Consideration of the Facilitie s Plan and Draft EIR Pre a red
for the Carbon Ca nyon Sl e eEY Hollow Drainage Area.
In September, Board members were mailed copies of the
Facilities Plan and draft EIR describing alternative projects
for sewering the Carbon Canyon Drainage Area.
These reports were prepared under an authorization for a
Step I planning grant from the State Water Resources Control
Board. The local funds (12 ~%), have been shared equally between
District No. 2, the City of Brea, and the Chino Munic i pal Water
Pistrict (sewering agency for the San Bernardino County area)
pursuant to an agreement executed by the three entiti e s.
The purpose of this meeting is to discuss the alternative s
set forth in the report and if the Board is satisfied, it is
recommended that a public hearing date be es t ablished during the
month of December, to b e held at the Brea City Hall. Attached
is a brief explanation of the alternatives.
Since there are a limited number of Facilities Plan reports
and draft EIRs, it would be appreci a ted if the Board members
would bring their copies to the me e ting. If any additional in-
formation is desired prior to Wednesday's meeting , please call
Dennis Reid, the Senior En g ineer who has been overseeing the·
work of the District's consultants .

Pursuant to adjournment of the regular meeting held October 12, 1977, the
Board of Directors of County Sanitation District No. 2 of Orange County,
California, met in an adjourned regular meeting at the.above hour and date, in
the District offices.
The Chairman called the meeting to order at 6:15 p.m. Following the Pledge
of Allegiance and invocation, the roll was called, and the Secretary reported a
quorum present.

Allan Udin, of Engineering Science, Inc., re-
viewed the Facilities Plan -Wastewater System
Alternatives for.Carbon Canyon, prepared by his
firm jointly for District No. 2, the ·City of
Br~a and the Chino Basin Municipal Water District (CBMWD) and briefly discussed
the alternatives set forth in the Facilities Plan as follows:

The consultant recommended Alternative 1, which would provide for construction
of facilities the entire length of Carbon Cayon to connect to the Districts' V
master planned Carbon Canyon Darn Interceptor and convey the wastewater ulti-
mately to Reclamation Plant No. 1 for treatment, as the apparent best
alternative project.
Mr. ·Karl Mazzeo, of Ultrasystems, also briefly reviewed the Draft Environmental
Impact Report for Carbon Canyon Facilities Plan prepared by his ·firm. The
primary impact would be the increase in traffic patterns in Carbon Canyon,
with secondary impacts on population growth and air quality. There would also
be impacts as.sociated with the construction project itself which, for the most
part, could be avoided wb mitigation measures.
The·Chair recognized Dir ctor Fox, representing the City .of Brea, who advised
the Board that the City ~ endorsed the recommended Alternative No. 1 to
convey the wastewater to the Districts' treatment site at Plant No. I; and
Tom Homan, representing CBMWD, who stated that his agency was in favor of
proposed Alternative No. 2b as the most cost-effective alternative for Chino
Basin.
The General Manager then reviewed the differences in population projections
contained in the Facilities Plan, and the State Water Resources Control
Board's (.SWRCB) population projection ·developed by the State Department of
Finance. The SWRCB figures, which are lower than the Facilities Plan esti-
mates, would prevail if the project were to qualify for grant funding. If
so, severe growth restrictions would be placed on .the area. Facilities Plan.
projections represent expected population growth based upon the various
land use plans of the agencies having jurisdiction in the Carbon Canyon
area, whereas the State projections are bas~d on hist~rical data. It was
pointed out that a resolution of the population figures would be necessary
before a final decision on .the project could be made.
Following a general discussion during which the water reclamation issues
were clarified and it was pointed out that the proposed plan.did not include
capacity to serve the proposed Hill of Hope project, it was moved, seconded,
and duly carried:
That the Draft Environmental Impa~t Report for Carbon Canyon Facilities
Plan be received and ordered filed; and,
FURTHER MOVED: That the staff be authorized to file· a Notice of Intent
relative to the Environmental Impact Report for Carbon Canyon Facilities
Plan, pursuant to the Districts' Guidelines for Implementing California
Quality Control Act, as amended; and that January 16, 1978 be· established
as the final date for which all comments must be received on said Environmental
Impact Report.

The General Manager recommended that the
Board delay consideration of fixing a time
and place for a public hearing on the Draft
EIR for Carbon Canyon Facilities Plan and
authorize the staff to prepare a financial plan relative to the proposed
project, whereupon it was moved, seconded, and duly carried:

That the staff be directed to prepare a financial plan for financing the
proposed facilities to serve the Carbon Canyon area, as set forth-in the
Facilities Plan therefor, to be considered by the Board at a future meeting.
Adjournment Moved, seconded, and duly carried:
That the Board of Directors of County Sanitation District No. 2 be adjourned.
The Chairman then declared the meeting so adjourned at 7:03 p.m., October
19' 1977.

Section 2133, we have prepared the population projections listed

The projection is based on the Department of Finance estimate of
the 1976 population in the service area, the E-0 population pro-
jection, and the intra-county growth pattern developed by the
Southern California Association of Governments in its SCAG-76
Growth Forecast Policy.

The Carbon Canyon drainage area was identified in the Regional Water
Quality Control Board's (RWQCB) Basin Plan as an area that was
experiencing problems with the existing sewerage disposal systems
and did not meet the water quality objects for the Santa Ana River
Basin: The area was placed by the RWQCB on the Grant Funded Project
list and on August 11, 1976, Sanitation District No. 2 filed a grant
application with the State and Environmental Protection Agency and
entered into a joint agreement, as lead agency, with the City of
Brea and Chino Basin Municipal Water District.
The Facilities Plan Report investigates the feasibility of sewerage
service for the Carbon Canyon area, and the Environmental Impact
Report the resultant impacts. Four alternatives are discussed, with
No. 1 being the recommended alternative because of overall cost ef-
fectiveness, reliability and public health considerations:
1. Sewering to County Sanitation District No. 2 of
Orange County system -$3.1 million
2. Construction of lo~al treatment plants -$3.4 million
3. Upgrade existing treatment and disposal systems -
$1.1 million
4. No project
The RWQCB has documented that the present sewage systems and their
operation are deficient in nature and generally recognized as a
temporary solution until the problem of total waste disposal is
solved in the study area.
The recommendation includes serving an area in the City of Brea
which is outside District No. 2 and an area in San Bernardino
County. The District No. 2 adopted Master Plan at this point has
no provision for serving the area outside the county line and it
would require complete Board action to do such.
