on without any consideration
of a permanent solution. The drainage area tributary to Peters
Canyon is essentially the responsibility of the Irvine Ranch Water
District. Prior to the formation of the Irvine Ranch Water District,
District No. 7 proposed in its Master Plan of Sewers a Peters Can-
yon Trunk Sewer which would have eventually sewered the back side
of Cowan Heights and Lemon Heights by gravity.
The primary reason for a verbal report next Wednesday is to
alert the Board that at some time in the near future, District No. 7
should no longer accept annexations withou t a solution to this in-
creasi~g problem.

request for annexation of 3 .39 7 acres on Sirrine Drive in Cowan
Heights. The proposed development consist s of two single-family
dwellings and meets the District's low density development require-
ment. The property must also annex to the 70th Sewer Ma intenance

The staff has requested a me.eting of the Building Conunittee to
discuss certain pertinent items in order that the staff can
continue the implementation of our CORF responsibilities. These
~t~ms are d~scussed below:

Estimated construction cost to remodel the administration
area pursuant to the plan approved by the Board, is
$161,820. After careful review, staff would like to ·
present an alternate to.the Building Conunittee for their·
consideration. Since the implementation of a revenue
.program is in a state of flux at the present time, it
is difficult to project personnel needs within the next
three years. In lieu of the southerly expansion of the
administration building, reorganization of existing
. facilities may suffice on an interim basis until future
personnel requirements can be determined. These interim
improvements can be accomplished by relocating the
Personnel Department to the Resources Management Center .
and remodeling that area to accommodate the Resources
·i.....,; Management Center activities as well as .the Personnel
Department activities. Remodeling to the administration
building on this alternate basis is estimated to be
$75,000 to $100,000· which includes $50,000 for air con-

4. PHASE tv -BOARD ROOM
Remodeling of the board room as approved is estimated
at approximately $52 ,000 . Since the staff is having
difficulty in 'obtaining a building permit from the
City of Foun tain Valley because of the fire r atin gs ,
consideration shou l d be given to not expanding the
board room as p lanned, but perhaps incorporati ng the
existing conference room to acconunodate overflow
crowds for l arge meetings. This could be accomplished
with very little expenditure , l ess than $10,000, and
a n ew pub l ic add ress system.
5. WAREHOUSE
Included in the 1 977-7 8 budget is $150 ,000 for ware-
house expansion . The staff has made some preliminary
layouts and estimated that this cost would be less
than $100,000 . Because ·of time restraints , it is
recommended that a n outside architectural firm be
hired for approximately $8 ,500 to prepare the plans
and specifications for bidding purposes .
6. REMODEL OF RESOURCES MANAGEMENT CENTER AND OPERATORS'
LUNCHROOM

Includ ed in the 1977-78 budg'e t is a sum of $1.50 I 000 for
remode l ing to the Reso u rces Management Center, along
with the operators ' lunchroom . As previously mention ed ,
if the Board app roves the altern ate to reduce the im-.
provements in the administration building , the personnel
department would b e r e located to the Resources Management
Center. The Resources Manageme nt Center area would be
remode l ed to acconunodate the personnel department, as
well as providing training area for operators . Included
in this improve ment would be the remodeling of the
operators' lunchroom and restroom and locker room facil -
ities . These facilities were bui l d in 1961 and no work
h as b een done since that time on th.is area . It is re-
commended that the preparation of plans and specifications
be done bv staff because of the detail and coordination
required ln remode l ing of existing facilities .

I appreciate.your sending me the information regarding
-removal of grit and screenings from Plant No. 1 and Plant No. 2
in Orange County. I also appreciate you giving me the addi-
tional information r~garding the surge bins.
A year ago I purchased some trailers to haul the sludge
·right after the first report .that Kello.gg Supply, Inc ..... re~
ceived the bid on hauling sludge. 1: e~en had it totally water
tight so it wouldn't drip on the highways •. A week after I
made my trailer plans, I found out the District decided to
handle the bid in a different manner and I submitted a new
figure which was matched by another firm.· The other firm got
the contract and I was stuck with one of the trailers. I
hesitate to make the same investment again without knowing I
have the contract.
I see· no reason why the firm that you have been dealing
with during this year would be requesting a higher price to
haul grit and screenings. If the Orange County Sanitation
District would have been dealing with Kellogg Supply, ·inc.·
instead of Golden West this kind of thing wouldn't have happen~d.
One of the main reasons you have a fairly decent rate to have
the sludge hauled is because we participated in the bidding
last December. If the District receives additional pre~sure in
the future regarding prices of hauling, I would like to have the
opportunity to bid again. The time of such bids in the future
should be awarded three or four months prior ta starting a new
contract which will enable legitimate bidders to add any additional
equipment necessary to do the job. It would also eliminate some-
one charging excessive prices because they know you are pressured
for time.

ADDITIONAL PUMPING FACIL·ITIES AT OCEAN OUTFALL PUMPING STATION
In September, 1974, bids were received for the installation of two
engine driven pumps to be installed in the Foster Outfall Booster ·
Stationo A single bid was ieceived, in the a~ount of $1,678,000,
·which was approximately $500,000 in excess ·of the engineer's
estimate and based on the staff's recommendation, the Boards
rejected the bid received and instructed the staff to proceed
with the purchase of the engines, pumps and right angle gear drives
on separate equipment purchase contracts using standard bidding
procedures. Three contracts were awarded for the engines, pumps,
gears and valves 1n the total amount of approximately $768,695.
An installation contract was approved by the Boards and in
September,· 1976, the contract was awarded to Skipper and Company
in the amount of $341,791. With the award of this contract plus
the equipment ptirchased, the total installation was estimated to
be approximately $1,115,000, over $500,000 less than the s~ngle
bid received in 1974. Under the installation contract, Skipper
and Company has, for the last year, been installing the equipment
purchased by the Districts, but because of certain space limita-
tions, the contracto~ cannot complete the original contract work.
The Foster Outfall Booster Station was originally constructed with
four 1500 h.p. electric motor drives with provisions for the in-
stallation of two additional electric motor drives when required.
Because of increasing electrical cost, it was decided to install
digester gas engine drives in lieu of the electrical motors.
These gas driven engines require more room for installation and
maintenance than the originally proposed electric motors.
These new engines, along with the existing electric motors, are
installed on the second story of the Booster Station. Because of
concerns 0£ vibrations associa~ed with the gas engines, additional
foundation supports were required to distribute the vibratory
loads to foundation columns. These foundation supports.decreased
the head room and it became.apparent that the engines could.not be
maintained with the limited space available, therefore, requiring
the removal of the existing roof and extending it upward to pro-
vide additional space. · After the new roof is installed, the
engine appurtenances must be installed to complete the revisions.·
Because of this limited· space and remodeling of the roof, along
w.ith the ·installation ·of the equipment to be incorporated with
·existing operations, it is felt that it would be in ·the best

In accordance with contract provisions, the following changes in the contract and/or
contract work are hereby authorized and as compensation therefor, the following additions to or
deductions from the contract price are hereby approved.
ADD:
1. For additional work required for the alignment of pumps and engines.
The work.required was for the contractor to align equipment furnished
by the Districts (pumps and engines) which was additional work beyond
that required in the basic contract. · ·
2. Contractor incurred additional expense because of insufficient headroom
in the Foster Pumping Station to acconunodate Districts supplied equipment.
Work included additional skid mounting and crane time more than originally
required under the basic contract. ·

In accordance with contract provisions, the following changes in the contract and/or
contract work are hereby authorized and as compensation therefor, the following additions· to or
deductions from the contract price are hereby approved.
DEDUCT:
The District supplied pumps and engines were unable to· be installed in the
existing Foster Booster Pump Station because of additional skids required
as foundation mountings for the gas engine pump drives. After the contract
was ·awarded to Skipper & Company concern was given to a vibrational problem
from the gas. enjine drives necessitating redesign of foundation mountings.·
The original pump station was designed for electric motors in lieu of gas
engine drives and, because of the additional supports, ~here was not
sufficient clearance to acconnnodate the supplied engine. Additional work
i ·equired to remove and raise the existing roof structure to accommodate t~purnp and engine drive equipment and install the needed engine appurtenances
on the newly constructed roof as required.
Because of the modifications required to existing equipment, it is mutually
agreed between the District and the Contractor that the contractor be paid
for all work performed to date and that the contract be terminated, thereby
allowing the District to complete the work as required.
Contractor will supply all materials and equipment not. installed put required
and paid for under the contract. A revision of the contract quantities is
as follows:

BEACH, CALIFORNIA, JOB NO. J-6-ID, on September 30, 1977; and,
Section 2. That .by letter, the Districts' Chief Engineer has recommended
acceptance of said work, which said reconunendation is hereby received and

Section 3. That Job No. J-6-lD, is ·hereby accepted as complete in
accordance with the terms of.the contract therefor, dated September 23, 1976;

Section 5. 1bat the Final Closeout Agreement with Skipper & Company,
setting forth the terms and conditions for acceptance of Installation of

Extension of Contract Time
The Contractor is hereby granted time extension ·of ·343 calendar days
because of delays which were beyond the control of the contractor.
pursuant to Section 6-4 of the General Provisions of the contract. .
Contractor was delayed because fo the following:
1. 1'he existing foul air scrubber which was contracted to be removed
was made available to the Contractor by the District because of
extenuating circumstances requiring th~ continued operation of the
foul air scrubber to maintain desired odor control.
2. Contractor was unable to obtain the·telerette packaging for the
scrubbers because of delays from the supplier_.
3. Contract specifications ·specified certain color codifications which
were outdated and were not able to be supplied by the Contractor,
thus resulting in delays in selecting a substitute to satisfy contract
conditions.
4. Detailed specifications (Section 430-4 and 430-6 of the National
. · lHectrical Code) were in conflict with Section 44-1 of the Districts
standard specifications thus resulting in delays to coo~dinate code
provisions and contract; specifications this pertaining to
interlocking switches on the control panels.
S~ Because oi ~pace limitations, mod.ificatio~s to the steel base for the
fan of the supplied scrubber required modifications thereby resulting
in extended delays to the contractor. . · · · .

BOARD

from a city of more than 250,000.
One member who is a county supervisor from a county of more than

Three representatives of the public appointed by the Governor.
One representative of the public appointed by the.Speaker of the
ASSembly with specialized education and experience in natural re-
sources conservation and resources recovery.
One representative of the public appointed by the Senate Connnittee
on Rules, and who is a registered civil engineer with specialized
education and experience in natural resources conservation and
resources recovery. ·

management industry from Southern California.

Employees Association for operational employees , upon reconvening ,
t he following actions would be appropriate:
(A ) Consideration of motion approving Memorandum of

Emp l oyees Association for the period December 2 , 1977 ,
through November 27 , 1 980.
(B ) Consideration of Reso l ution No . 7 7 -1 53 , a joint reso l ution
o~ the Boards of Directors relating to classification ,
compensation and terms of e mp l oyment (incorporating approved
changes ), and rescinding previous resolutions i n confl ict
t herewith .
(C) Consideration of Reso l ution No. 7 7 -1 54 , a joint resolut i on
of t h e Boards of Directors establishing ru l es and regulations
pertaining to conditions of employmen t (incorpor ating

Joint Chairman Saltarelli announced that Directors Culver, Perry
and Olson had been re-elected to the Garden Grove Sanitary District
Board.
MINUTES -Dostal asked t hat the minutes of the October 12 , 1977, meeting
be corrected to show his abstention on warrant number 38861 .
Report of the Joint Chairman
Saltarelli reported that EPA has upheld the Districts denial of
Pentech-Houdaille's protest re award of Job No . P2-23 -2 .
Also advised that there has been some conflic t with regard to Solid
Waste Ma nagement Board. Said we would send list of appointees to
Directors. Riley is work ing through Carpenter 's office and wil l send
list of poten tia l candidates . Read li st of potential candidates and
list of persons whose terms were expir ing. Said it may be well to
be represented · by someone from our area.
He then called a meeting of the Executive Committee for November 30th
and invited Directors Milan Dostal and Vernon Evans to attend.
(7-b) Report of the Genera l Manager
FAH reported that he had just returned that evening from Washington.
Was called back Monday . Conferees of House and Senate are trying
to wrap up this water pollution bill. Primary issue is use of ad valorem
tax in our user charge system . Still quite a bit of confusion today.
I f we do get a bill , wi ll have something on ad valorem tax but may not
be what we want . The Senate wants to allow ad valorem tax for individuals
or residential properties and commercial properties but are still
insisting we not collect monies from industries . Now under industrial
waste ordinance we do bill industries and give them credit . EPA will
insist that if we collect tax this way , that we pay the money back to
the dry industries . If we do this , ad valorem tax will go up for
individual users. This is not resolved yet . The only thing resolved
is that we are going to be able to have a 50,000 gallonsper day
on ICR--Industrial Cost Recovery . This means we have to collect from
industries their share of capital i mprovements that federa l and state
management has paid for and return 50 % of that money to the go v ernment.
Said the City of Denver has figured out that it will cost them more
to collect money than what they will collect from industries . Are
trying to get provision to keep money that i t costs them to collect .
Added that Senate agreed maybe should have a 12-month study on this
issue . Said if Conferees can wrap this up tomorrow , wi ll probably
have a bi ll. But if they don 't , won 't know unti l January if we have
a bill. Said they are anxious to g et this over with .
Director indicated that Carter had commented two weeks ago that
no discharge will be allowed into the ocean after a certainda.te . Ask ed
i f this applied to us . FAH answered that this bill slipped thro u g h
Congress but r ea lly refers to sludge , not sewage . Will affect City o f
Los Angeles but not us .
(?-c) ·Report of the General Counsel
TLW reported briefly that the Districts were notified Friday and
received written confirmation today from EPA that they had rejected
the appeal filed b y Pentech-Houdaille re Job No . P2 -23-2 regarding
decision of Directors rejecting th e ir bid proposal and awarding to
the second low bidder . Said we are n ow in a position where project
will proceed and contract wil l be e x ecu ted. REL added that on e
of the r epresen tatives of P-H might possibly appeal furt her to GAO.
If that happens, it will not impair the progress of the job. Appeals
through that office do not prov ~d Ji_for delay or suspen sion of w9rk l ~

talking to Clausen today he said it would be very helpful to them i f LACSD l
our Board could get a resolution express ing appreciation fo r the
efforts that these men have made. Have really gone out of their wa y ,
particularly Clausen and Johnson. Ocean discharge , ad valorem t ax
issue and ICR problem rea lly centers here in Southern California .
FAH said he was requesting that the Board take an action adopting
a resolution that we will prepare thanking Congressmen for t heir
effo rts on this water pollution bill . It was then so movedJ nd

REL reported that i-l'r'B±s..-&Ii-i~ 7 /many properties are now developing _l... o--~~~
on back side of Red Hill area Initially, this area was to be in c. _...(.,. .. fy '
District 7 but by request of The Irvine Company i t wJs withdrawn and ' r
put into the sphere of the Irv~ne Ranch Water District. They are
planning to come in to Peters Canyon area in the future. In the
interim many of these developments are having to pump over the hill.
With .the demand for housing in Orange County and particularly, in this
area, we are finding a lot of increase in our annexations. Are
included in the 70th Sewer Maintenance District. The gravity system
in District 7 in the City of Tustin and unincorporated territory is
in the 7th SMD and the tax rate is about 1¢. But in the 70th SMD,
the tax rate is 80¢. This is to take care of the power cost. Asked
Directors where our obligation stops? Said staff is bring this to
the Directors to get some direction. IRWD's closest sewer is south
of the Santa Ana .Freeway. If we let them proceed, will have a multitude
of pump stations. Maintenance costs will be high. Have seven active
pump stations and three proposed now.
Rima said let the developer pay the ·cost. Smith asked for explanation
of responsibilities of pump stations, etc. REL advised that District
No. 7 has 7th & 70th Sewer Maintenance Districts which are owned by
the Board of Supervisors. They contract with District 7 to maintain
and operate them. We do all the work and charge them.
FAH stated that at one time we had a line proposed up Peters Canyon.
The Irvine Company with IRWD came in and showed master plan with line
go in g up Peters Canyon. Suggested that maybe there should be some
official letters going to IRWD asking them what they intend to do
and then come back to the Board.
Saltarelli agreed with FAH re finding out what IRWD's policy is going
to be.
REL said we could do a preliminary engineering study h e re in-house on
what it would cost to build a sewer up there.
Directors agreed that we should first contact IRWD a nd then report
back to Board .
